SEPA DNS for posting (amended) - Parks Comp Plan Amendment - 3-31-23 NOTICE (amended) SEPA DETERMINATION OF NONSIGNIFICANCE (DNS) Proposed Comprehensive Plan and Parks, Recreation and Open Space Plan Amendments to update Parks Capital Improvements Projects List and Facilitate Adoption of a Parks Impact Fee File No: 23-100952-UP & 23-100954-SE Description: The City of Federal Way Parks and Recreation Department requests to amend the Capital Facilities chapter of the City’s Comprehensive Plan, and to amend the City’s Parks, Recreation and Open Space (PROS) Plan which is incorporated by reference into the Capital Facilities chapter, to adopt an updated Parks Capital Improvements Plan (CIP) projects list including but not limited to new park space the City expects in the future, as well as to facilitate the adoption of a Parks Impact Fee to help fund parks projects. Two of the more significant CIP updates would include 1) either the addition of a new park or expansion of existing park(s) downtown Federal Way, and 2) the addition of an approximately 4-acre park in south Federal Way in the South Station subarea planning area, somewhere between approximately S 348th St. and S 364th St/S 364th Way, west of I-5 (approximate South Station planning are boundaries are found at www.engagefw.com/southstation). Specific Downtown and South Station new park locations are to be determined, and development of future parks would, if applicable, be subject to project- specific SEPA environmental review at that time. This decision was made after review of a completed environmental checklist and other information on file with the city. A completed environmental checklist and supporting documents are available for review at the City of Federal Way Community Development Department (Federal Way City Hall, 33325 8th Avenue South, Federal Way, WA 98003, 253-835-7000), from 8 a.m. to 5 p.m., Monday through Friday. This DNS is issued under WAC 197-11-340(2). The lead agency will not act on this proposal for 14 days from the date of issuance. Comments must be submitted by 5:00 p.m. on April 14, 2023. Unless modified by the city, this determination will become final following the comment deadline. Any person aggrieved by the city’s determination may file an appeal with the city within 21 days of the above comment deadline. You may appeal this determination to the Federal Way City Clerk (address above), no later than 5:00 p.m. on May 5, 2023, by a written letter stating the reason for the appeal of the determination. You should be prepared to make specific factual objections.
