Committee approved the April 11, 2023 PRHSPSC minutes as written.

B. Report on PAEC Operations: Presented by General Manager Oakview Group Brian Hoffman
General Manager Brian Hoffman presented the April 2023 PAEC operations. His presentation
included event space rentals, theater rentals that were held and meetings that General Manager
Brian Hoffman attended. Theater Rentals included Always Patsy, Jehovah’s Witness service, Colin
Hay concert and Punjabi Versa concert. Event space rentals included Greater Federal Way
Chamber luncheon, a retirement party and a celebration of life. The stage was repainted and
there was some landscaping done on Parks Appreciation Day. General Manager Brian Hoffman
also provided financial information comparing April 2022 vs April 2023. Ticketed events were down
by four, but only 400 shy of tickets that were sold in the previous year. Food and beverage revenue
almost doubled. There are several upcoming shows for the month of June. Questions and

C. Local and Regional Use of pf the Sequential Intercept Model: Presented by Judge Dave
Larson.
Judge Larson reviewed the Sequential Intercept Model, which is the gold standard for how you
organize response to addiction and behavioral health issues. Judge Larson reviewed the six intercepts.
It’s designed to integrate the response. Statewide there is a lack of strategy for how to deal with
things. Judge Larson explained why the Sequential Intercept Model is so essential. He is advocating
to have South King County be one of the pilot projects. He has worked to get other Judges from other
jurisdictions to work together. Questions and discussion followed.
D. Request to Transition the Housing Repair and Minor Home Programs to Third-Party
Vendor(s) and Solicit Proposals: Presented by Executive Assistant to the City Council, Amy
Glandon.
Executive Assistant to the City Council Amy Glandon is asking for approval to seek proposals for the
operation of the Housing Repair Program and Minor Housing Repair Program, to move both programs
to a third-party subrecipient for implementation. The City of Federal Way has had a housing repair
program that was established for its residents to assist in home repairs that could be a barrier to
remaining in their homes, allowing for aging in place and for maintaining value to their properties.
The Housing Repair Program has seen a decline and has been struggling for three main reasons; the
utilization of the program from homeowners, procurement of contractors and the scope of the projects
being requested. Staff is recommending a third-party program execution; this would allow the program
to be retained through the City, however the third-party would handle the qualifications of the
homeowners, scheduling of projects, execution of the repairs and all inspections. The City would
maintain the environmental reviews and deed restrictions for all loan based projects. Questions and

E. Jail Services Interlocal Agreement – Kent City Jail: Presented by Commander Thaddeus
Hodge.
Commander Thaddeus Hodge is asking for approval for the Federal Way Police Department to renew
an Interlocal agreement with the Kent City Jail for jail services of approximately $350,000 annually.
The Kent jail is one of the jail services providers utilize to house people arrested by Federal Way Police
and is a primary booking location for Federal Way in custody arrests. Questions and discussion
followed.

F. Police Services Agreement with Commons Mall, MGP XI Commons West, LLC: Presented
by Commander Thaddeus Hodge.
Commander Thaddeus Hodge is asking for approval to renew the services agreement with the
Commons Mall to provide on-site services in 2023-2024. The Mall currently has three officers who
work at the Mall and their main purpose is law enforcement. Questions and discussion followed.

Commander Thaddeus Hodge is asking for approval to renew the services agreement with the
Commons Mall to provide on-site services in 2023-2024. The Mall currently has three officers who
work at the Mall and their main purpose is law enforcement. These contracts are being split up for

H. City Access Control RFP Award: Presented by IT Director Thomas Fichtner.
IT Director Thomas Fichtner is asking for the City to enter into a Goods and Services agreement for
the Security Access Control Upgrade with NW Security & Automation. This card reader is used to gain
physical entry into the buildings. The system has been installed since 2004. The project that is being
presented is to include replacing all of the readers system-wide to the latest secured standard. The
Community Center will also be integrated into the main system. The Request for Proposals were sent
out and they received one proposal from Northwest Security and Automation; the City has used this
vendor since 2018 and they provide a very good service. The estimated project totals $58,488.04.

