Chair Kochmar called the meeting to order at 5:02pm

BUSINESS ITEMS
Approval of Minutes
Committee member Assefa-Dawson motioned to approve the May 12, 2020 minutes as written.
Committee member Baruso seconded. Motion passed.
Amendment 1 to the MOU between Twin Lakes Plaza, LLC and the City of Federal Way
Deputy Chief of Police Neal provided the background information. The Federal Way Police Department
is requesting approval an Amendment No. 1 to the MOU between Twin Lakes Plaza, LLC and the City of
Federal Way. This a secured building that is located in the Twin Lakes Plaza located off of 320"'. The
building is used to write reports, complete paperwork and to meet with people. This Amendment will
allow the installation of equipment on the roof of the building to assist with the use of police radios.
Twin Lakes Plaza will provide power to the unit and provide Common Area Maintenance. The monthly
cost is $655.00. The term on the MOU is from May 1, 2020 through April 30, 2020. Deputy Chief Neal
stated that they are now in the process of moving equipment into the building. There are currently three
police sub -stations in the City; it's costly to set the sub -stations up because they need to be equipped with
office equipment. Committee member Baruso moved to forward the proposed MOU amendment to
the June 16, 2020 consent agenda for approval. Committee member Assefa-Dawson seconded.
Motion passed.
Other
Deputy Chief Neal reported that the Department has been very busy with everything that's going on due
to Covid-19 and events that are occurring in the Country. With all of this they still take 77,000 calls for
service a year.
Committee member Assefa-Dawson requested to look at the Police Departments budget. Chair Kochmar
stated that this would go through FEDRAC and she would pass this information onto Council member
Tran. Council President Honda offered to speak with the Finance Director and the Chief of Police.
Committee member Baruso inquired about having the Black Lives Matter banner placed on the city's
Website and / or the Councils Facebook page. Council President Honda stated that this would have to be
addressed with Council as a whole, the Legal Department and the Mayor. Committee member Assefa-
Dawson stated that she is in support of this.

Committee member Baruso inquired if there has been any discussions on the establishment of an Office
of Equity and Inclusion. Chair Kochmar answered that the discussion would take place in this committee.
Councii T , , , , , , , , President Honda added that this is a subject that wound be vi`ougt-it up during the budget season
and she will send an email to the Mayor and the Finance Director stating that this is something that the
Council would like to discuss. Council member Moore added that he would be in support of this.
Committee member Baruso asked if the committee can call special meetings and if so what is the process
for scheduling special meetings. Assistant City Attorney Kolde will review the rule and respond back to
the committee.
