Johnson stated he has reached out and not received an answer; he doesn't believe they
are considering an extension.
b. Proclamation: American Indian Heritage Month — November 2020

He noted the City's 30-year time capsule event was a success with over 100 folks
gathered, socially distanced and with face coverings. Among those in attendance were the
City Council, the Federal Way Historical Society and many local and regional leaders. He
noted a monument will be placed on a rock at the Performing Arts and Event center which
will reference the capsule.
The Mayor also encouraged everyone to attend the Facebook Live Town Hall Meeting on
November 19 at noon; please send in your questions and he will be available along with
the department directors to provide updates.

5. He met with 5 different classes via zoom and was asked some great questions by
students.
As a reminder, the second December City Council Meeting is canceled for a holiday
break for the Council and staff.
Mayor Ferrell noted Sound Transit has responded to the joint concerns of himself, the
Council and the local community regarding the proposed artwork. Sound Transit CEO
Peter Rogoff has agreed to start the process over and engage the community for the
-.rtwork at the new Link Light Rail Station.
Parks/Recreation/Human Services/Public Safety,Committee (PRHSPSI: Chair Kochmar
reported the next meeting will be December 8 at 5:00 p.m.

had with the artist (Sound Transit Link Station) who stated he is open to input. She also

attended a briefing where Director Patty Hayes provided updates. She and Councilmember

Lorie Lucky expressed concerns about the SCORE facility.
Lyn Idahosa shared that she too has concerns regarding the SCORE facility and how it is managed
and how our citizens are treated at that facility. Ms. Idahosa also asked Council how they give
thoughtful consideration to the Black Community in Federal Way when making decisions.

Alison Fine congratulated Councilmember Craft and echoed concern regarding the treatment at the
SCORE Jail facility and urged council to not put financial decisions before humanity. Ms. Fine also
shared her support for the Covid precautions being taken by the City at the Community Center, and
noted while her family also misses the opportunities at the Community Center, safety is the current
priority.
The City Clerk read comment from Zena Courtney requesting that the Community Center Pool not
be closed.

Discussion continued regarding the desire to fund a Diversity and Inclusion positon who would
oversee all aspects of the the city including purchasing, training, hiring, and overall city vision.
The request is to add a sustainable position that is not short term.

Finance Director Ade Ariwoola highlighted the previous public meetings where the properN
tax and budget were discussed and noted the council passed the Substantial Ne
Resolution on November 4. Old property rate is 0.97655 per $1,000 of assessed valuati
and the new rate is 0.90225 per $1,000 assessed valuation. The Property Tax Levy must
certified and submitted to King County by December 2. 1

purposes. The amount proposed has been peer reviewed and reviewed by staff.

Rick Perez, City Traffic Engineer presented information along with consultant Sarah
Keenan. Ms. Keenan provided the background and detailed information regarding the
proposed adjustment to the transportation impact fees. Additional information from
neighboring jurisdiction rates were provided during the presentation. Mr. Perez noted
this amendment was reviewed at both the Planning Commission and the Land
Use/Transportation Committees.
No public comments were received. City Clerk Stephanie Courtney read the
ordinance title.

The Council discussed giving a partial COLA (less than the 3%) and utilizing the
remaining savings to fund another needed position, such as help in IT department.
Councilmember Tran agreed to the suggested compromise.
