B. Citywide Variable Lane Use Control - Award
Senior Capital Engineer John Mulkey presented information about the bidding process , including
process, background, funding sources, budget. Northeast Electric LLC submitted the lowest responsive ,
responsible bid. Bids were opened on April 24, 2020.
Committee forwarded Option #1 (Award the Citywide Variable Lane Use Control project to
Northeast Electric, LLC, the lowest responsive, responsible bidder, in the amount of
$444,961.00 and approve a 10% contingency of $44,496.00 for a total of $489,457.00, and
authorize the Mayor to execute the contract; and approve transfer of $125,000 of Traffic
Impact Fee Funds to this Project) to the May 19, 2020 Council Consent Agenda for
approval.

C. S 348th Street Entrance Sign - Award
Senior Capital Engineer John Mulkey presented information about the bidding process, including
process, background, funding sources, budget. Federal Way Sign submitted the lowest responsive,
responsible bid. Bids were opened on April 24, 2020.
Committee forwarded Option #1 (Award the South 348th Street Entrance Sign project to
Federal Way Sign, LLC, the lowest responsive, responsible bidder, in the amount of
$81,851.00 and approve a 5% contingency of $4,092.40 for a total of $85,943.40, and
authorize the Mayor to execute the contract) to the May 19, 2020 Council Consent Agenda
for approval.

D. Pacific Highway S HOV Lanes Phase V (S340th St to S 359th St) - Final Acceptance
Senior Capital Engineer John Mulkey provided information and background on the project, including
budget costs. The project came in below approved budget, including continge ncy.
Committee forwarded Option #1 (Authorize final acceptance of the Pacific Highway South
HOV Lanes Phase V (S340th Street to S359th Street) as constructed by Graham Contracting
Ltd in the amount of $17,609,764.26) to the May 19, 2020 Consent Agenda for approval.

E. Request to modify the Transportation Systems CIP
Senior Capital Engineer Kent Smith presented information on the project, which involves addressing
issues caused by multiple landslides in January and February 2020. He provided budget costs and
potential funding sources.

Systems Capital Improvement Plan) to the May 19, 2020 Consent Agenda for approval.

Senior Capital Engineer Naveen Chandra provided information on the bidding process, including
process, background, funding sources, and budget. Bids were opened on April 16, 2020. The lowest
responsible, responsive bidder was APPLY-A-LINE LLC.
Committee forwarded Option #1 (Award the 2020 Pavement Markings Schedule “A”
(Citywide Marking Replacement) to APPLY-A-LINE, LLC the lowest responsive, responsible
bidder, up to the amount of $30,366.00, and approve a ten percent contingency of
$3,036.00 for a total amount of $33,402.00 and authorize the Mayor to execute the
contract) to the May 19, 2020 Consent Agenda for approval.

G. Resolution Setting a Public Hearing Date for the Transportation Improvement Plan
City Traffic Engineer Rick Perez presented information and background on the proposed Resolution.

H. Authorization to apply for King County Flood Control District Flood Reduction Grant
Surface Water Manager Theresa Thurlow provided information and background on the program and
application process. There are two dependent but related projects, in Traffic and Surface Water
Management. She gave background and information on the projects and potential repercussions of
not taking on the project. SWM is requesting grant money for a study on the best options for the
SWM portion of the project, which would provide flooding protection. Of concern is removing a fish
barrier, which currently has a negative impact on fish migration.
Committee forwarded Option #1 (Authorize staff to submit the proposed grant application
for the S 356th culvert replacement projec t and adjust the SWM CIP budget) to the May 19,
2020 Consent Agenda for approval.
