1st Ave Development is a community of 133 townhomes generating a renewed vibrancy and vitality to the southeast corner of 1st Avenue S and S 328th Street. The six-acre project is anchored by a
community building that welcomes both residents and guests upon arrival to the site and serves as a leasing center as well as an indoor/outdoor community gathering area. Nineteen townhome buildings
are thoughtfully placed throughout the site and serve as an appropriate transition from the more intense land uses along 1st Ave S to the single-family homes east and south of the project. A park at the
southeast corner of the site provides an active gathering area for the community complete with play facilities and seating areas.
The site layout is designed to enrich and complement the surrounding context, to save as many existing trees as possible, and to provide a safe, pedestrian-connected environment. The 1st Avenue S
streetscape is enhanced by placing buildings oriented to the right of way to provide a strong architectural edge, while softening its appearance with over 20 feet of landscaping. A meandering edge is
planned for S 328th Street to respond to its quieter nature and to preserve as many existing trees as possible with some buildings facing the right of way, with the other areas retained as open space.
Townhome buildings at the southern end of the site have been turned perpendicular to the boundary to preserve existing trees as well as to have a smaller footprint of architecture facing the existing single-
family homes to the south. Buildings along the eastern boundary have been placed over 18 feet from the property line, more than the required 10’ landscape buffer, to allow for additional open space
between the townhomes and the adjacent single-family homes.
Sidewalks have been placed around the site and along all the internal streets to give pedestrians safe options to visit the site’s amenities and to connect to the surrounding commercial areas, bus stops,
and schools. The required guest parking areas are designed to connect to but not interfere with the pedestrian network.
The architectural design concept is to visually articulate each individual unit within each building, which also provides a varied rhythm along the façade to break up the massing. Contrasting colors and
materials further enhance this effect and highlight the varied depths and textures, creating a dynamic elevation design. Interior units are accessed by front doors on the alley side of the building. Landscape
will be used to provide an individual identity to each home. End units are accessed on the side allowing more area for entry way landscape, while also creating a more vibrant side elevation.
The CPTED requirements have been followed to ensure this community is a safe environment. The site plan is laid out to avoid blind corners in pathways and parking lots. Pathways are direct with fencing
that allows visual permeability and landscaping that does not impede line of sight. Building entries face the street for visibility and habitable rooms face both the street and yards to provide eyes on all
areas of site. Likewise, open spaces areas are fronted by buildings to always maintain a visual connection. Landscaping will be well maintained to avoid areas that are concealed from street view and to
give the impression of care and security exterior lighting will be implemented in accordance with the IESA Standards and will illuminate streets, pedestrian pathways, and open space areas to support
visibility.

Community Development Comment 1:
The proposed side entrances will need to be revised to have an entrance in the front of the building
and the rear of the building with direct access to private open space. See FWRC19.05.040 “Dwelling
unit, townhouse” means a type of attached multifamily dwelling in a row of at least two such units
in which each unit has its own front and rear access to the outside, no unit is located over another
unit, and each unit is separated from any other unit by one or more vertical common fire-resistant
walls. Pursuant to FWRC 19.115.090 (4), townhouses are subject to FWRC 19.115.090 (1)
(j), (i) through (o) and (r). Please submit a detailed narrative of how the development achieved the
Community Design Guidelines and address the comments provided during the architectural meeting.
Response:
The entrances to the townhome units are placed on the front of those units, which in this case is
the end façade of the overall building. Access to the private yard space is provided along the rear of
the building via a sliding door, thus satisfying the definition of a townhomes per FWRC 19.05.040.
Access is also provided via the garage door as in a typical alley-loaded townhome condition.
Placing the entrance on the front of these units at the overall building ends creates additional
articulation, lighting, and activity on these facades as seen in the graphic below. Often these building
ends are given little architectural detail, and as such many codes and guidelines either require or
encourage entrances on these fronts to activate the space as we have proposed on this project. We
are also proposing to add an arbor as a wayfinding device to highlight where these sidewalks interface
with the road, and will include addresses, lighting, and signage to guide guests and residents.
Many of these facades front onto streets within the community, thus providing a building entrance facing
the street in these locations. In other areas where these entrances occur along community sidewalks, eyes
on the path with extra lighting and comings and goings provide another layer of safety in the community.
Additional landscape is also proposed to highlight the entrance to each home pursuant to FWRC.19.115.k.
