RE: Parking Narrative
Existing Property
The developed site identified as tax parcel 052104-9092 is 3.70 acres. The site is currently developed for church
use including a portion of the property that is currently unpaved, but being utilized as parking. Residential zones
are adjacent to the church property to the east and south,which are being used as a middle school and single family
residences respectfully. South Dash Point Road forms the triangular border of the property with a gentle convex
curve, which is served by the King County Metro public Dart transit route. The opposite side of South Dash Point
Road is also zoned as single family,high density.
There are a total of 35 existing parking spaces that are striped to meet current off-street parking sizes. Of those 35
existing parking spaces, 27 are standard parking stalls, 1 compact, and 7 accessible parking with associated loading
zones. Additionally there are 90 parking spaces striped on the graveled portion of the property. Together with the
shared parking to the east with Sacajawea Middle School which provides an additional 166 shared parking,the total
number of parking stalls available to Christ's Church is 291.
Sacajawea Middle School
A study of Sacajawea's property divides the parking area into four areas. The north lot holds 36 parking spaces,
south has 34,east is 160, and the west lot has 93 for a total of 323 parking stalls. Per the requirement of 19.200.090
Schools", 1 parking space is required for each employee for middle schools and elementary. According to
FWPS.org, the staff total at Sacajawea M.S is 68. A detailed breakdown by the numbers are 42 teachers, 3
administrators, 5 secretaries, 7 paraeducators, and 11 other staff which includes a security officer, coaches,
counselors, custodial, and other unlisted titles. If Christ's Church were to utilize all 166 shared parking, there
would be 157 parking spaces available to the 68 total staff Sacajawea would have more than 90% of the parking
available to them if the Church used all of the shared parking.
Existing Church Parking Requirement
There are five existing buildings on the Church property, labeled as Buildings A through E on the site plan Sheet A-
1.0. Buildings "A" and "B" are the only two that will remain at time of project completion, and all storage
containers will be removed from the property. The areas(s.f.)for each of the buildings are as follows: building"A"
16,222 s.f, building"B" 9,670 s.f, building"C" 7,806 s.f., building "D" 1,084 s.f, and building"E" 1.792 s.f. In
determination of the existing parking requirements, building "A" uses the requirements set forth in 19.200.050
Churches, etc. Buildings "B" through "E" uses the office ratio of 1 space per 300 gross floor area. Building"A",
the main sanctuary holds 312 theater chairs, 50 movable chairs,and 510 lineal feet of pews/benches.

This calculation shows that the current need for parking spaces is 192. In order to meet this requirement, Christ's
Church would have to use 67 of the 166 shared parking spaces.
Proposed Church Parking Requirement
At the time of project completion, buildings "C", "D" and "E" with all other storage containers will be removed,
and the two story Ministry Center Expansion will be added to Building "A". The Ministry Center Expansion has
been separated into four use categories; Office (6,333 s.f.), Classroom (8,373 s.f.), Assembly (13,153 s.f.) and
miscellaneous (4,617 s.f.)which includes spaces like the kitchen, group toilet rooms, mechanical, support, etc. All
of the spaces used a ratio of 1 parking space per 300 GFA, with exception to the Classrooms, which was calculated
based on 1 space per teacher (staff). There are ten classrooms, which vary in size from 26 to 34 occupants per
classroom. This would require two teachers per classroom in order to keep the ratio of children to educators at 16
to 1 or less. There are 10 classrooms planned in the design, with two teachers required for each class, there would
be 20 teachers required.
MINISTRY CENTER EXPANSION
Office 6,333 sf 1/300= 21 parking spaces
Classroom 8,373 sf 1/teacher= 20 parking spaces
Assembly 13,153 sf 1/300= 44 parking spaces
Miscellaneous 4,617 sf 1/300= 15 parking spaces
100 total parking spaces for the Ministry Center
The proposed Church Parking Requirement is a sum of Building "A", Building "B" and the Ministry Center
Expansion. Therefore a total of 256 parking spaces are required. In order to meet this number, all 102 spaces on-
site will be needed, and 154 of the 166 shared parking will be required.
Commentary on Actual Use during Church Services(weekends)and Administrative Use(weekdays)
The above analysis is an unrealistic assumption that all of the spaces within the buildings are to be used at all times.
There are many volunteer parishioners that maintain and operate the daily needs of the property and spiritual needs
of other members. For example, during a typical Sunday service, members would be in the main sanctuary, but
may'later volunteer at the kitchen or as a Sunday school teacher, office secretary, or nursery volunteer. Another
example might be during the holidays where there is a special Christmas morning service and a fellowship lunch
afterwards at the ministry center assembly space. For this example, most everyone is in the main sanctuary for the
Church Service, and then afterwards moves to the New Ministry Center Expansion for food and fellowship, thus
leaving the main sanctuary nearly unoccupied. Using the straight forward calculation above unfairly counts

parishioners twice or more to determine the required parking spaces. Another example are office use type spaces
which are rarely occupied during Sunday Church service, as most office users are the pastors/minister/elders during
service.
Another crucial situation that is not addressed in the straight forward calculation is the day(s) of the week that the
shared parking is utilized. Sundays and weekends are the highest use times for Christ's Church,which works well
with the inactivity of Sacajawea Middle School. Conversely, weekdays at the Christ's Church property generate
approximately one-tenth of the peak hour trips compared to any given Sunday which in turn works well with the
weekday operations of Sacajawea.
In conclusion, the shared parking and required parking on typical usage may be a quarter to a third less than the
calculations demonstrated in the section labeled under"Proposed Church Parking Requiement."
