While the neighbors in our neighborhood watch all monitor and wait for instructions on how to voice their concerns about the proposed over-development of this greenbelt and lake overflow, the homeless camp and dumping along S 304th and 20th Ave S has become overwhelming. It looks like an actual dump site. Heaps of garbage bags, a truck canopy, shopping carts, you name it...it's been dumped there. I am NOT in favor of expediting or developing this protected greenbelt simply because the City of Federal Way and the new property owner cannot maintain and control what is becoming an environmental hazard. How can citizens trust the city and new property owners to develop this greenbelt responsibility when they can't maintain and clean up this currently protected wetlands. Exhibit 13c The photos attached don't begin to show all the trash that has accumulated over the past several months. During normal circumstances we have many neighborhood children walking past this hazard on their way to school and to the bus line. I recognize the globe is in a health crisis but allowing this trash heap to fester in our own back yards is unacceptable, unsanitary, and unsightly. Please advise how our neighborhood community can put our complaint in front of the City Council and the new property owners and get immediate action to clean this up. For the next public notice requirement, which will be the SEPA threshold determination, I will have the applicant post an additional Public Notice Board along 20th Avenue South. Also, those who did not receive the Notice of Application in the mail, but would like to be a party of record, can send me their address and I can include them in future mailings for this project. What is the best way for our neighborhood to remain aware of the progress on this proposed land use action? I've been in contact with many of the residents in our neighborhood and each of them is opposed to the size of development currently proposed. We need some assistance in understanding and becoming informed of upcoming deadlines. The notice at the bottom of the hill and along 304th is insufficient to keep us informed. It is placed directly adjacent to a trail used by homeless and is simply unsafe for us to be checking it for up to date information. I suggest another information board be placed along 20th Ave South as that is the location where a significant increase in traffic is proposed. Thank you for your assistance. The project is currently under review by City staff and may be months before it will go before the Hearing Examiner. The City is accepting written public comments up until the public hearing and directly to the Hearing Examiner at the public hearing. There will be several opportunities to provide comments. Procedurally, the Notice of Land Use Application is the initial public notice to let the community know about the project and start accepting written comments on the project. There is no deadline per say, as you can submit written comments up until the public hearing. Next, State Environmental Policy Act (SEPA) review will begin and there will be an additional notice and comment/appeal period when the SEPA threshold determination has been issued by the City. That will occur later in the review process and any comments regarding the environmental impacts from the project can be submitted at that time. Exhibit 13c Once the public hearing date has been scheduled a notice will go out 15-days before the public hearing and all the notice boards will be posted with the hearing date. At the public hearing verbal and written comments can be provided directly to the Hearing Examiner for consideration. Finally, within 10-day after the Hearing Examiner’s decision is made on the project, all parties who submitted comments or request to be a party of record will receive a notice of final decision. Please let me know if you have any additional questions regarding this project. This application appears to a) put the health of Steel Lake at risk, and b) substantially and negatively impact the traffic in the surrounding area. The adjacent neighborhood would see a potential increase of 120 - 210 new cars travelling in an already congested side street. The application is occurring during a busy holiday season and I'm certain the neighborhoods would like adequate notice and time to respond. I am certain that a majority of the homeowners would oppose this project. Anne Etter 206.422.2407 Exhibit 13c Exhibit 13c
