City Center Access – Public Outreach Plan (DRAFT)

Background
On November 19, 2019, the Federal Way City Council voted unanimously to move forward with planning a modified I-5 interchange with an overcrossing
at South 324th Street and extended I-5 access ramps serving South 320th and 324th streets. In 2019-2021, the City of Federal Way’s City Center Access
project team will advance preliminary engineering and environmental documentation of the preferred alternative (Alternative 2i) that will improve
access to the City Center, an area designated for the City’s highest growth. This work will help the project team further refine the solution and reduce
impacts to the environment and surrounding community.
Goals
Key stakeholders and the public are informed of the Federal Way Center City Access Project and have meaningful opportunities to participate as
the City advances preliminary engineering and environmental documentation.
The public, WSDOT, FHWA and other stakeholders will be satisfied that the preliminary design and environmental documentation processes
were clear, accessible, fair and met the requirements of NEPA and SEPA.
Inform, be accessible and maintain informed consent for the project among a broad and diverse range of stakeholders and community
members, including low-income, minority and limited-English proficient (LEP).
Potentially affected property owners and residents are aware of the project, potential impacts, and environmental documentation and feel the
project team is responsive to their comments.
Identify public engagement risks early in design and take a proactive approach to addressing, avoiding or mitigating for those risks.

General public. Federal Way residents, employees, property owners, visitors or other members of the public with an interest in accessing the
Federal Way City Center.
Key property owners. Individuals who own commercial properties or represent commercial property owners in or near downtown Federal Way,
as identified by the City of Federal Way.
Area businesses and business associations. Businesses east and west of I-5 in the study area, including associations that represent business
interests.
Neighborhoods and potentially impacted residential property owners. Areas where residents may feel impacted by this project, have a history
with the study or face impacts as a result of the preferred alternative.
Transit users. Transit users who may be impacted by construction at/near high ridership stops, transit centers and other key locations.
Community based organizations and advocacy groups. Organizations that advocate, organize or may have direct interest around multi-modal
transportation and community development.

whose primary language is Korean.
o Spanish-language community. Social service providers and community-based organizations that primarily serve Federal Way residents
whose primary language is Spanish.
o Low-income populations. Social service providers and community-based organizations that primarily serve Federal Way residents with
low incomes.
o Seniors and people with disabilities. Social service providers and community-based organizations that primarily serve seniors and/or
Federal Way residents with disabilities.
