To Whom It May Concern:
This letter serves as the closing letter of approval required from the engineer of record that the
completed project conforms to the approved set of plans dated January 7, 2016. The project
involved the repair of an existing rock bulkhead at the residence of Peter Shimer, 2876 SW 300th
Place, Federal Way, WA 98023, along with the construction of a new rock retaining wall
adjoining the existing one. The project was subject to the referenced building permit and
Statement of Exemption 13 -103907 -00 -SH.
The project was constructed between January 16 and February 16, 2016. Mike Shong served as
the archaeologist on site during excavation, as required by the Statement of Exemption. Tom
Bannister of GeoEngineers observed the initial excavation for the new rock retaining wall on
January 22, 2016. Christopher Day and James LaFave of Coast & Harbor Engineering, A
Division of Hatch Mott MacDonald observed the remaining excavation and the setting of the
large, angular rock wall stones on January 25, January 28, and February 1, 2016. Additional
inspections were performed by Christopher Day following the completion of the rock work on
February 2, 2016 and substantial completion on February 12, 2016. Photos of the project are
attached.
The project passed erosion control and footing inspections by the City on January 28 and
February 19, 2016. The appearance and positioning of the rocks follows the plans. No work on
either the new or existing rock walls was performed below Ordinary High Water (+10.45'
NAVD88, +13.00' MLLW). The existing, consolidated bank toe in front of the new rock
retaining wall was preserved. The areas along the crest of the new rock retaining wall were
replanted according to the plans. Access areas and the areas adjacent to the project were restored
to their original appearance. Overall, the rock retaining wall conforms to the approved set of
plans and the intent of the design.
