RE: Permit #19-101684-00-SM; THE WOODLANDS AT REDONDO CREEK SUBDIVISION, *NO SITE ADDRESS*, Federal Way Dear Ms. Nagorski: The City of Federal Way has reviewed your request to eliminate the required non -motorized connection between the west side of the development and Pacific Highway S. This was required in order to meet standards outlined in Federal Way Revised Code (FWRC) 18.55.010 and FWCP Policy TP4.2 that require a block perimeter of no more than 1,320 feet for non -motorized trips. To meet the non -motorized path requirements in FWRC 18.55.010, the applicant would need to construct a pedestrian path for a distance of at least 500 feet. Within the area where this would occur, there is a 60-foot-wide stream buffer and slopes ranging from eleven to thirty percent. The area is currently heavily wooded. A Conservation Open Space tract is proposed for a portion of this area. To meet the non -motorized block perimeter requirement, and in particular to meet ADA requirements, the applicant would have to do significant clearing and grading work that would have a detrimental impact on the stream buffer. Federal Way Revised Code (FWRC) section 18.155.070 Topographic Constraints and Environmentally Sensitive Areas allows the Public Works Director to modify this requirement based on these conditions. Therefore, in order to minimize intrusions into the stream and stream buffer, the request to eliminate the pedestrian connection to Pacific Highway S has been approved. Since this pedestrian connection is not part of the planned pedestrian or bike facilities laid out in the Comprehensive Plan, there will be no conditions of approval beyond the street improvements that have already been required as a condition of platting. This right-of-way modification shall be in effect for a period of one year from the date of this letter.
