1. CALL MEETING TO ORDER
Mayor Park called the meeting order at 5:05 PM and excused Deputy Mayor Ferrell.
Councilmembers Present: Burbidge, Dovey, Faison, Kochmar, McColgan and Mayor Parle
Staff Present: Interim City Manager Derek Matheson, City Attorney Pat Richardson,
I-Iuman Resource Manager Mary McDougal, Management Services Director IwenWang
and City Clerk Laura Hathaway .
Mayor Park announced that the order of interviews would be revised to accommodate
scheduling for Mr. Murray.
IT. 5:00 PM - CITY MANAGER SEARCH FIRM INTERVIEWS
a) 5 :00 PM - Bob Murray and Associates
Mr. Murray introduced himself and gave a bricfbackground regarding his company and the
strategy they would use ifhired to conduct the City Manager search.
Mayor Park opened the t100r for COlmcil questions.
Questions included the strategies Mr. Murray would use to elicit response from potential
candidates, at what point and to what extent would his agency involve public/community
groups, would the focus be on in-state recruitment or out-of-state recruitment and the type
of screening criteria he would use.
Mr. Murray stated he would start his search in W A and work his way out to the Northwest
and Western states. He stated that the screening criteria would be based on his talks with
the Council and what they want in their next city manager. lie indicated that the entire
process would take 5-6 months and he also indicated that the salary offered by the City is
on the low side and recommended a salary range of$135 -140,000.
b) 5:30 PM - Waters Oldani Executive Recruitment
Jerry Oldani introduced himself and gave a brief background and overall philosophy about
his company and the strategy he wOllld use in recruiting the new City Manager f()r Federal
Way.
Mayor Park opened the noor to Council questions. Questions included the strategies Mr.
Murray would use to elicit response irom potential candidates, at what point and to what
extent would his agency involve public/community groups, would the f()cus be on in-state
recruitment or out-of-state recruitment and the type of screening criteria that would be
used.
Mr. Oldani stated his would be a national search and he wouldn't exclude an applicant
from a smaller city, as there is a talent base in smaller cities that should not be overlookcd.
He stated he would target those who fulfill the criteria Federal Way develops. Mr. Oldani
also stated that the salary range is below the curve for this area/population and feels the
salary should be in the $125-150,000 range. He stated the entire process would takc
approximately 5 months.
HI. SEARCH FIRM SELECTION
After COlmcil deliberation it was decided that the Waters Oldani Group would be the bcst
overall fit for the city. Council directed Human Resource Manager Mary McDougal to
contact Mr. Oldani to conduct the City Mangcr recruitment.
IV. ADJOURNMENT
Mayor Park adjourned the meeting at 6:25 PM.
