Subject: King County Future Parks and Ope Space Initiative
Background:
In December of 1994, King County Council held a public hearing on parks and open space
needs. Citizen activists, business leaders and park directors spoke of the need for active
recreation resources, such as playfields, community centers and neighborhood parks. Traditional
open space areas of farm land and forest land preservation, preservation of fish habitats and
restoration of aging facilities were also needs expressed.
As a result of this hearing, the County Council asked the Citizen Oversight Co mmittee ( COC
),
chaired by Gerry Johnson and co- chaired by Carol James, to begin formulating a new Parks and
Open Space Funding Initiative. The COC has defined three subcommittees:
1. Funding Options and Stewardships
2. Active Recreation and Neighborhood Parks
3. Natural Areas /Salmon Conservation
Each working group is made up of King County staff, COC members, suburban city staff, city
council members and citizen advocates. Councilmember Jack Dovey and I are participating in
the Active Recreation and Neighborhood Parks Committee.
Burien City Councilmember Kitty Milne will be attending the Parks and Recreation Council
Committee on February 12 to further discuss this potential initiative and answer questions.
Note: King County Council is expected to decide whether to go forward with a fall 1996 bond
issue sometime in March.

Background:
The above referenced contract with Kassel Construction Company is complete. The City
Council awarded the construction contract on June 6, 1995 for $609,617, and approved $51,137
for construction management and contingency for a budget of $641,572. The final project
amount is within budget at $641,043. The final project completion date of February 15, 1996
is within the estimated completion date of February 29, 1996.
Committee Recommendation:
Place final contract acceptance on the March 12, 1996 City Council consent agenda for approval.

Subject: 1996 Skyhawks Sports Academy Contract
Background:
The City has contracted with Skyhawks Sports Academy since 1992. The Skyhawks Sports
Academy runs week -long sports camps offered through the City's recreation program. The City
retains ten percent (10 %) of the gross receipts. This year, nine camps will be offered. The
following is a breakdown of the camps offered and the age groups served.

Committee Recommendation:
Forward to the February 20, 1996 City Council meeting and place on the consent agenda.
Authorize the City Manager to execute the contract with Skyhawks Sports Academy for $25,000.

SERVICES
SKYHAWKS SPORTS ACADEMY
The Contractor shall conduct quality instruction for soccer,
baseball, basketball and street hockey at a 15 to 1 player to
instructor ratio which will provide participants the knowledge of:
1. Rules of the game.
2. Requirements of individual position play and the players'
role.
3. The correct procedure in passing, shooting, dribbling,
hitting, throwing and fielding.
4. The importance of team play, spirit and sportsmanship.
5. The importance of individual and team discipline.
Contractor shall provide trained coaches and instructors,
equipment, t- shirts and, when applicable, a sports ball.
The City shall, in return, provide:
1. Adequate facilities with restrooms and water.
2. Registration and referral calls.
The City shall reimburse the Contractor 90% (ninety percent) of
gross receipts for all camps conducted. The City shall retain 10%
(ten percent) of gross receipts for all sports camps conducted.
Additionally, the City shall return to Contractor 100% (one hundred
percent) of all charitable donations made by registrants.

Subject: Applications for 1994/1995 Conservation Futures Funding
Background:
Conservatin Futures Tax Levy (CFT) funds collected by King County in 1994 is approximately
$3 million. Under RCW 84.32, Conservation Futures funds are available for acquisition of open
space lands or related property interests. These funds are distributed biennially to projects in
unincorporated King County, city of Seattle and suburban cities. Application for 1994/1995
CFT funds are due March 15, 1996.
The City was successful in obtaining $1,400,400 in CFT funds from the 1993 allocation. The
Visitation Retreat and Cultural Center, School Site #20 and Fisher's Pond were acquired through
this funding source with no city matching funds required.
The 1996 CFT application includes new legislation (King County Ordinance 10750) that requires
a matching contribution no less than the amount of CFT funds awarded to the project.
Applicants must demonstrate a commitment to contribute, within two years of application, the
required share for the project prior to final consideration by the King County Council.
Discussion:
The City of Federal Way Parks CIP has no funds allocated in 1996 for open space acquisition.
Current balances in the 1989 King County Bond Program and the 1993 Conservation Futures
amount to $57,000. These fund balances could be used as a fund match. Currently, I have no
open space properties for the Council to consider within this potential budget.
Options:
1. Direct staff to identify potential properties for open space acquisition for Council's
consideration for application. Properties to consider must be within the limited funding.
Balances available in the 1989 and 1993 open space program must match a 1996 CFT
request.
2. Do not apply for 1996 CFT funds due to the insufficient funds available to provide a
reasonable "match" of funds.

I am pleased to invite you to submit applications for Conservation Futures tax levy ( "CFT ") funds
collected by King County in 1994 and 1995.
Under RCW 84.34., Conservation Futures funds are available only for acquisition of open space lands
or related property interests. In King County these funds are distributed biennially to projects in
unincorporated King County, the suburban cities and the City of Seattle. Approximately $3 million in
1994/1995 CFT collections are available for allocations.
As in past years, the King County Open Space Citizen Oversight Committee (COC) will review
applications, visit sites and recommend CFT funding allocations to the King County Council and
Executive. In response to requests from representatives from several jurisdictions and based on the
experience gained in recent open space funding programs, the COC has worked to simplify this year's
application form and instructions. The county code requires that these funds be allocated with
geographic equity over the long. run. The COC will take past allocations of CFT funds into account
when it is making recommendations to the King County Council and Executive. The code also requires
matching funds for all CFT funds allocated. Nonetheless, we encourage jurisdictions without
presently identified matching funds to apply for these funds, since the match may be obtained within
two years.

would like a copy of the application in electronic form (Microsoft Word 6.0), please call the Office of •
Open Space at 296 -7800 for a copy. Applications may not exceed the space provided, however.
Please note: Applications are due at the Office of Open Space by 4:00 p.m., Friday,
March 15, 1996. You must submit 12 copies of your application.
