Dear Mr. Sproul,
This comment response letter is in response to City Comments #2 dated June 15th, 2022 from 3rd Party
reviewer WC3. All corrections on the drawings are marked with revision clouds and delta number one
(1).
ARCHITECTURAL
1. Sheet AN-0: Please address the following:
A. Please update the applicable codes to the currently adopted codes. Washington has adopted
the 2018 IBC, UPC, IFC, and IECC. The 2018 IMC should also be listed.
B. Please verify that you are using ESFR fire sprinkler heads as an exception to smoke and heat
vents per IFC Table 3206.2 footnote h. (Assuming you will have high-piled storage?)
Response: A. Project was submitted in 2020 Using code 2015. B. ESFR – Shell only
2. Sheet AN-1: Please address the following:
A. Both exit doors on Grid A are called out on Sheet A0.1 as having 3 risers on the exterior of
the building. Per IBC 1009.7, please provide an exterior area for assisted rescue (see Detail
7/A0.3) for each of these doors. If these are not intended to be accessible means of egress,

please provide signage per IBC 1009.10 indicating the location of the nearest accessible
means of egress.
Response: See revised sheet to include area of refuge.
3. Please indicate where the address will be listed on the exterior of the building as required by IBC
502.1.
Response: See revised elevations showing address location.
4. Sheet A0.1: Please address the following:
A. Per IBC 1106.6 accessible parking is required to be distributed among accessible entrances.
All parking is provided at two (2) corners of the building. Please verify that no other doors
will be used as entrances. This includes employee only (or restricted) entrances.
B. IBC 1105.1 requires that 60% of all entrances are required to be accessible, please clarify
that doors on Grids, 1, 15, A, and B will be exit only. Otherwise, please show how 60% of
entrances will be accessible.
C. Per IBC 1105.1.3, if restricted entrances are provided (employee only) than at least one of
them is required to be accessible.
D. Per IBC 1111.2, please provide directional signage at all entrances which are not accessible
indicating the location of accessible entrances.
Response: A. Correct. B. This applies to public doors only. All other doors are exit or non-
public doors. C. All main entries are accessible. D. Does not apply since all main entries are
accessible.
5. Sheet A2.10: Please address the following:
A. Details 2 and 3: As this building is Type III construction, per IBC 704.10 the exterior columns
must have the same fire rating as the exterior bearing walls in IBC Table 601. As this building
is Type III-B construction these columns are required to be 2-hour fire rated.
Response: Please see attached email approval from Scott Sproul and Code exception letter.
6. Sheet A6.1: Please address the following:
A. Please provide a hardware schedule for doors and show compliance with IBC 1010.1.9 for
door hardware.
B. Door Schedule Note 2 indicates locks are permitted if a sign is provided. Please address the
following:
1. Please update the reference to IBC 1010.1.9.4 per the 2018 IBC.
2. Please include all requirements from IBC 1010.1.9.4, Item #2. In addition to the sign,
please indicate that locks are to be keyed from the egress side (double keyed) and
readily distinguishable as locked (indicator).
C. Multiple doors are indicating that a padlock clasp is to be provided. Please clarify how a
padlock will be permitted by IBC 1010.1.9.5 or remove this lock.
Response: A. A6.1 under Door Hardware notes indicate hardware types Revised Type A to
include additional info from section 1010.1.9.3 – Locks and Latches. B1. Under 2015 code,
Door schedule indicates locks and latches are to meet 2015 IBC section 1010.1.9.3. B2. See

revised Door Schedule note on A6.1 sheet showing all req’ts per section 1010.1.9.3. C. This is
for dock doors only.
MECHANICAL
7. Please update the applicable codes on AN-0 to the currently adopted codes.
Response: Code is based on 2015 Mechanical
8. It appears the mechanical design is either deferred or otherwise proposed as a design-build. This
is not permitted without written approval from the City of Federal Way. Provide mechanical
plans and supporting documentation for review.
Response: Deferred submittal is accepted by the City.
PLUMBING
9. Please update the applicable codes on AN-0 to the currently adopted codes.
Response: Code is based on 2015 Plumbing
10. It appears the plumbing design is either deferred or otherwise proposed as a design-build. This
is not permitted without written approval from the City of Federal Way. Provide plumbing plans
and supporting documentation for review.
Response: Deferred submittal is accepted by the City.
ENERGY
11. Please update the applicable codes on AN-0 to the currently adopted codes.
Response: Code is based on 2015 IECC and Washington State Amendment / Energy Code
12. A portion of the energy code review could not be completed as mechanical, electrical, and
plumbing plans have not been provided for review.
Response: MEP to be deferred. Providing cold dark shell with ESFR freeze protection.

This letter is to request a code exception as it relates to 3rd Party Review Comments from WC3 received 6/15/22, for
Federal Way Campus projects Woodbridge Building A and B.
The 3rd Party Review comments for both buildings indicate that because the buildings are Type 3B construction, per IBC
704.10, the exterior columns supporting the main entry canopy must have the same fire rating as the exterior bearing walls
in IBC Table 601 which calls for 2-hour fire rating. It is important to indicate that the design of the non-combustible canopy
and trellis was in response to the City of Federal Way’s request for a more aesthetically pleasing entry. The large non-
combustible structural columns supporting the canopy and trellis structure are designed in a way to provide visual interest
more so than supporting a 250 SF canopy.
We understand that Chapter 7 of 2015 IBC is to safeguard against spread of fire/smoke within a building or to/from
buildings. Per section 104.10 Modifications, we request an exception to the building code given the materials outside of the
main building are of non-combustible material, continuation of EFSR sprinkler system under the 250 SF canopy, and more
than 60’ away from any other adjacent buildings/property.
