INCLUDING WITHOUT LIMITATION THE CITY'S ACCEPTANCE, PROCESSING, AND APPROVAL OF
LAND USE AND BUILDING PERMIT APPLICATIONS IN THE NEIGHBORHOOD BUSINESS,COMMUNITY
BUSINESS,AND COMMERCIAL ENTERPRISE ZONING DISTRICTS WITHIN THE CITY,SETTING FORTH
PRELIMINARY SUPPORTIVE FINDINGS,AMENDING THE PLANNING COMMISSION WORK PROGRAM,
