This information is also helpful to determine if available avoidance, minimization or compensatory mitigation measures will address the probable significant impacts or if an environmental impact statement will be prepared to further analyze the proposal. Instructions for Applicants This environmental checklist asks you to describe some basic information about your proposal. Please answer each question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or private consultant for some questions. You may use "not applicable " or "does not apply" only when you can explain why it does not apply and not when the answer is unknown. You may also attach or incorporate by reference additional studies reports. Complete and accurate answers to these questions often avoid delays with the SEPA process as well as later in the decision - making process. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be significant adverse impact. Instructions for Lead Agencies Please adjust the format of this template as needed. Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse impacts. The checklist is considered the first but not necessarily the only source of information needed to make an adequate threshold detennination. Once a threshold determination is made, the lead agency is responsible for the completeness and accuracy of the checklist and other supporting documents. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. This project proposes the development of a 6-acre site to establish 19 condominium buildings, providing 133 units of multifamily housing with associated open space, recreation space, roads and utilities. There will also be a community building that will provide an amenity space for the community to use. Demolition of the stricture on -site is proposed, with no impacts to adjacent property anticipated. Applicant to obtain City approval for all demolition activities. Applicant to follow all applicable requirements including Puget Sound Clean Air Agency requirements for reporting, handling, and disposal of hazardous materials. Applicant will also dispose of all demolition materials off -site in a safe and legal planner and obtain City approval for haul routes. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal occurs over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. Parcel 1721049038, addressed 32818 1" Avenue South, is a 261,320 s.f. lot (approximately 6 acres) located at the comer of I" Avenue South and South 328`" Street in Federal Way, Washington (the "Property'). According to King County online records, the lot is currently improved with a 54,425 s.f. building constructed in 1977 and surface parking, for a previous corrunercial building. i. ENVIRONMENTAL ELEMENTS 1. Earth a. The property is currently developed with two buildings with associated paved parking areas on thr east and west sides of the property. The open areas of the site are landscaped with lawn and ornamental trees and slulibs. The site has been graded relatively flat west of existing structures. East of the structures, the topography falls gently to moderately from the northwest to the southeast. Between the two structures there is a moderate slope which falls from the north to the south. b. What is the steepest slope on the site (approximate percent slope)? Slopes across the site are typically below 15% c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. Soil conditions at the site consist of native soils composed predominantly of dense to very dense sand with gravel and silt with sand and gravel. The exception to this general condition was observed in select Test Borings (B-1, B-2, B-3, and B-8) where 4 `/2 to 12 feet of fill material was observed above the native till soils. The fill material consisted of loose to dense inorganic silty sand with gravel, minor traces or organic matter were observed occasionally in samples. Additionally in Test Borings B-2 and B-3, outwash sons consisting of sand with silt and gravel to gravel with sand and silt were observed beneath the glacial till to the termination of the test borings. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. According to the Geotechrucal Report, the site does not contain a landslide hazard as defined by the FWMC. e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. Preliminary cut quantity: 12,014 CY Preliminary frill quantity: 11,405 CY *Prelinrinary cut and fill quantities are comparison of proposed and existing grade changes and do not account for stripping f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. The Natural Resources Conservation Service (NRCS) has classified the site soils as Alderwood-Everett Gravelly Sandy Loam 6 to 15 percent slopes having moderate potential for erosion and can be classified as an erosion hazard. Implementation of temporary and permanent Best Management Practices (BMPs) for preventing and controlling erosion will be required and will mitigate the erosion hazard. After construction, approximately 69% of the site will be covered with impervious surfaces. (Pease refer to attached TIR) h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: The project will comply with all City of Federal Way grading and erosion control standards including best management practices: - Limit site clearing and grading activities to the relatively dry months (typically May through September) - Limit disturbance to areas where construction is inu7iinent - Locate temporary stockpiles of excavated soils no closer than ten feet from the crest of the slope - Provide temporary cover for cut slopes and soil stockpiles during periods of inactivity. Establish permanent