NTS Community Meeting
• February 3, 2021, via Zoom virtual public meeting
• 9 resident attendees signed in
Representatives from Traffic Division, FWPS, South KC Fire/EMS in
attendance
• Attending group had a few major concerns:
• Speeding on SW 340th St (and19thAve at SW 340th)
• Cut -through traffic between 21St Ave SW / SW Campus Dr and
12th Ave SW.
• Drag racing /burn -out from vehicles coming from Twin Lakes
Park and Ride
• Additional concerns/requests:
• Safety of school children crossing at 19th Ave SW and SW 340th
St
Proposal
• Option 1 - 2 Speed Humps & 1 Traffic Circle in 2021
• Option 2 - No Action
• Option 3 - 2 Speed Humps in 2021 & 1 Traffic Circle in 2022
NTS Balloting
• 51% approval (of returned ballots) required for
proposal to be presented to Council.
• 37 ballots mailed with 19 returned on -time
• 51% return rate

ballot returns favoring Option 1, but also aligns with
residents' priorities and NTS budget policy limits
Budget Considerations
• Project estimate of $30,500 exceeds the $15,000
per -year, per -neighborhood budget
• $50,000 annual NTS budget
• One NTS project is currently under construction
in 2021, leaving $34,600 still available in 2021
• If the entire project is constructed in 2021, the
NTS program will be $4,100 over -budget
• Projects may be phased and finished in 2022 if
funds are not available in 2021
Options Considered
1. Authorize the installation of two (2) speed humps on SW
340t" St between 19th Ave SW and Saghalie Park and one
(1) traffic circle (with chicanes) at the intersection of SW
340t" Stand 19t" Ave SW in 2021.
2. Do not authorize the installation of the proposed traffic
calming devices and provide direction to staff.
3. Authorize the installation of two (2) speed humps on SW
3401" St between 19t" Ave SW and Saghalie Park in 2021,
and the installation of one (1) traffic circle (with chicanes)
at the intersection of SW 340t" Stand 19t" Ave SW in 2022.
LUTC Vote
• The LUTC voted unanimously in favor of putting
Option 3 on the May 18, 2021 City Council
Consent Agenda for approval.
