I.
CALL MEETING TO ORDER
Mayor McColgan called the regular meeting of the Federal Way City Council to order at
the hour of7:05 p.m.
Councilmembers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar,
Councilmembers Jeanne Burbidge, Jack Dovey, Eric Faison, Jim Ferrell, and Mike Parle
Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk
Chris Green.
II.
PLEDGE OF ALLEGIANCE
Public Safety employees Officer Thomas, Officer Martin and recruit Mark Rodmyre led the
flag salute.
III.
PRESENTATIONS
a.
Swearing-In CeremonylPolice Officers
Chief Anne Kirkpatrick announced and introduced the city's two newest officers, lateral
hire Officer Timothy Thomas, lateral hire Officer Chris Martin, and police recruit Mark
Rodmyre.
City Clerk Chris Green administered the oath of office to Officer Thomas and Officer
Martin, and congratulated them both.
b.
Introduction of New Employees/City Manager
City Manager announced there were no new employees to introduce this evening.
c.
Emerging Issues/City Manager
Surface Water Manager Paul Bucich gave a brief report to Council regarding the Surface
Water projects at the Lakota Park area.

IV.
CITIZEN COMMENT
John Dallen, spoke in opposition to the Council's approval of the Christian Faith Center
project.
Lousie Koetters, also spoke in opposition to the Council's decision to approve the Christian
Faith Center project.
Maryfaye Phillips, spoke in opposition of opening 18th Place South to through traftic.
T. J. Mason, spoke in opposition of opening 18th Place South to through traffic.
Irene Neville, (comments read by City Clerk) expressed concern over the Federal Law
which protects projects such as the Christian Faith Center, and the Council's handling of
the project.

Consent Item (f)/Christian Faith Center Rezone and Agreement /Enactment Ordinance:
Public Works Director Cary Roe gave a brief update to Council regarding discussions
with the residents of 18th Place South. He noted they overwhelmingly would like to have
the road kept closed. However, if the road is opened, the neighborhood would like to
make it very difficult for trucks to traverse this road, and other modifications such as
signage, speed limit and width addressed.

Councilmembers discussed the prospect of keeping 18th Place closed until a proven need
is present.
COUNCILMEMBER FAISON MOVE TO AMEND THE MAIN MOTION TO
LEAVE ISTH PLACE CLOSED FOR FURTHER STUDY UNTIL THERE IS A
FURTHER NEED; COUNCILMEMBER FERRELL SECOND FOR DISCUSSION
PURPOSES.
At 8:05 p.m. after direction from City Attorney Pat Richardson, Mayor McColgan
announced the Council would be recessing into Executive Session for approximately ten
minutes for the purpose of discussing potential litigation/pursuant to RCW
42.30.110(1)(i).
Council returned to Chambers at 8: 10 p.m.

Councilmember Ferrell announced he would recuse himself, as he is an employee of the
King County Prosecutor's Office.
COUNCILMEMBER BURBIDGE MOVED TO RECOMMEND THAT THE CITY
COUNCIL AUTHORIZE THE CITY MANAGER TO EXECUTE THE PROPOSED
AMENDMENTS TO THE COMMUNITY DEVELOPMENT BLOCK GRANT
JOINT AGREEMENT AND HOME INVESTMENT PARTNERSHIPS PROGRAM
INTERLOCAL COOPERATION AGREEMENT (FW AG#99-145) FOR THE
PURPOSE OF CHANGING THE COMPOSITION OF THE JOINT

Consent Agenda Item (i)/Community Center 2 % for Art Conceptual Artwork Proposal,
Themes and Concepts:
Recreation and Cultural Services Superintendent Mary Faber introduced Renee Tanner,
Public Art Consultant, who gave a presentation to Council regarding artists Bruce Myers,
who will complete the artwork for the outside of the facility and water feature, and Laura
SiDdell who will complete the interior artwork. She outlined the elements and themes the
artists are using for the new facility.

VIII.
CITY COUNCIL REPORTS
Councilmember Faison announced the next meeting of the Finance/Economic
Development/Regional Affairs Committee (FEDRAC) would be held Tuesday, July 2ib at
5 :30 p.m. in the Mt. Baker Conference Room. He also announced FEDRAC would hold a
special meeting on Monday, August 9th to further discuss the vision for downtown
economic development; which will be followed by the regular meeting on Tuesday, August
10tb at 5:30 p.m. He further noted he would be attending the Puget Sound Regional Council
Executive Board Meeting, for further details contact him directly.
Councilmember Dovey announced the next meeting of the Land Use/Transportation
Committee (LUTC) would be held August 2nd at 5:30 p.m. He also encouraged people to
read a recent article in the News Tribune.
Council member Burbidge announced the next meeting of the Parks/Recreation/Human
Services/Public Safety Committee (PRHSPS) Meeting would be held August 9th at 5:30
p.m. She reported she attended the South County Area Transportation Board meeting
where they discussed the Regional Transportation Investment District, received an update
on Sound Transit's scoping process, and a presentation on the transportation needs of the
Green River Valley area. She asked citizens to contact her regarding the Custom Bus Route
#949, which transports from Federal Way to the Everett Boeing Plant twice daily. Due to a
decline in ridership, King County Metro is looking for input. She further encouraged
citizens to participate in the many opportunities and events in the arts community.
Deputy Mayor Kochmar encouraged everyone to take advantage of the Concerts in the
Parks each Wednesday night at Steel Lake Park. She further reminded citizens of the
upcoming Festival Days, August 2ih_29th in the Downtown area. She noted there would be
a parade Saturday morning to kick it off. She thanked Derek Matheson and Steve Ikerd for
their hard work to the new Municipal Facility, where the Police Department and Municipal
Courts recently moved; she noted the remainder of City Hall is looking forward to moving
late August.
Councilmemb,er Park had no report this evening.
Councilmember Ferrell reminded everyone to attend the annual Kiwanis Salmon Bake at
Steel Lake Park on Friday evening, July 30th. He also thanked Derek Matheson and Steve
Ikerd for their work on the new City Hall Facility project, he took a recent tour of the
facility and was impressed. He thanked the citizens who applied for the Commission
openings; he noted he was very impressed with the caliber of applicants who apply with a
desire to serve the community.
Mayor McColgan also noted he had the opportunity to walk through the new facility with
Deputy Chief Brian Wilson. He reported the Police Department is very excited to be in the
new facility. He further encouraged citizens to come to the Federal Way Farmer's Market

held downtown. He reported the each week the vendor and attendees grow; he thanked the
organizers and the Lodging Tax Advisory Committee for such a wonderful market.
IX.
CITY MANAGER REPORT
City Manager David Moseley reported the Police Department and Municipal Court moved
into the new building and are both up and running in the new facility. He added
adjustments are being made as needed, however for the most part, everything is going
according to plan. He stated the first floor has minor work continuing on a punch list, as the
second floor construction has stepped up for the target date of August 19th and 20th when
City Hall staff will begin to move items over. He noted an open house will be planned for
later in the year, once everyone is moved settled and the artwork is in.
Mr. Moseley was pleased to report the Land Use applications are up for the month of July
with the permit counter receiving the same volume in the first 15 days of July as they
received in the entire month of July 2003. He noted this is a good sign of a turning
economy and people coming to the city for projects.
He further reminded the Council for the need for an Executive Session for the purpose of
discussing Potential Litigation/Pursuant to RCW 42.30.11 O( I )(i) for approximately one
hour.
