Background:
In 1994, the City formally adopted the event known as Family Fest pursuant to Resolution No.
94 -166. The event is annual and held at Steel Lake Park and Steel Lake Annex. The event dates
for this year are August 22, 23 and 24.
Enclosed is a copy of Resolution No. 94 -166 and a draft of the Memorandum of Understanding
for 1997. The Memorandum serves to outline the responsibilities of the City and the Family Fest
Committee, which falls under the umbrella of the Federal Way Community Council.

THIS MEMORANDUM OF UNDERSTANDING ( "MOU "), dated effective this 16th day of
April, 1997, defines the respective responsibilities of the City of Federal Way ( "City") and the
Federal Way Community Council ( "FWCC ") in connection with the 1997 Family Fest event.
Recitals:
A. The FWCC, through the Family Fest Committee, produces an annual outdoor
event, known as Family Fest, in Steel Lake Park, Federal Way, Washington
( "Event "). The Event includes a parade, food and craft vendors, performances and
activities over a three (3) day period, August 22, 23 and 24th, 1997;
B. The City has formally adopted the Event as an official City- sponsored event
pursuant to Resolution No. 94 -166; and
C. The Family Fest Committee will serve as the producer of the Event. The City will
provide the location and assist with City services as outlined in this MOU.
NOW, THEREFORE, the parties agree as follows:
I. City Responsibfties. The City agrees as follows:
1. The City shall provide staff support for negotiating use of Steel Lake Park
facilities;
2. The City shall waive the Special Events Permit fee for use of Steel Lake
Park facilities;
3. During the Event, the City shall waive its Temporary Business License
requirement, and waive Electrical Permit requirements;
4. As a City- sponsored event, Family Fest organizers, FWCC, will be
covered under the City's insurance program;
5. The City shall provide use of outdoor stage, canopies, sound system, and
generator at Steel Lake Park during the Event;
6. The City shall provide maintenance support for site preparation, and
logistical support and cleanup as outlined in the document entitled "1997
Projected Family Fest Support," attached hereto as Exhibit "A" and
incorporated by this reference.

II. FWCC Responsibilities. The FWCC shall:
1. Screen all vendors, displayers and other groups participating ( "Vendors ")
for required permits, required executed Vendor Participation Agreement,
and proof of insurance coverage as outlined in the document titled
"Insurance Requirements for Family Fest," attached hereto as exhibit "B"
and incorporated by this reference. In addition, all food vendors or other
food handlers required to obtain Health Department permits will obtain
those permits and provide copies of such to Mary Faber, Recreation and
Cultural Services Manager, by August 15, 1997, for inclusion in the Event.
Without such certificates, a Vendor will not participate in the Event;
2. Insure that the City of Federal Way is named as additional insured on all
Vendor certificates of insurance. Copies of all insurance certificates will
be provided to the City liaison, Mary Faber, Recreation and Cultural
Services Manager, by August 8, 1997, for inclusion in the Event. Without
such certificates a Vendor will not participate in the Event;
3. Once a Vendor has provided all necessary permits, waivers and insurance,
FWCC shall provide the Vendor with identification (such as a badge)
indicating compliance with such requirements. FWCC shall ensure that
such identification shall be worn at all times during the Event;
4. Provide a detailed site plan and final timeline of the Event by August 1,
1997 to the City liaison, Mary Faber, Recreation and Cultural Services
Manager;
5. Provide logo identification on all marketing materials developed to promote
the Event;
6. Provide booth space at the Event for promotion and sale of products by the
City of Federal Way's Parks, Recreation and Cultural Services Department;
7. Provide volunteer assistance in repairing any damage to Steel Lake Park
and Steel Lake Annex that may occur during the Event;
8. FWCC agrees to indemnify and hold the City, its elected officials, officers,
employees, agents, and volunteers harmless from any and all claims,
demands, losses, actions and liabilities (including costs and all attorney
fees) to or by any and all persons or entities, including, without limitation,
their respective agents, licensees, or representatives, arising from, resulting
from, or connected with this MOU to the extent caused by the negligent
acts, errors or omissions of the FWCC, its partners, officers, shareholders,
agents, employees, invitees, or volunteers, or by FWCC's breach of this
MOU. FWCC waives any immunity that may be granted to it under the
Washington State Industrial Insurance Act, Title 51 RCW. FWCC's
indemnification shall not be limited in any way by any limitation of the
amount of damages, compensation or benefits payable to or by any third
party under workers' compensation acts, disability benefit acts or any other
benefits acts or programs.
This MOU contains the obligations of both parties for Family Fest and may not be changed or
modified except by written agreement by both parties.

