Dear Teshia:
The Community Development Department is in receipt of the September 27, 2023 application submittal
for proposed Planting Flowers Learning Center day care use at the above referenced location. The
application was deemed complete on October 16, 2023. Pursuant to Federal Way Revised Code (FWRC)
19.15. 045 (2), within 28 days of receiving a Use Process IV application, the department shall notify the
applicant whether the application is complete, or that additional information is necessary.
NOTICE OF COMPLETE APPLICATION
Please consider this correspondence a formal Letter of Complete Application. Pursuant to FWRC
19.15.045 (2), the application is deemed complete as of October 16, 2023. The complete application
determination is based on a review of submittal documents relative to those requirements as set forth in
FWRC 19.15.040. The submittal requirements are not intended to determine if an application conforms to
the City of Federal Way codes; they are used only to determine if all required materials have been
submitted.
NOTICE OF APPLICATION
A Notice of Application (NOA) will be posted on the city website, on site and published in the Federal
Way Mirror within 14 days of this letter, pursuant to FWRC 19.70.060 The city will prepare two Public
Notice Boards that the applicant will be responsible for posting on site by Friday, October 27, 2023.
Notice boards shall be posted at each vehicular access. Further posting instructions and the notice
boards will be available for pick-up at Will Call at the second floor of City Hall on Friday October 20,
2023.
CLOSING
Formal processing and first review of your application will now begin. The Development Review
Committee staff will prepare technical review comments that will be forwarded to you in a separate
correspondence at a later date. Technical review comments may result in a request for additional
information and revisions in order to comply with applicable code requirements.

Please note, the original plan review fee collected at submittal of your permit covers the initial review and
one resubmittal only. Commencing September 1, 2021, the City will begin charging applicants for any
additional staff time necessary to complete each review following the first resubmittal.
