CALL MEETING TO ORDER
Mayor Burbidge called the special/study session of the Federal Way City Council to order at the
hour of 5:35 p.m.
Councilmembers present: Mayor Jeanne Burbidge, Deputy Mayor Dean McColgan, and Council-
members Eric Faison, Mary Gates, Linda Kochmar and Mike Park. Councilmember Kochmar
reported Councilmember Michael Hellickson advised her earlier of his anticipated absence.
Staff present: City Manager David Moseley, City Attorney Pat Richardson and City Clerk Chris
Green.

2003-2004 BIENNIAL BUDGET
October 16th Study Session Follow-Up
Stakeholder Recommendation/Permit Process Improvements
Community Development Department Presentation
Recess (approximately 20 minutes)
Public Works Department Presentation
Management Services Director Iwen Wang provided a follow-up to Council questions submitted
during the special/study session on October 16, 2002.
Assistant City Manager Donna Hanson presented the Stakeholders' recommendations and permit
process improvements to Council. Community Development Director Kathy McClung then
presented her department's proposed 2003-2004 biennial budget. Both presenters responded to a
variety of questions by Councilmembers.
The Council took a brief recess from 6:40 p.m.-7:00 p.m.

Public Works Director Cary Roe provided information on his proposed public works budget,
responding to Council questions during his presentation.
Any unanswered inquiries coming out of the evening's three presentations will be responded to at
October 24th scheduled budget study session.

ADJOURNMENT
Mayor Burbidge adjourned the special/study session of the Federal Way City Council at 8:40 p.m.