DIVERSITY'" AS AN OFFICIAL CELEBRATION OF THE
CITY AND DECLARING THE CITY'S INTENT TO

CELEBRATION OF DIVERSITY'" AS A CIVIC EVENT.
WHEREAS, the City Council of the City of Federal Way,
Washington, supports the ideals and principals of the "Federal Way
Family Fest 'A Celebration of Diversity'" community event, and
desires to have such event become a community celebration; NOW,
THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. Adoption of Event. That certain community
event commonly known as "Federal Way Family Fest 'A Celebration of

Subject: Lake Grove Sports Field Renovation Project
Background:
February 1996, the landscape architecture firm of Jongejan Gerrard and McNeal completed the
renovation plans for the Lake Grove Sports Field.
July 10, 1996, the SEPA Determination was completed by the Community Development Department.
September 20, 1996, the Grading Permit approval by the Building Department.
CPAC organized five volunteer work parties at the Lake Grove site on October 12, 20, 26, and
November 9, 16, 1996. The work parties helped with the overall sit preparation to help reduce the
cost of construction. The work parties included site clean up, removal of tree in the grading areas,
installed the erosion control fencing and chipping up the tree branches.
CPAC is planning on one more work party to clean up the site before the contractor begins the
construction.
March 3, 1997, the Lake Grove Sports Field Renovation bid was publicly advertised.
April 4, 1997, the Parks, Recreation and Cultural Service Department received the following bids and
were publicly read out loud.

Subject: IAC Grant for the Sports Fields at Celebration Park
Background :
The application deadline for funding under the Local Parks category of the Interagency Committee
for Outdoor Recreation (IAC) is May 1, 1997.
The sports fields at Celebration Park, as you know, are estimated to cost $7.54 million (without the
north road). The funding sources for this project include $7.9 million bond funds and $350,000 from
private/other sources.
The IAC offers matching grants of up to $300,000 for development projects. A resolution
authorizing the application for funding assistance for the project must be submitted with the
application on May 1. The resolution will be submitted for your review and approval at your April
14 meeting.
Staff Recommendation
To submit a grant application to IAC for $300,000 for the development of sports fields at Celebration
Park.
Committee Recommendation:
To approve the resolution authorizing application for funding assistance for the development of sports
fields at Celebration Park in the amount of $300,000 and to move forward to City Council for
approval.

Armstrong Property
Mrs. Armstrong attended the Parks and Recreation Commission meeting in April to notify the
Commission that she has approximately 19 acres that she would like to sell to the City for park
purposes south of the city bordering 356th Street and the BPA power line. The Commission thanked
Mrs. Armstrong for considering the City's parks and recreation needs and explained to her that they
would refer her letter to the Parks and Recreation Council Committee and City Council for further
consideration. Attached is a letter from Mrs. Armstrong and a site map showing the property
location.
Off - Leash Dog Area
On April 3, the Parks Commission reviewed the off -leash dog area topic concerning their current
work plan and potential work supporting development of Celebration Park and decided to wait until
late summer to reevaluate the off -leash dog area. During the next few months, they will continue to
talk with the volunteer group as it gathers information and prepares their report and recommendation.
In late summer, the Commission will reevaluate their work plan and recommend changes to the Parks
and Recreation Council Committee to accomplish the Committee's priorities.
Parkland Divesture
The Commission approved a motion at their March meeting regarding divesture of park property.
The Commission believes there is a benefit in having a public process regarding the sale of park land.
Since that meeting, Park staff have reviewed Resolution No 93 -156 that addresses the disposal of
surplus property. Staff will make a brief report on the City's current resolution as it applies to City -
owned park property.
Wildflower Project
Barbara Reid, Parks and Recreation Commission member, and a small committee have been working
on a wildflower project as part of the Commission's work plan. Attached is the information on the
project.

