ORD 18-860 - Adopting the 2019-20 Biennial Budget ORDINANCE NO. 18-860 AN ORDINANCE of the City of Federal Way,Washington, relating to budgets and finance, adopting the 2019-2020 Biennial Budget. WHEREAS,the tax estimates and budget for the City of Federal Way, Washington,for the 2019-2020 fiscal biennium have been prepared and filed on September 4,2018 as provided by Titles 35A.34 and 84.55 of the Revised Code of Washington; and WHEREAS,the budget was printed for distribution and notice published in the official paper of the City of Federal Way setting the time and place for hearing on the budget and said notice stating copies of the budget can be obtained on-line and at the Office of the City Clerk; and WHEREAS,the City Council of the City of Federal Way held public meetings on September 26, September 27, October 2,October 23,and October 30,and public hearings on November 6,and November 20, 2018, and having considered the public comments presented. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. 2019-20 Biennial Budget. That the budget for the 2019-2020 biennium is hereby adopted in the amounts and for the purposes as shown on the attached Exhibit A ("2019-2020 Proposed Budgets"). Section 2. Administration. The Mayor shall administer the Biennial Budget and in doing so may authorize adjustments to the extent that they are consistent with the budget approved herein. Section 3. Severability. Should any section,subsection,paragraph,sentence,clause,or phrase of this ordinance,or its application to any person or situation,be declared unconstitutional or invalid for any reason,such decision shall not affect the validity of the remaining portions of this ordinance or its application to any other person or situation. The City Council of the City of Federal Way hereby declares that it would have adopted this ordinance and each section, subsection, sentence, Ordinance No. 18-860 Page 1 of 3 clauses,phrase,or portion thereof,irrespective of the fact that any one or more sections,subsections, sentences, clauses,phrases, or portions be declared invalid or unconstitutional. Section 4. Corrections. The City Clerk and the codifiers of this ordinance are authorized to make necessary corrections to this ordinance including, but not limited to, the correction of scrivener/clerical errors, references, ordinance numbering, section/subsection numbers and any references thereto. Section 5.Ratification.Any act consistent with the authority and prior to the effective date of this ordinance is hereby ratified and affirmed. Section 6.Effective Date. This ordinance shall take effect and be in force five(5)days from and after its passage and publication, as provided by law.
