RE: SAAD 295th –Short Plat
Fee-in-lieu Request_

The applicant would like to request approval to pay a fee-in-lieu of providing on-site
recreation space for the SAAD 295th short plat. The project is a 2-lot development with
one existing home, to remain. Under the provisions of 18.55.060(2), the Director may
approve payment of a park fee after consideration of the city’s overall park plan, quality,
location, and service area of the open space that would otherwise be provided within
the project. SAAD 295th Short Plat is a small development with no relevant recreation
potential. Based on initial calculations, the project would be required to provide 3,564 sf
of on-site recreation (15%). Given that the existing home has no recreation potential
and any space designated in the rear of the home would become a De facto yard for the
new home, it is impractical to provide on-site recreation within an in-fill development.
We request that the city accept a fee-in-lieu, to be applied to a more centralized
recreation opportunity, that will better meet the needs of the future residents.
