This memo includes a project description, methodology used to derive the trip generation estimate, a trip generation summary, and evaluation of the primary site access driveway onto 328th Street S and vicinity intersections. Project Description The proposed development is located at the southeast quadrant of the 1st Avenue S and S 328th Street signalized intersection at the former BallyÊs fitness center in Federal Way, WA. The proposed project would remove the existing 54,425 square-foot building and associated surface parking lot and redevelop the site with up to 140 residential townhomes in up to 20 different buildings. A site vicinity map is provided in Figure 1, and a preliminary site plan concept is provided in Figure 2. Vehicle access to/from the site would continue at its most westerly driveway onto S 328th Street (operating as right-in, right-out only), and a new central driveway onto S 328th Street that would provide full access. The existing eastern driveway onto S 328th Street and two other driveways onto 1st Avenue S would be closed. Widening and frontage improvements along 1st Avenue S and S 328th Street would be completed as part of the site redevelopment. Trip Generation Methodology The weekday daily, AM peak hour, and PM peak hour trip generation estimates for the proposed 1st Avenue S Townhomes development were based on trip rates published in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition, 2021. ITE Land Use Code (LUC) 220 was applied for the proposed multifamily housing units and is summarized in Table 1. As shown, the project is estimated to generate a net increase of approximately 973 daily vehicular trips, with 66 trips occurring during the AM peak hour and 81 trips in the PM peak hour. Detailed trip generation calculations are provided in Attachment A. It should be noted, that this trip generation analysis does not compare the historical trip generation of the former BallyÊs fitness use on the site. Based upon the trip generation, a full Transportation Impact Analysis per City of Federal Way is not required. A driveway operational analysis at full buildout is described below that includes nearby adjacent intersections. Site Access Traffic Operational Analysis Vehicle access to/from the site would continue at its most westerly driveway onto S 328th Street (operating as right-in, right-out only), and a new central driveway onto S 328th Street that would provide full access. As such, all trips generated by the proposed residential uses would utilize S 328th Street. Based upon existing travel patterns collected in January 2023 (provided in Attachment B), project trips would be generally assigned as follows:  20 percent via 1st Avenue S to/from the north;  60 percent via 1st Avenue S to/from the south; and  20 percent via S 328th Street to/from the east. It should be noted, that AM peak hour traffic volumes are approximately 65 percent of PM peak hour volumes along S 328th Street, and as such, level of service and queuing analysis was limited to the PM peak hour only. Existing PM peak hour traffic volumes at vicinity intersections is provided in Figure 3. Table 2 summarizes the weekday PM peak hour LOS analysis results at the two site access driveway locations. As shown, the individual movements at the stop-controlled site access driveway currently operate at LOS B with a volume-to-capacity (V/C) ratio under 0.2 during the PM peak hours with or without the project in 2023 without any vehicle queuing forecast (1 vehicle or less). Detailed LOS summary worksheets are included in Attachment C, while Figure 4 provides 2026 PM peak hour traffic volume forecasts with and without the project using a 3 percent per year background growth rate. As shown, the primary site driveway and vicinity intersections would operate at LOS B or better with or without the project in 2026. As all the primary site driveway and all vicinity intersections immediately east and west of site access are expected to operate at LOS B or better with the project, no specific SEPA impacts are warranted or required. To mitigation systemwide traffic impacts and to fulfill frontage improvement obligations, the following mitigation measures are required.  Payment of City of Federal Way traffic impact fees. The City of Federal Way assesses traffic impact fee rates of $3,617.02 per new multi-family dwelling (City of Federal Way 2022 Fee Schedule). Based upon the proposed 140 Multi-Family dwelling units, an estimated total traffic impact fee of $506,382.80 (additional administrative fees may be required beyond this figure). The final fee would be determined at building permit issuance.  Construct frontage improvements and donate public right-of-way as needed to construct a ½-street improvement of a Type C roadway section along 1st Avenue S and a Type R roadway section along S 328th Street.
