Dear Mike Bilovol:
City departments/divisions have the following comments in response to your July 18, 2023 and September
20, 2023 resubmittals. Some comments provided herein are required and some are informative; while others
may be applicable during future steps of the project. Comments in this letter need to be addressed prior to
issuance of a short plat decision, or as otherwise noted. Questions regarding technical review comments
should be addressed to the referenced staff representative. The Federal Way Revised Code (FWRC) is available

1. General – Technical comments made about an item on one sheet, or in a document, may necessitate
changes to other related sheets and documents. It is the applicant’s responsibility to determine any such
necessary adjustments. Please ensure consistent information is communicated throughout the plan set
and associated application materials.
2. Open Space – In the Pre-Application Summary Letter dated June 14, 2022, and the first technical
comment letter on the short plat application dated April 25, 2023, it has been noted that code required
open space needs to be addressed. The submittals to date have not addressed open space; see enclosed
code section FWRC 18.55.060 for further details on the requirement. For reference, a preliminary
estimate of full fee-in-lieu is over $24,000.
The project has the option to provide open space on-site, to be placed within its own tract or tracts,
which cannot be part of either of the lots, pursue a fee-in-lieu, or a combination of the two. Any
correspondence that you prepare to the Parks Director should be submitted to the Permit Center with
your project resubmittal. Additionally, City Council recently adopted an update to the open space code,
exempting subdivisions of 5-lots or less from the open space requirement. In order for the updated code
to apply to your project, you would need to withdraw this short plat application and re-apply under the
new code.

3. Short Plat:
a) Scale of drawing and graphic scale shown must be 1” = 50’ or larger.
b) Date of drawing shown.
c) The actual right of way on SW 366th Street must be shown as 60 feet wide per dedication under
recording numbers 20230316000509 and 20200813000128.
d) Tax lot number needs to be shown.
e) Must show assigned addresses for each lot.
f) Short plat must be drawn per short plat requirements, please see attached.
g) Page numbering sequencing, first page is sheet 1 of 2.
4. Civil Plans:
a) Proposed pervious sidewalk in the public right of way is not allowed, an onsite pond or a ballast
sidewalk may be considered. You will need to apply for an Administrative Decision Permit from
the Public Works Director.
b) Must show new location of the relocation of utility pole and guidewire.
c) Must install pipe under proposed driveways.
d) City approval block on the lower right-hand side.
e) Please provide civil plans for cross-sections on SW 366th Street and 6th Avenue SW.
f) Civil plans show proposed right of way dedication at the SW corner of project but it does not
show on short plat plans.
g) A statutory warranty deed will be required to be recorded with King County for right of way
dedication.
h) Must inform property owner to north of project on 6th Avenue SW of right of way and driveway
work.
i) Provide detailed drainage proposal.
j) All easements must be shown on civil plans.
k) The short plat is supposed to survey into two existing City monuments and submit the City of
Federal Way Monument Record Standard Drawing 3-37. See Federal Way Revised Code Section
18.60.120 Monuments and The City of Federal Way Development Standards Section 3.9.5
Survey Monuments for additional information.
l) All ditches on 6th Avenue SW and SW 366th Street must have lined rock (rip-rap) added to each
side of the culvert a minimum of 5'L X 3’W X 1’D.
m) Proposed driveways show a maximum allowed of 30 feet width, proposed house must have three
car garages.

5. Half-street improvements are required on SW 366th Street which do not appear to be reflected in the
Plans. As the pavement on the south side of the street is within the pavement cut moratorium, the
applicant should coordinate with the Development Services Division for any additional pavement
restoration requirements.
Final limits of new pavement will be delineated on the final engineering plans.
Half street will be constructed in accordance with Federal way requirements.

detail will be provided during final engineering.

6. Ensure accessibility guidelines are met. A four-foot landing is required between the driveway ramps.
It does not appear this is being shown in the plans.
7. As previously commented, the USPS Central Box Unit will need to be relocated as a part of this
project. Coordinate with USPS for location and ensure the required sight distance is not affected by
the location.
8. The existing driveway approach to the north appears to be proposed to be replaced with asphalt.
Replacement in kind is required. Coordination with the property owner may be required.
9. Ensure all relocated fixed objects are outside of the clear zone and sight distance triangles.
10. These are preliminary comments provided for the applicant’s convenience. Additional comments will
be provided with the “EN” application.
LAKEHAVEN WATER AND SEWER DISTRICT

11. This area’s sewer system is a low-pressure sewer (LPS) system, meaning smaller diameter sewer
mains, and also meaning each lot will have its own separate private grinder pump. The two (2)
proposed 6-inch diameter sewer stubs connecting to 8” sewer main, should actually be indicated as 1
¼” sewer service stubs connecting to either a 2” LPS main in SW 366th St or a 4” LPS main in 6th
Ave SW.

Please note, the original application fees collected at submittal cover the initial review and one resubmittal
only. A resubmittal fee will be charged for each review following the first resubmittal.
