Minutes
I.
CALL MEETING TO ORDER
Mayor McColgan called the special meeting of the Federal Way City Council to order at
the hour of 5 :03 p.m. Mayor McColgan announced he had leave the meeting early due to a
prior family commitment. He announced Deputy Mayor Kochmar would chair the
remainder of the meeting.
Councilmember present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar,
Councilmembers Jeanne Burbidge, Eric Faison, and Mike Park.
Councilmember Dovey arrived at 5:05 p.m.; Councilmember Ferrell arrived at 5:07 p.m.
Staff present: City Manager David Moseley, City Attorney Pat Richardson, and City Clerk
Chris Green.
II.
CITIZEN COMMENT
Judy Harmon, spoke in opposition to potential budget cuts to citizen volunteer coordination
and citizen disaster training.
Diana Gonzalez, spoke in opposition to potential budget cuts to the Diversity Commission
budget.
J. Lee Cook, spoke in opposition to potential budget cuts to the Diversity Commission
budget.
Jacqueline Piel, spoke in opposition to potential budget cuts to the Diversity Commission
budget.
III.
2005/2006 BIENNIAL BUDGET
Department Presentations
Mayor McColgan left the meeting at 6:12 p.m.
Chief Anne Kirkpatrick distributed information to the Council and gave her department
budget presentation.

Public Works Director Cary Roe presented his department budget to Council.
At 7:50 p.m. Deputy Mayor Kochmar announced the Council would take a brief recess for
approximately fifteen minutes. Council returned to Chambers at 8: 17 p.m.
City Attorney Pat Richardson presented the Law Department's budget proposal.
Court Administrator Gina Hoffman presented the Municipal Court's budget.
Management Services Director Iwen Wang presented her department's budget.
Assistant City Manager Derek Matheson presented the budget for City Council and City
Manager's Office.
IV.
COUNCIL DISCUSSION & QUESTIONS
Councilmembers asked various questions of city Directors immediately following each
department presentation.
V.
ADJOURNMENT
There being nothing further to come before the Federal Way City Council, Deputy Mayor
Kochmar adjourned the special meeting at 9:40 p.m.
