FINAL SCHEDULE

September 2018 The Watershed Company will deliver a Public Participation Plan, stakeholder list, FAQ sheet, and
outreach materials. Task 3.1
September 2018 The City will create Shoreline Master Program (SMP) specific website. Task 3.1
October 2018 City will finalize the Public Participation Plan, stakeholder list, FAQ sheet, and outreach materials.
Task 3.1
By November 30 The Watershed Company will deliver a draft GAP Analysis to the City. Task 4.1
By December 31 The Watershed Company will deliver a final GAP Analysis to the City. Task 4.2
December 2018 The City and The Watershed Company will prep and notice for an open house in January. Task 3.1
January 18, 2019 The Watershed Company will deliver draft SMP amendments to Chapter 11, “Shoreline Master
Program,” of the comprehensive plan, as well as amendments to FWRC Chapter 15, Shoreline
Management. Task 5A
January 30, 2019 The City and The Watershed Company will host an Open House at City Hall. The City will
introduce the SMP Update and The Watershed Company will make a brief presentation to attendees
to highlight the following: Process in Completing 3.1
• Reason for the update.
• Gap Analysis overview.
• Letting the public know that the City has a SMP website.
• Timeline for completion of the SMP Update.
Poster boards, comment sheets, and handouts will be provided by The Watershed Company for the
open house portion of the event. All presentation materials will be posted on the SMP website.
By February 14, 2019 The Watershed Company will prepare the SEPA Checklist. Task 5B
February 27, 2019 City to provide initial comments to Watershed on the draft SMP amendments. Task 5A
March 1, 2019 Public Notice in paper for Planning Commission Study Session. Tasks 3.1 and 5D
March 6, 2019 The Watershed Company will deliver final draft SMP amendments to Chapter 11, “Shoreline Master
Program,” of the comprehensive plan, as well as amendments to FWRC Chapter 15, “Shoreline
Management.” Task 5A
March 6, 2019 Materials for study session emailed to Planning Commission and posted on the SMP website.

March 13, 2019 Publish notice of the joint local-state hearing in the Mirror. Process in Completing Task 5D
March 13, 2019 Advance Ecology Public Notice of 30-day comment period and SEPA Determination potential to
provide materials to Ecology. Tasks 5A and 5E
a. Current text amendments.
b. Supporting findings of consistency of the proposed amendments with the policy of RCW
90.58.020 and applicable guidelines of WAC 173-26.
March 13, 2019 Post proposed SMP and CAO amendment materials on City website. Include:
a. Strikethrough text.
b. A map of any proposed designation changes.
c. A summary of proposed amendments, together with explanatory text indicating the scope
and intent of the proposal.
d. A copy of the Ecology checklist.
e. Other supporting material indicating how the proposed amendment is consistent with the
policy of RCW 90.58.020 and applicable guidelines.
f. Where to send comments (local planner’s email and mailing address).
Location where hard copy of proposed amendments will be available for public viewing during the
comment period. Process in Completing Tasks 3.1 and 5D
March 13, 2019 Send Ecology a live link to the SMP amendment web page, including items outlined in a-g. Portion
of Task 3.2
March 13, 2019 The City will send final draft SMP amendments and filled out checklist to Department of Commerce
for 60-day comment period. Task 5C
March 13, 2019 Provide notice of the 30-day comment period on the proposed amendments and opportunity for
written comment to all parties of record who expressed interest regarding the proposal. Process in
completing Task 3.2
March 20, 2019 Planning Commission Study Session. The Watershed Company will attend. Materials will be posted
on the SMP website. Process to complete Task 5D
March 20, 2019 Staff Report emailed to Planning Commission for Public Hearing and made available to public. Staff
report will be posted on the SMP website. Process to complete Task 5D
March 27, 2019 Public Notice in paper for SEPA. Process in completing Task 5B
March 27, 2019 30-day SEPA determination, joint public comment period from 3/27/19 – 4/26/19. Task 5B
March 29, 2019 Public Notice in paper for Planning Commission Public Hearing. Notify Commerce, and submit
documentation to Ecology (GMA notice). Process to complete Task 5D
After April 3, 2019 LUTC packet and draft adoption ordinance prepared. Process to complete Task 5F

April 10, 2019 LUTC packet and draft adoption ordinance to law for review. Process to complete Task 5F
April 17, 2019 Planning Commission Public Hearing. Task 5D
April 24, 2019 LUTC packet to Public Works.
April 26, 2019 30-day SEPA and joint public comment period ends. Task 5B
April 29, 2019 Ecology will send City an initial determination of consistency within 30 days of complete submittal.
Ecology may request an additional 15 days. Ecology will provide either:
a. A written statement of initial concurrence, or
b. A written statement describing the specific areas of concern. This could include required
and/or recommended changes.
May 3, 2019 The Watershed Company provides a public comment responsiveness summary to Ecology from
SEPA and joint public comment period containing:
a. Comments received during SEPA comment period.
b. City responses to comments. Tasks 5A and 5E
May 6, 2019 LUTC Meeting. The Watershed Company will attend. Process to complete Task 5F
May 17, 2019 SEPA 21-day appeal period ends. Task 5B
June 4, 2019 City Council 1st Reading. Process to complete Task 5F
June 18, 2019 City Council 2nd Reading. Task 5F
After June 18, 2019 The Watershed Company will complete the Ecology Shoreline Master Program Periodic Review
Checklist. Task 5F
