1. CALL TO ORDER
The meeting was called to order at 2:00 p.m. Vice Chair Lana Bostic moved to add item to the
agenda for Senior Advisory Budget for Biennium Years 2023-2024 as Agenda Item 41); second
by Commissioner Cheryl Volheim. Motion passed unanimously. Vice Chair Lana Bostic excused
the absences of missing Commission Members Debbie Harvey, Sue Ellebrecht, and Kenneth
Pratt.
2. CITIZEN COMMENTS
• Pastor Colleen Chinen thank the commission for allowing her to join the meeting and
is happy that meetings are taking place in person again.
3. COMMISSIONER'S COMMENTS COMMISSION BUSINESS
• Commissioner Frank Fields thanked Representative Jesse Johnson for joining the
meeting and explained that he was invited to speak on legislation that is taking place
in Olympia in regards to Seniors and the security issues surrounding Senior Living
homes. Representative Johnson noted that security issues are widespread throughout
Senior Living and that it has a lot to do with multiple people entering and leaving the
property, including both residents and homeless. This is a local not state issue with the
Senior Living managers, and recommendations for private security have been given to
managers. At the moment there is no funding available for the City to take on private
security. The issue of cameras was brought up, and Representative Johnson noted that
cameras are very important and advised the Commission to write a letter to him to
present to the legislation to see what is possible to rectify the cameras and security

issues. Commissioner Fields noted that he is still interested in pushing for six -to -twelve
month leases to be made available to senior citizens as only having 30 days notice to
move is very difficult on the senior community with the constant rising rents and the
amount of money required up front to move to a new location. Representative
Johnson noted that there are laws in place that protect senior citizens from rent
increases which would force them out of their homes due to affordability, and if this is
taking place, he needs to know so that it can fixed. Commissioner Kevin King asked if
rent control is an option, which Representative Johnson noted is the most difficult
piece of legislature to pass. Commission Fields agreed to send as much information to
Representative Johnson so that he can assist.
• Commissioner Kevin King thanked Representative Jesse Johnson for his attendance
and speaking to the Commission today.
4. COMMISSION BUSINESS
A. APPROVAL OF MARCH 23, 2022 MEETING MINUTES
Vice Chair Lana Bostic moved to approve the March 23rd, 2022 Meeting Minutes as
presented; Commissioner Catherine North seconded. Motion passed unanimously.
B. SENIOR HEALTH & RESOURCE FAIR — GUEST ROCKY KIRWIN
Commissioner Catherine North introduced Rocky Kirwin to the Commission. Rocky is
an employee of the Auburn Senior Center and is the lead to produce their annual event,
a Wellness Fair, that takes place in September. Rocky stated that Auburn has been
providing this fair for 20 years, and that this is a good source of marketing for senior -
focused companies. They utilize the gym at the community center, and put together
booths/tables for each company. They advertise this event in their newspaper and
directly to seniors. He stated that this event started at the senior center, and as it grew
it moved to the gym. They have tried a conference/speaker style, but that was
unpopular. Now they tend to have entertainment, door prizes and raffles from each
vendor. Their event is a full day, and they give a "passport" to all attendees that get
signed off by each vendor, and they are put into a raffle for completed passports. They
do charge their vendors $100 to have a booth, although he noted they do not charge
nonprofits for attendance or booths. They do have sponsors for their events, and in
the past Multicare and various Senior Housing have been sponsors. There is no
company exclusivity, although Rocky mentioned that this can present an issue with
multiple agencies of the same company being in attendance, competing for Senior's
attention. Rocky stated that they have had presentations, but that they were not well
received or well attended, so they opted back towards entertainment in the form of
demonstrations, wellness activities (such as yoga or line dancing), or music. There is no
cost to them to use their senior center, which is a benefit to hosting this event.
Commission Volheim asked Deputy Mayor Honda if utilizing the Community Center
would be a viable cost-effective option, to which Deputy Mayor Honda said that she
would look into it. When asked about a facilitator or a consultant to host and plan the
event, Rocky replied that they do not use one; it is put on in-house. He mentioned that
they use a team of 10 on their volunteer wellness team, as well as 3-4 staff members
with the City of Auburn to facilitate the set-up, tear -down, and event progress
throughout the day of. Advertising to vendors is usually sent 3-4 months in advance,
but as they have not changed the date and it is the same vendors year after year, it is
customary only and not necessary. Rocky replied to a question regarding food stating

