2020-11-04 Council Minutes - SpecialCITY OF Federal Way CITY COUNCIL SPECIAL MEETING MINUTES Remote Meeting November 4, 2020 — 5:00 p.m. 1. CALL MEETING TO ORDER Mayor Ferrell called the meeting held remotely to order at 5:00 p.m. City officials in attendance: Mayor Jim Ferrell, Council President Susan Honda, Councilmember Lydia Assefa-Dawson, Councilmember Greg Baruso, Councilmember Hoang Tran, Councilmember Leandra Craft, Councilmember Martin Moore, and Councilmember Linda Kochmar. City staff in attendance: City Attorney Ryan Call and City Clerk Stephanie Courtney. 2. PLEDGE OF ALLEGIANCE Mayor Ferrell led the flag salute. 3. 2021-2022 BIENNIAL BUDGET Continue City Council Deliberations Council President Honda asked for Councilmembers to discuss any changes they would like to see in the proposed budget and prioritize them. Questions regarding the 2020-2021 Study for the Joint Parks and Public Work Maintenance Facility were answered by PW Director EJ Walsh. Community Development Director Brian Davis also answered questions regarding Graffiti Removal positions (this job also includes the shopping cart recovery program) and clarified previous discussions regarding the difference between an Associate Planner and a Contract Planner position for downtown planning purposes. Police Chief Hwang cautioned against extending the life on police cars, when the question was asked. Council asked clarifying questions regarding the non-union salary adjustments which are proposed, and also questioned the city supply budget. Additional funding would be needed to fund a new position for Diversity and Inclusion, an Economic Development Assistant, a Contract Planner, and a Federal Lobbyist. Mayor Ferrell noted he will again meet with the Finance Director and see if there are additional cuts that can be made to accomplish the additional positions the Council seeking. 4. PUBLIC COMMENT City Clerk read a letter from Scott Chase who believes the city is not funding public safety properly per the Prop 1 vote. He urges the Council to provide more officers to reach the level which was included in the Prop 1 voter guide. Federal Way City Council Special Minutes Page 1 of 2 November 4, 2020 5. EXECUTIVE SESSION At 5:46 p.m. Mayor Ferrell announced the Council would be recessing into Executive Session for the purpose of discussing issues related to potential litigation pursuant to RCW 42.30.110(1)(i) and collective bargaining pursuant to RCW 42.30.140(4)(b) for approximately 30 minutes.
