I.
CALL MEETING TO ORDER
Mayor McColgan called the regular meeting of the Federal Way City Council to order at
the hour of 7:02 p.m.
Councilmembers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar,
Councilmembers Jeanne Burbidge, Jack Dovey, Eric Faison, Jim Ferrell, and Mike Park.
Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk
Chris Green.
II.
PLEDGE OF ALLEGIANCE
Mayor McColgan asked Kevin King to lead the flag salute.
III.
PRESENTATIONS
a.
Board of Ethics/Appreciation Plaque (outgoing ßourdmember)
Mayor McColgan was pleased to present outgoing Ethics Boardmember David Head with a
plaque of appreciation for his years of service to the city.
b.
Board of Ethics/Introductions & Certificates of Appointment
Mayor McColgan was also pleased to announce and present Kevin King with a certificate
of appointment and Paul Sayan with a certificate for an alternate appointment to the Board
of Ethics.
c.
Diversity Commission/Appreciation Plaques (outgoing Commissioner,\)
Councilmember Burbidge was pleased to present Trise Moore and Byron Lightbourne
plaques of appreciation for their service on the Diversity Commission.

Councilmember Burbidge was equally pleased to introduce and present certificates of
appointment to the new Diversity Commissioners and Alternate Commissioners. She
presented certificates to 1. Lee Cook, Dorry Peterson, Antwan Tinsley, Dawn Williams,
Keith Schenkel, Jason Weichert, and Jackie Piel; she thanked them all for volunteering
their time to the commission.

A WC Conference Recognition/Diversity Commission
Mayor McColgan was pleased to recognize Diversity Chair Bryan Cooper and the
Diversity Commission on receiving recognition at the Association of Washington Cities
Conference. He stated the recognition was awarded to the Federal Way Diversity for
promoting diversity in their community. Diversity Chair Bryan Cooper thanked the Council
and accepted the award on behalf of the entire commission.
f.
Citizen Award/Police Officer
This item was postponed to a future Council meeting, as the officer is out of town.
g.
Introduction of New Employees/City Manager
City Manager David Moseley was pleased to introduce Will Appleton who has returned to
the Public Works Department as the Development Services Manager; he further announced
Judy Ferguson has been hired as the Part-Time Parks Administrative Assistant. He
welcomed them both.
h.
Emerging Issues/City Manager
Community Development Department Deputy Director for Economic Development gave a
brief report on the Woman's Reebok Triathalon, which will be held September 11 III and
1 ih at Steel Lake Park.
Mayor McColgan reported on the recent Sister City Trip to Donghae, Korea and
Hachinohe, Japan. He noted the trip was a wonderful opportunity to discuss business and
trade between the cities. He encouraged citizens to become involved in the Sister City
Association.

Item (e)/New City Hall Flag Plaza:
COUNCILMEMBER FERRELL MOVED TO AUTHORIZE THE CITY
MANAGER TO CONSTRUCT THE LARGER FLAG PLAZA DESCRIBED IN
THE FEDRAC (FINANCE, ECONOMIC DEVELOPMENT, REGIONAL
AFFAIRS COMMITTEE) STAFF REPORT; DEPUTY MAYOR KOCHMAR
SECOND.
Councilmember Faison noted he would not be supporting this expenditure as the budget
for the new city hall already has funds allotted for flags, and would like to see these extra
funds spent elsewhere.

Mayor McColgan asked for a staff report on this item. Management Services Director
Iwen Wang gave a brief update on this item.
COUNCILMEMBER FAISON MOVED TO AUTHORIZE THE CITY MANAGER
TO ENGAGE IN PROFESSIONAL ASSIST ANCE AS APPROPRIA TE,
INCLUDING BUT NOT LIMITED TO COMMERCIAL REAL EST A TE
BROKER, WHEN DISCUSSING WITH INTERESTED PARTIES BASED ON THE
ABOVE FRAMEWORK ON POTENTIAL LEASE AND/OR SALE OF THE
EXISTING CITY HALL. IN ADDITION, STAFF IS TO UPDATE THE COUNCIL
ON MATERIAL DEVELOPMENTS AND TO ENSURE ALL PROCESSES
FOLLOW REQUIREMENT OF ST A TE AND LOCAL LAWS AND
REGULA TIONS, WITH ANY FINAL TERMS AND CONDITIONS APPROVED
BY THE CITY COUNCIL; COUNCILMEMBER DOVEY SECOND.
Councilmembers discussed the need of having outside expertise in the regards to the
potential sale or lease of the building.
COUNCILMEMBER FERRELL MOVED A FRIENDL Y AMENDMENT TO
STRIKE "DIRECTLY OR" FROM THE MOTION. Amendment is not accepted, and
dies.
COUNCILMEMBER FERRELL MOVED A FRIENDL Y AMENDMENT TO
STRIKE THE WORDS "AS APPROPRIATE"; COUNCILMEMBER FAISON
ACCEPTS THE FRIENDLY AMENDMENT.
Councilmembers continued to discuss the need for industry specific advice and
consultation, and to "direct" or "authorize" the City Manager to seek such services.
Councilmember Faison withdraws his main motion as amended.
COUNCILMEMBER FERRELL MOVED TO DIRECT THE CITY MANAGER TO
ENGAGE IN PROFESSIONAL ASSISTANCE, INCLUDING BUT NOT LIMITED
TO COMMERCIAL REAL ESTATE BROKER, WHEN DISCUSSING WITH
INTERESTED PARTIES BASED ON THE ABOVE FRAMEWORK ON
POTENTIAL LEASE AND/OR SALE OF THE EXISTING CITY HALL. IN
ADDITION, STAFF IS TO UPDATE THE COUNCIL ON MATERIAL

