CALL MEETING TO ORDER Mayor Burbidge called the special session of the federal Way City Council to order at the hour of 5:30 p.m. COlUlcilmembers present: Mayor Jeanne Burbidge, Deputy Mayor Dean McColgan, Councilmembcrs Eric Faison, Mary Gates, Linda Kochmar and Mike Park. Mayor Burbidge excused Councilmember Michael Hellickson. Staff present: City Manager David Moseley, Interim City Attorney Pat Richardson and City Clerk Chris Green. II. 2003-2004 PROPOSED BIENNIAL BUDGET City Manager Overview to Council City Manager Moseley provided a brief overview on the city's proposed 2003-2004 bielmial budget, and responded to inquiries from several Councilmembers. Ill.