over exposed areas that will not be disturbed for a period of 30 days or more by seeding or appropriate microseeding. - Install a silt fence along site margins and downslope of areas that will be disturbed - Intercept survace water flow and route the flow away from the slope to a stabilized discharge point - Provide onsite sediment retention for collected runoff 2. Air What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. Emissions from construction equipment will be present. Once construction is completed, emissions would not exceed amounts typical of a residential neighborhood. b. Are there any off -site sources of emissions or odor that may affect your proposal? If so, generally describe. No. Off -site sources of emissions are those typical of the residential neighborhoods that surround this site, such as automobile emissions from traffic on adjacent roadways and fireplace emissions from nearby communities. c. Proposed measures to reduce or control emissions or other impacts to air, if any: Construction vehicles will be maintained in good working order. All construction activities will comply with City of Federal Way air quality requirements for construction. 3. If yes, describe type and provide names. If appropriate, state what stream or river it flows into. None exist on site. Panther Lake exists 1 mile from the site. Panther Lake's stream outlets approach as close to 0.5 mile away from the site. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. No work over, in or adjacent to waters listed above are proposed. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. No fill or dredge material will be placed in or removed from surface waters or wetlands as a result of the project. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No, the proposal does not require surface water withdraws or diversions. 5) Does the proposal lie within a 100-year floodplain? If so, note location on the site plan. No, the proposal are not within the 100-year floodplain per FEMA data. 6) Does the proposal involve any discharge of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No discharge of water materials to surface waters is proposed for this project. b. Ground Water: 1) Will groundwater be withdrawn from a well for drinking water or other purposes? If so, give a general description of the well, proposed uses and approximate quantities withdrawn from the well. Will water be discharged to groundwater? Give general description, purpose, and approximate quantities if known. No water could be withdrawn from or discharged to groundwater as a part of this project. Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. There are no septic tanks onsite the site will be connected to a public sewer system through Lakehaven Water and Sewer District. c. Water runoff (including stormwater): 1) Describe the source of runoff (including stone water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. The only source of runoff is storinnwater which will be collected and conveyed to a stormwater detention vault located on the lower southeast portion of the site, treated and released at the post developed rates per the King County Stornnwater Design Manual (KCSWDM) requirements. 2) Could waste materials enter ground or surface waters? If so, generally describe. The applicant will complete a downstream analysis for the site and implications of the proposed gravity system. The project will comply with State of Washington and City of Federal Way standards. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. No, the proposed stormwater will discharge into the current and existing drainage basin. d. Proposed measures to reduce or control surface, ground, and runoff water, and drainage pattern impacts, if any: Final exterior grades should always promote free and positive drainage away from the site. Proposed landscaping includes predominantly native and climate adapted trees, slu-ubs and groundcovers. Existing trees will be saved where possible and landscaping around them enhanced with additional shrubs and groundcovers. e. List all noxious weeds and invasive species known to be on or near the site. None known 5. Animals a. List any birds and other animals which have been observed on or near the site or are known to be on or near the site. Mammals: deer. All animals observed on or near site are native to the Pacific Northwest region and the surrounding Federal Way vicinity. The project site is located within the broad boundary of the Pacific Flyway, the major migration corridor for birds in North America, west of the Continental Divide. However, the project site itself is not a known congregation area for migratory birds. d. Proposed measures to preserve or enhance wildlife, if any: Vegetation and landscaping will be intentional to preserve and enhance urban wildlife as much as possible. e. List any invasive animal species known to be on or near the site. No known invasive animal species are present on or near the site. 6. Energy and Natural Resources What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Electric and natural gas will be utilized on site for residential use on site. PSE to provide power and gas. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. NI) c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: All new building construction will meet adopted building code requirements for energy conservation. 7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. There are no known contaminants on the site from past or present activities. If a contaminant is exposed during construction, it will be hauled pursuant to applicable regulations. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. There are no known toxic or hazardous chemicals that might be stored, used, or produced as a result of the proposal. 4) Describe special emergency services that might be required. Emergency services typical of a multifamily development will be required as needed. 5) Proposed measures to reduce or control environmental health hazards, if any: The project will use best management practices for the delivery, handling, contaimnent and storage of construction materials. New construction will comply with all applicable building and plumbing code requirements for environmental health. b. Noise 1) What types of noise exist in the area which may affect your project (for example: traffic, equipment, operation, other)? Noise typical of a multi -family development and moderate adjacent road noise are present at the site. 2) What types and levels of noise would be created by or associated with the project on a short term or a long-term basis (for example: traffic, construction, operation, other)? Indicate what hours noise would come from the site. Levels of noise typical of a multifamily neighborhood will be associated with the project. The site is currently zoned for multifamily use. The site is surrounded by Multifamily zones to the north, east, and south and a Business Neighborhood zone across Ise Avenue S to the west. Single family zones are located nearby but not directly adjacent to the Property. The use of the proposed site is consistent with neighboring rases. b. Has the project site been used as working farmlands or working forest lands? If so, describe. How much agricultural or forest land of long-term commercial significance will be converted to other uses as a result of the proposal, if any? If resource lands have not been designated, how many acres in farmland or forest land tax status will be converted to nonfarm or nonforest use? No, the project site has not been used as a working farm or working forest land in any significant capacity. 1) Will the proposal affect or be affected by surrounding working farm or forest land normal business operations, such as oversize equipment access, the application of pesticides, tilling, and harvesting? If so, how: No, there are no known faun or forest uses in the vicinity. c. Describe any structures on the site. The vacant Bally Fitness Center facility currently exists on site. d. Will any structures be demolished? If so, what? The Bally Fitness Center is planned to be demolished. e. What is the current zoning classification of the site? The site is classified as Multi Family (RM 1800). Ordinance #22-938 approved an amendment to the Federal Way Comprehensive Plan, Comprehensive Plan Map, and Zoning Map, changing the Comprehensive Plan designation and zoning of 6.00 acres located at the southeast corner of 1 st Avenue South and South 328th Street, parcel number 172104-9038, (commonly known as the Bally's site) from Office Park (OP) to Multi Family (PM 1800), and adopting an associated development agreement. There are 133 units for this project. 106 units are 2 bedroom, and 27 are 3 bedroom. Assuming each room is filled by one person, 293 people could work or reside in the ecinpieted project. j. Approximately how many people would the completed project displace? None, the site is currently not used as residential. k. Proposed measures to avoid or reduce displacement irnpacts, if any: Not applicable, as no displacement will occur. 1. Proposed measures to ensure the proposal is compatible with existing and projected land uses and plans, if any: In remaining consistent with the area's surrounding multifamily residential uses, the proposal is compatible with current land use determinations. in. Proposed measures to reduce or control impacts to agricultural and forest lands of long-tenn commercial significance, if any: NIA 9. Housing a. Approximately how many units would be provided, if any? Indicate whether high, middle, or low income housing. This project is providing market rate townhome units. There are 133 total units identified of which 126 will be market rate income housing. No negative housing impacts are anticipated, as the development will establish 133 new units without displacement of any existing residences. Units will be sold at market value so not to impact the local cost of rent. 10. Aesthetics What is the tallest height of any proposed structure(s), not including antennas; what is the principal exterior building material(s) proposed? The maximum height for both towrihomes, and zero lot line townhomes is 35 feet. Certain rooftop structures may exceed the height by up to four feet if screened, and if they do not exceed 10 percent of the total area of the building footprint. Grade = 0'-0" to highest ridge line of roof the buildings are: 35'-5 %". Grade = 0'-0" to mid -point of highest ridge line the buildings are 3l'-8 %". Federal way height calculation is from average grade to the mid -point of the highest ridge line and max allowed is 35' to that mid -point. b. What views in the immediate vicinity would be altered or obstructed? According to the Assessor's Report, no views in danger of obstruction exist on -site. c. Proposed measures to reduce or control aesthetic impacts, if any: None are proposed. 11. Light and Glare a. What type of light or glare will the proposal produce? What time of day would it mainly occur? Due to the materials used to clad the townhomes, no significant light or glare would be produced by the proposed project. b. Could light or glare from the finished project be a safety hazard or interfere with views?