FEDERAL WAY WILDFLOWER PROJECT
Take a walk on the wild side
SATURDAY, MAY 3, 1997 10 AM to 2 PM
MISSION:
To sow wildflower seeds along the BPA trail, from the East entrance to the future Celebration
Park to First Avenue South, and along the West Campus Trail from Panther Lake School,
North to 320th Street.
GOALS:
1. To give all citizens of Federal Way an opportunity to build a more beautiful city
through their volunteer efforts.
2. To give Federal Way children ownership and pride in the community in which they
live.
3. To educate Federal Way families to the environmental value of wildflowers and the
ability to identify each.
RESULT:
We expect to sow more than 3 million seeds of a mix of wildflowers appropriate for our
Northwest region. They will continue to bloom year after year as perennials, self sowing each
fall as their seeds mature and drop. Eventually Federal Way could become known for its fields
and trails richly colored with California poppies, columbine, daisies, bird's eyes, mountain
phlox, blue flax, corn poppies. black eyed susans and yellow lupine.
PLANTING TECHNIQUE:
Seed can be sown by simply casting it on the ground, which is iffy for germination. A better
technique is to scrape the soil or pierce it with a sharp tool - a pointed stick will do, insert the
seed and cover it lightly with soil. More solid growth can be accomplished by tilling the soil as
in a garden, sowing the seed and lightly covering with soil, followed by thorough watering.
Since we will be sowing in the wild, the sharp stick, or hand utensils commonly used for small
gardens is our best option. We will have to count on Mother Nature for rain, which we usually
have in great abundance.
Parks Maintenance crews have offered to rototill a small area as a demonstration project,
which will be located at the East entrance to the BPA Trail.
BUDGET:
The Parks and Recreation Commission of the City of Federal Way has set aside "seed money"
of $500 to cover the cost of seeds and packaging. The rest is up to our volunteer efforts, and in-
kind donations for flyers.
WE NEED:
We are looking for volunteer teams representing service organizations, special interest groups,
PTA's and school children, middle school and high school students looking for community
service opportunities, family groups, senior citizens and special horticultural expertise. This a
project that can involve everyone. We are also looking for face painters, musicians, clowns and
balloon artists - everyone who can add to the festivities and fun of the day.

BONNEVILLE POWER ADMINISTRATION TO CONDUCT VEGETATION MAINTENANCE
ALONG ITS TRANSMISSION LINE CORRIDOR IN FEDERAL WAY
Beginning on or about April 8, 1997, the Bonneville Power Administration will initiate a vegetation
maintenance project along the BPA transmission line corridor in Federal Way. This project is part
of a larger effort by the Bonneville Power Administration to control vegetation along the entire length
of the corridor, which is roughly 260 feet wide and runs from Tacoma to Covington. The Bonneville
Power Administration is concerned that storms may cause trees to damage its transmission lines,
interrupt power, and create a public safety hazard.
The project involves the cutting or removal of trees and brush within the Bonneville Power
Administration's right -of -way that may present a hazard to the transmission lines. All trees and brush
that can grow to taller than 15 feet, including small saplings of douglas fir, cottonwood, maple, and
alder, will be removed as part of the project. The two most identifiable areas where maintenance will
occur are adjacent to the Evergreen Village Apartments on 1 lth Place South, and along the north side
of the BPA corridor west of 1st Way South. In each of these two locations, approximately 10 -15
evergreen trees will be removed due to height and proximity to power lines. The project is expected
to last for three to four weeks, with work beginning in the southwest portion of the city and moving
northeast as the project continues.
Although this maintenance does not require any city permit, the Bonneville Power Administration did
consult the City of Federal Way during the planning stages of the project. In addition, the Bonneville
Power Administration has met with some individual property owners to discuss concerns and has
entered into some agreements to replace removed trees with smaller plantings.