Many Councilmembers expressed concerns over "directing" the City Manager to engage
in professional assistance, before the decision has been made to sell or lease the building.
They additionally felt confident the City Manager would bring back additional
information to Council after he had consulted with various professionals, as he deemed
necessary.
Deputy Mayor Kochmar and Councilmember Ferrell restated they would like to see
professionals in the respective real estate industries consulted to better inform the Council
before making any further decisions regarding the sale or lease of the existing city hall.
Councilmember Ferrell withdrew his motion.

PUBLIC HEARING
2004 Local Law Enforcement Block Grant (LLEBG)
. Staff Report
Chief Kirkpatrick gave a brief report to Council on the yearly Local Law Enforcement
Block Grant (LLEBG). She noted the department applies for this federal grant money each
year, which is awarded by the Department of Homeland Security.

CITY COUNCIL BUSINESS

Lodging Tax Advisory Committee Appointment
Councilmember Park thanked the applicants that applied for the Lodging Tax Advisory
Committee position that is currently open due to former Committee member Hector Santa
Cruz relocating.

VIII.
CITY COUNCIL REPORTS
Councilmember Faison announced there would be a FinancelEconomic
Development/Regional Affairs Special Meeting on August 9th at 6:00 p.m., and he further
noted the regular meeting of the Finance/Economic Development/Regional Affairs
Committee would be held August 10th at 5:30 p.m. Both meetings will focus on
redevelopment issues for the downtown.
Council member Dovey announced the next meeting of the Land Use/Transportation
Committee would be held August 16th at 5:30 p.m. in Council Chambers. He reported on
the Sister City Trip and encouraged citizens to get involved in the Sister City Association.
Councilmember Burbidge announced the next meeting of the Parks/Recreation/Human
Services/Public Safety Committee would be August 9th at 5:00 p.m. She further reported on
her attendance at a Government Affairs Forum hosted by the Chamber of Commerce, she
thanked everyone involved with the new Habitat for Humanity houses in the Westway
neighborhood. She also encouraged everyone to attend the FUSION event at Dumas Bay,
which supports transitional housing for women and children and the Summer Sounds
Concerts at Steel Lake Park.
Deputy Mayor Kochmar welcomed back Councilmembers and the City Manager who
recently traveled to our sister cities of Hachinoe, Japan and Donghae, Korea. She thanked
Chief Kirkpatrick for the dedication of the Patrick Maher Room on the first floor of the
new City Hall. She encouraged citizens to attend the upcoming annual Salmon Bake, and

the Federal Way Festival Days and parade during the last weekend in August. She also
reported the new Metropolitan Market has opened near 21 sl and Dash Point Road.
Councilmember Park reported on the success of the Sister City trip. He thanked everyone
involved including staff member Jason Suzaka who coordinated the itineraries. He
announced the August meeting of the Lodging Tax Advisory Committee has been
canceled; therefore the next meeting would be September 10lh at 8 :00 a.m. in the new City
Hall.
Councilmember Ferrell encouraged everyone to purchase tickets to FUSION, which is held
at Dumas Bay, the proceeds go to support transitional housing for women and children. He
noted those who wish to purchase tickets contact the Federal Way Mirror at 253-925-5565.
He further commented on requests made to him regarding responding to questions during
the meeting; he asked the matter be looked into further.
Mayor McColgan had no report this evening.
IX.
CITY MANAGER REPORT
City Manager David Moseley reported Celebration Park is very busy with tournament play
including the Blast Off Soccer Tournament and the Regional Girls Softball Tournament.
He reported the New City Hall is coming forward, with Police and Municipal Court
adjusting and settling in comfortably. He reported City Hall move would take place August
21 st and 22ml.
Mr. Moseley was pleased to report another milestone. .. staff conducted the final walk
through of the old police department facility and returned the keys to the landlord. He
noted the city is no longer in the leasing business.
City Manager David Moseley echoed comments of Councilmembers thanking Chief
Kirkpatrick for the dedication of the I st Floor Conference Room in honor of fallen officer
Patrick Maher.
He further reminded everyone of the upcoming Festival Days where our Sister City of
Hachinohe, Japan is sending a delegation of six women to the festival. He reported they are
very excited to come and be a part of the Festival Days celebration.
Mr. Moseley noted the Executive Session scheduled for tonight has been canceled.