I. Interlocal Agreement with Public Health of Seattle-King County for the South King
County Mobile Medical Program. Presented by Human Services Coordinator Patti-Spaulding-
Klewin
Patti Spaulding-Klewin, CDBG / Human Services Coordinator is asking for approval of the City entering
into an interlocal agreement with Public Health of Seattle-King County for the South King County
Medical Unit Program. This is a long-term Human Services general fund grant that has been done for
many years. On November 15, 2022 the City Council approved the Human Services Commission’s grant
recommendations for the amount of $7,000.00 per year over a two-year period. This service will
provide Public Health to Seattle’s King County South King County Mobile Medical Van. The grant
provides dental services to people experiencing homelessness in the City of Federal Way. Questions

J. South King Housing Partners (SKHHP) 2024 Work Plan and Budget. Presented by Human
Services Manager, Sarah Bridgeford.
Executive Manager Claire Goodwin, presented the SKHHP 2024 Work Plan and Budget. SKHHP was
formed in 2019 through an interlocal agreement between several City governments and King County
to address the housing needs of South King County. SKHHP currently has 11 jurisdictions. The
interlocal agreement requires that the legislative bodies of the member jurisdictions approve the
annual work plan and budget before it becomes effective. The 2024 SKHHP operating budget totals
$419,159.00. Questions and discussion followed.

K. King County Regional Agreement Opioid Abatement Council Interlocal Agreement.
Presented by Human Services Manager, Sarah Bridgeford.
This is a follow-up to the class action litigation regarding opioids; the City was a party to the class
action settlement. There have been two settlements so far, 50% of the funding is going to the state
and 50% to counties and local governments – 26% of that is coming to King County and local cities
within King County. The Federal Way portion of those settlement funds is 3/10 of 1%. The funds can
change on an annual basis based on the amount of funds that are recouped. One of the requirements
of the settlement is the development of an Opioid Abatement Council. That Council must cover the
County area. This agreement will establish the Opioid Abatement Council (OAC) for King County.
Representation on the OAC will be based on the funding level received from the settlement funds.

L. Security of City Parks and Facilities. Presented by Parks Deputy Director Jason Gerwen.
Staff issued a request for quotes in April to secure a new contract for security services at several parks
and facilities. Pierce County Security submitted the lowest responsible bid. Questions and discussion

M. Parks, Recreation & Open Space Plan (PROS) update, Brooklake and Steel Lake Master
Plans. Presented by Parks Deputy Director Jason Gerwen.
Parks Deputy Director Jason Gerwen is asking the City Council to allocate $266,376.00 of King County
Levy money to fund the Parks, Recreation & Open Space Plan update, Brooklake Master Plan and Steel
Lake Master Plan. The master plans have been on the Parks & Recreation Commissions Work Plan
since 2017 and have not been funded. The PROS Plan was updated in 2019 and there is a six-year
requirement to update the plan to remain eligible for grant funding through RCO. Questions and

N. Informational Update – FWCC Locker Room Assessment. Presented by Parks Deputy Director
Jason Gerwen.
Parks Deputy Director Jason Gerwen provided an update on the conditions of the locker rooms at the
Federal Way Community Center. Staff has been dealing with significant issues related t the building
structure, particularly the locker rooms and pool areas for several years. Staff has done their best to
make repairs as issues develop, but conditions have deteriorated to such an extent that repairs will no
longer suffice and major decisions and funding options need to be discussed. Staff has been directed
to do an assessment of the entire building. There was discussion that the project management is being
outsourced, Parks Deputy Director Gerwen responded that Parks Staff is at their capacity. The Parks
Department has requested a Parks Planner / Project Manager in the 2023 budget that went unfunded.
Staff has had to take on the roles of Capitol Project Management. Questions and discussion followed.
