The City does not incur a cost to receive the funds. Estimated costs for the S356th Street Culvert Replacement project will determined after preliminary design work is completed. At present, the SWM culvert replacement project is estimated to be $1.6 million. Background Information: King County Flood Control District notified SWM Staff that the June application for the 2020 Flood Reduction Grant in the amount of $200,000 for the S 356th Street Culvert Replacement project had been successful. SWM is requesting authorization to accept the flood reduction grant award and to proceed with preliminary and final design work on this project. As we proceed with the project design, the total project costs will be refined and presented to the Committee and Council at the 30% design completion status report for further action. Staff anticipates publishing a request for qualifications December 2020 for both the preliminary and final design work. Construction is anticipated to commence in the spring of 2023, with an estimated substantial completion date in October 2024. The project is anticipated to be constructed in conjunction with the widening of S 356th Street. However, at this time a funding strategy for that project has not been determined. A portion of the design work for this project is to determine the cost of the street widening as wel l as the culvert replacement and recommend a funding strategy. It is possible the construction to replace the culverts may be delayed, pending grant funding. As proposed, this project will be funded through a Sound Transit System Access Fund Grant in the amount of $730,000 and LIFT funds in the amount of $350,000. Upon completion of the Signalization of the Intersection at 21st Ave S and S 320th St, future costs for operations and maintenance will be funded from the Public Works Streets Operations and Maintenance budget. A RESOLUTION of the City of Federal Way, Washington, authorizing execution of a Grant Agreement with the Central Puget Sound Regional Transit Authority regarding Signalization Improvements to the Intersection of 21st Ave S and S 320th St in the City of Federal Way, Washington. ______________________________________________________________________________ WHEREAS, the City of Federal Way applied for grant funds from the Central Puget Sound Regional Transit Authority for the purpose of the construction of the Signalization Improvements to the Intersection of 21st Ave S and S 320th St Project within the City; and WHEREAS, Central Puget Sound Regional Transit Authority agreed to grant the City of Federal Way funds in the total amount of Seven Hundred Thirty Thousand and no/100 Dollars ($730,000.00) for the construction of the Signalization Improvements to the Intersection of 21st Ave S and S 320th St Project provided that the City Council authorizes the Mayor to enter into the required Agreement. Walsh P.E., Public Works Director Sarah Hamel, P.E., Capital Engineering Manager SUBJECT:Citywide Variable Lane Use Control – Authorization of Contract Expenditure Increase ________________________________________________________________________ Financial Impacts: The cost to the City for the Citywide Variable Lane Use Control project is included within the approved budget under the Public Works Department, capital project (306, Project 213). In accordance with the approved budget, this item is funded by a grant from FHWA of $601,890 and Mitigation/Traffic and Impact Funds of $275,000. Upon completion of the Citywide Variable Lane Use Control project, future costs will be funded through streets and traffic maintenance. Funding requirements for operations and maintenance of infrastructure is reviewed and adjusted as required during the budget process. The increase in contract expenditures is within the previously approved budget. Background Information: Under of FHWA’s Accelerated Innovation Deployment (AID) program, the City applied for and received a grant to expand utilization of variable lane use control signs to optimize the efficiency of intersections where the ideal lane configuration and, in some cases, associated signal phasing may vary by time of day. There were four locations selected for this however, only three were bid/awarded as WSDOT approval for channelization was not able to be obtained on the timeline necessary under the grant. The City identified an alternate fourth location and worked to obtain WSDOT and FHWA approval for 1st Avenue S northbound at S 348th Street, which will vary the existing through/right turn lane to a right turn only during morning peak hours. 