that it is free, but a suggested donation is with it. When the event is being sponsored,
they offered lunch for free with no suggested donation as it is covered by the sponsors.
Rocky stated that he would be willing to share his vendor list and budget with the
commission in the planning of our own resource fair. Commissioner Catherine North
will follow-up with Rocky. Commission Dziak noted that she has worked with wellness
fairs in her employment history and has a lot of contacts to bring to the table.
Commissioner North is interested in including presentations, and also looking to the
Federal Way Mirror as a sponsor. She mentioned that we need to do more than just
talk about it and need to start making plans to continue. Various topics were discussed
such as reaching out to senior housing, city representatives, companies that offer
discounts to seniors, transportation, location, deadlines, and breaking into sub-
committees for all aspects of the planning of this fair. Vice Chair Bostic asked all
commissioners to bring more concrete ideas with them to the next meeting, and at
that meeting they will assign sub -committees to get to work on their individual items.
Deputy Mayor Honda noted that the Community Center would serve as a better venue
than the PAEC, with room to expand and grow.
C. COUNCIL PRESENTATION DISCUSSION
Deputy Mayor Honda noted that there will be a proclamation given out at the Council
meeting on 5/3/22 for the seniors for Aging American's Month, and that after that
proclamation is given, the Senior Advisory Commission will be given 5 minutes to
present to Council. Vice Chair Lana Bostic noted that she had been thinking about what
to present and narrowed it down to: the history of the commission, number of people
involved, the mission of the commission, process of building/printing/disbursing the
brochure, and upcoming ideas/plans that the commission has. Deputy Mayor Honda
noted that the purpose of this presentation is to introduce the Council to the Senior
Advisory Commission and to the public, putting names with faces. Commissioner
Catherine North noted that all the Commissioners should stand near the podium
during the presentation. Vice Chair Bostic stated that she and Chair Debbie Harvey will
do the presentation; Chair Harvey to talk about this history and mission; Vice Chair
Bostic to talk about the brochure; Commissioner North to give a very short
presentation about the Resource Fair.
D. ADDED ITEM — SENIOR ADVISORY COMMISSION BUDGET
Deputy Mayor Honda introduced that 2022 is a building year for the biennium budget
which will be in effect for years 2023-2024. Since the Senior Advisory Commission is
under the Council, any activities or funding will need to come from the Council's
budget. She requested an estimate for budgetary needs at the next meeting, however,
certain items were noted by the Commissioners including printing of new brochures
(x2 for 2023 & 2024), Health & Resource Fair (x2 for 2023 & 2024). Vice Chair Bostic
noted that we will need another printing of the brochures prior to the end of 2022.
Pastor Colleen noted that she has already done the budget for Steel Lake Presbyterian
for 2022 and 2023, and they would once again be able to donate $2000 towards the
printing of the brochures in both 2022 & 2023. Commissioner Dziak noted that she
would like to start up a neighborhood awareness program. Amy Glandon brought up
the Adopt -A -Senior Christmas outreach, and was informed that this was not related to
the Senior Advisory Commission. Vice Chair Bostic recommended that the Commission
take on another senior care facility for an outreach at the holidays, for instance "Socks

for Seniors". All these ideas and estimated budgets will be revisited at the 5/18/22
meeting, especially after receiving a rough budget from Rocky.
5. STAFF REPORT
• Deputy Mayor Susan Honda mentioned that there is a Utility Tax Rebate Program
which has not been taken advantage of in its entirety. The applications for the 2021
year close on 5/30/2022. The only requirements for taking advantage of this program
is to be a resident living within the city limits of Federal Way, utilities with paid
balances in your name, and income qualified based on tiered criteria. Amy Glandon to
send out information to the Commission after the meeting to encourage signing up.
Deputy Mayor Honda noted that today is Administrative Professionals Day, and
thanked Amy Glandon for her work with the Council and the Commission. She
received many thank you's from the Commissioners present as well.
• Commissioner Frank Fields noted that there is a new trend at senior facilities forcing
an automatic payment option, using a 3rd party system, that is overcharging on their
services. Commissioner Tammy Dziak mentioned contacting the ACLU or Attorney
General for assistance to stop this. Deputy Mayor Susan Honda noted that she spoke
with Sarah Bridgeford, Community Services Manager, regarding senior financial aid.
The commission requested that Sarah come and speak at the next meeting regarding
these financial opportunities. Amy Glandon to follow-up with Sarah.
• Vice Chair Lana Bostic noted that the brochure will need editing. Per Deputy Mayor
Susan Honda, Chair Debbie Harvey will divide the book up to the commissioners to go
through and edit, sending revisions to Amy Glandon. Commissioner Frank Fields also
noted that he will draft the letters while Deputy Mayor Honda follows up with the
attorneys to see what the Senior Advisory Commission could do.
6. NEXT MEETING — Wednesday, May 181", 2022 at 2:00pm in the Hylebos Room. A Zoom
Option will also be available.
