1. CALL MEETING TO ORDER
Mayor McColgan called the special meeting of the Federal Way City Council to order at
5:15 p.m.
Councilmembers present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar and
Councilmembers Jeanne Burbidge, Eric Faison, Jim Ferrell and Mike Parle
Staff present: City Manager David Moseley, Deputy City Attorney Karen Kirkpatrick and
Interim City Clerk Jason Suzaka.
Mayor McColgan excused the absence of Councilmember Jack Dovey.
II. CITY CENTER REDEVELOPMENT STRATEGIES
Economic Development Director Patrick Doherty introduced Anne Ricker of Leland
Consulting to give a presentation entitled "Market Analysis Findings and Strategies for
Investment." After the presentation, a short question and answer session was held.
III. DISCUSSION OF DRAFT RESOLUTION
Mr. Doherty presented the draft resolution to the Council. Ms. Ricker gave her support for
the resolution; she stated that its passage would send a strong message to potential
developers that the City is serious about its intent to help redevelop the city center.
There was discussion regarding whether or not to change the word "consider" to "pursue"
in section 3; however, Mayor McColgan asked the rest of the Council to study the draft
resolution for consideration at the October 4 meeting. Staff was directed to work, with
Leland Consulting to develop a scope of services for the October 11 FEDRAC meeting.
IV. ADJOURNMENT
There being nothing further to discuss, Mayor McColgan adjourned the special meeting of
the Federal Way City Council at the hour 01'6:10 p.m.