16 Rev. 7/18 Council needs to authorize the additional expenditures for this fourth location of $159,249.00 (plus 10% contingency) as it is more than the previously approved award and change order amount. Walsh, P.E., Public Works Director Kent Smith, P.E., Senior Capital Engineer SUBJECT: 2019 Storm Pipe Repair Phase 2 – Project Acceptance Financial Impacts: This is the acceptance of construction as complete, and therefore no additional funds are proposed to be spent as part of this agenda item. Background Information: This Project will repair deteriorated storm water pipes. These pipes were identified by the 2018 Storm Drain CCTV Inspection and Assessment project. The 2018 Storm Drain CCTV Inspection and Assessment project started in 2018. The goal of the project is to proactively inspect storm drain assets and identify maintenance and repair needs before they cause flooding and/or other damage. The project has identified numerous deteriorated pipes that are in need of repair. The project for repairing these deteriorated pipes was divided into two phases. Phase I included the pipes that must be repaired with the open cut method and Phase II repair ed the pipes with a more cost effective trenchless method. Additional pipe rehabilitation projects are in process of construction and planning. Prior to release of retainage on a Public Works construction project, the City Council must accept the work as complete to meet State Department of Revenue and State Department of Labor and Industries requirements. The 2019 Storm Pipe Repair Phase 2 constructed by Insituform Technologies, LLC. is complete. The final construction contract amount is $137,426.00. This is $15,645.00 below the $153,071.00 (including contingency) budget that was approved by the City Council on January 21, 2020. 20 21 CITY OF FEDERAL WAY M E M O R A N D U M DATE: October 5, 2020 TO: Land Use & Transportation Committee VIA: Jim Ferrell, Mayor FROM: EJ Walsh, P.E., Director of Public Works Rick Perez, P.E., City Traffic Engineer SUBJECT: 2021-26 Transportation Improvement Plan Revision FINANCIAL IMPACTS: The Transportation Improvement Plan helps inform the budget process on needed roadway capital improvements. The projects listed in the first three years are to be fully funded or have a reasonable chance of having all funding secured. BACKGROUND: In accordance with the requirements of Chapters 35.77 and 47.26 of the Revised Code of Washington, the City of Federal Way adopted its original Transportation Improvement Plan (“TIP”) and Arterial Street Improvement Plan (“ASIP”) on July 23, 1991. The City is also required to adopt a revised TIP and ASIP on an annual basis reflecting the City’s current and future street and arterial needs. These plans identify capital projects that the City intends to construct over the next six years. In order to be eligible for grant funding, projects are required to be listed in the City’s TIP. The City is required to hold a minimum of one public hearing on the draft plan, which is proposed for the November 3, 2020 Council meeting. Once the revised plans have been adopted by Resolution, a copy of the respective plans must be filed with the Washington State Secretary of Transportation and the Washington State Transportation Improvement Board. Attached for your review and comment is a revision to the 2021-26 TIP list of projects and a map showing their locations. The revision is necessary to be able to accept potential grant awards for projects to add bicycle facilities to S 288th Street between 16th Avenue S and 34th Avenue S. 22 RESOLUTION NO. Winkler, P.E., Deputy Public Works Director SUBJECT: Capital Improvement Plan (CIP) Guidebook Roll-Out FINANCIAL IMPACTS: There are no financial impacts related to the development and roll-out of the Capital Improvement Plan (CIP) Guidebook. The projects contained within the CIP Guidebook have been approved by City Council through separate processes. Implementation of the projects contained with this Guidebook are approved through the budget process. BACKGROUND INFORMATION: The City develops capital improvement plans for major public infrastructure investments citywide for transportation, surface water, facilities, and parks. These plans are developed separately, following their respective State and local laws and guidelines and are hosted and shared through different mediums including: budget documents, comprehensive plans, and capital improvement plans. These documents are technical in nature and are developed to met State and local requirements, not to be easily read and understood by the public. Public Works took the lead in developing a document that provides a comprehensive, easy to understand, one-stop shop, for communicating the roadway, non-motorized, and surface water infrastructure projects that are planned to be implemented over the next six years. The goal is provide the citizens, businesses, and other interested parties a comprehensive roadmap of all the improvements and when they are going to happen.
