CALL MEETING TO ORDER
Mayor Burbidge called the special/study session of the Federal Way City Council to order at the
hour of 5:35 p.m.
Councilmembers present: Mayor Jeanne Burbidge, Deputy Mayor Dean McColgan, and Council-
members Eric Faison, Mary Gates, Linda Kochmar and Mike Park. Mayor Burbidge excused the
absence of Councilmember Michael Hellickson.
Staff present: City Manager David Moseley, City Attorney Pat Richardson and City Clerk Chris
Green.

2003-2004 BIENNIAL BUDGET
October pt Study Session Follow-Up & Department Overview
Management Services Director Iwen Wang provided a follow-up to Council questions submitted
during the special/study session on October 1, 2002, and provided a brief presentation overview.
Presentations:
Parks/Recreation/Cultural Services Department
Public Safety Department
Parks/Recreation/Cultural Services Director Jennifer Schroder and Public Safety Director Anne
Kirkpatrick presented their proposed 2003-2004 biennial budgets to Council, followed by
responses to a variety of inquiries by Councilmembers. Any unanswered questions will be
responded to during the budget session tomorrow evening.
The Council took a brief recess from 7:40 p.m.-7:55 p.m.
