SUBJECT: Historic Cabins Park
The Historic Cabins Park project is going before the Parks and Recreation Council Committee
for acceptance of the Preliminary Design and Preliminary Cost Estimate. The motion is
required by step two of the Capital Improvement Policy of the City. Following acceptance by
the Committee the Preliminary Design and Cost Estimate will be forwarded to Council for
approval.
The Preliminary Design and Cost Estimate were reviewed by the Parks Commission on June
1, 1995. The Commission moved to accept the Preliminary Design with the provision that staff
explore alternatives for surfacing materials for the pathway, location of the crosswalk, the
' future of the orchard, restoration of on site barbed wire /split rail fencing and the path
connection to the Hylebos State Park.

SUBJECT: Historic Cabins Park
FACT SHEET
• Historical Cabins Park a four acre site is located on South 348th Street on what was
formerly known as the presbytery property.
• Purchased as part of King County's 1989 Open Space Bond Issue
• The site contains the west boundary of the West Hylebos wetlands and borders north
boundary of West Hylebos State Park. Two cabins have been moved to the site:
1. The Denny Cabin is the oldest log house to survive Seattle's fire of 1989. It
was finished just five weeks before the fire, by Edward Lindsley and his wife
Abie Denny in 1989 grid used by his father in law David Denny and wife Louisa
Boren for a Real Estate office to sell lots in his North Seattle plat. David Denny
came to the Northwest in a covered wagon with his father John and along with
the Borens and Mercers was one of the founding fathers of Seattle. The Cabin is
an irreplaceable historic structure for the Northwest.
2. The Barker Cabin was the original log cabin on the 160 acre Barker
Homestead where the Federal Way Shopping Center now stands. Built in
1881 it was the first house in that area.
• The Denny Cabin was donated to the Historical Society of Federal Way by the Federal
Way Shopping Center. It had been located at what was then called "Heritage Village"
since 1966 to open Federal Way 's Fourth of July Celebration. It had been saved from
the wrecking ball at the last minute to make way for a restaurant parking lot on Queen
Anne.
• 1991 Arts Commission approves $6000 grant to move cabin to Brooklake temporarily.
• 1991 King County provides restoration Grant for $5500.
• May 21, 1991 City Council passes resolution declaring the Denny and Barker Cabins
Historically Significant.
• May 7, 1992 Conceptual plan of park developed and approved by Parks Commission.
• 1993 Council awards $10,000 grant for moving cabins to permanent location and
construction of foundations. Parks maintenance staff graded, filled and compacted

foundation locations. ($4,092 remains of this budget)
• December 1993 Parks and Historical Society contract to move cabins to permanent
Hylebos site. Process III is required by City for new Park development. Requires
Construction Drawings for Park and SEPA checklist.
• April, 1994 topographic survey of site was done for $820 and a wetland report was
done for$2,072.
• September 1994 volunteers move Barker Cabin on to site.
• October 1994 Denny Cabin is moved on to site
• 1995 The Roper Company hired to prepare construction drawings and SEPA checklist
for process III. We are currently 50% complete on this contract. Contract is for
$14,079 which is funded out of the Park Planning professional services budget.
• Anticipated completion of Roper contract is July 7. Anticipated completion of Process
III is September 1995.
• Anticipated construction cost of park is approximately $150,000.
• Park improvements include parking, walkway, interpretive signs, landscaping and
irrigation, storm drainage. Cabin restoration is planned as volunteer project.
• Current status is Barker Cabin boards are lying unprotected on ground around
foundation. Eagle Scout has volunteered to organize this effort.
• Parks department to facilitate meeting between Historical Society and Eagle Scouts.
• June 1, 1995 Preliminary design and cost estimate presented to the Parks Commission
for approval.
• June 12, 1995 Preliminary design goes to Parks Council Committee for approval.
• June 20 Preliminary design goes to City Council for approval.

SUBJECT: Celebration Park Update for Parks and Recreation Council Committee
The Celebration Park project design is proceeding with the involvement of the Citizen
Advisory Committee and the City Staff Committee. This presentation will be to update the
Council Committee on progress so far and to receive input. The project will go to the full
Council for the Council Study Session of July 5.
The remaining Citizen Advisory Committee Meetings are set for June 19, June 26, and July
10. The next Staff meetings are set for June 30 and July 14. There will be one Public Meeting
on June 28. The last Council Committee meeting is set for July 10 and last City Council
meeting is set for July 18.

PURPOSE OF THE MEETING
The meeting was held to gather any additional needs and concerns from the committee, to present
new information on wetlands, and to review preliminary alternatives for the master plan.
DISCUSSION
• Bruce Dees asked if there were any additions or corrections to the previous meeting minutes.
There were no additions or corrections to these minutes.
• Bruce Dees asked if any member of the group had any additional needs and concerns to add
to the list already compiled. The following additional needs and concerns were stated:
• Although Ted Enticknap desires to have physical police presence as a program item,
and possibly a police precinct station on or near the site, there was no consensus among
the group for a precinct on or adjacent to the site.
• Mary Ehlis (substituting for Laureen Walker) stated that she would like to see an
outdoor performance area associated with the Civic Building as a higher priority than is
currently listed on the prioritized program elements list. She also emphasized the need
to minimize automobile and pedestrian conflict, and stated that she is not in favor of an
arterial through the park. Finally, she stated that she is concerned about the impact of
traffic associated with park uses, and would like the design to minimize the impact of
traffic generated by park uses (ballfields, civic center, etc.).
• Marion Batholomew stated that he believes parking must remain a high priority in the
design, even though traffic impacts should be minimized.
• Wendy Howe stated that the design team should attempt to foster a cooperative -
relationship with the Corps of Engineers regarding wetland confirmation and
mitigation.
PRELIMINARY ALTERNATIVES
• Bruce Dees and Mike Oechsle presented several preliminary alternative designs for the park.
Copies of all of these alternatives are included with the minutes. The following general
comments were made regarding the alternatives:
• The committee requested that some alternatives explore positioning the Civic Center in
the two locations on the site for which the Council has stated a preference.

• The committee stated that the design should include turf fields for soccer rather than all-
weather fields. Bruce Dees stated that the City Staff direction on the composition of the
fields was to make these all- weather fields. He stated that, because it is the City's desire
to have all- weather fields for ease of maintenance, the design will look at some all-
weather fields and some turf fields. However, the members of the Citizen Advisory
Committee stated that they are nevertheless requesting all turf fields.
• The committee prefers that if baseball and soccer fields overlap, that the infield area of
the baseball field should not be inside the soccer field area given its different
composition from the rest of the field.
• The committee requested that some alternatives explore soccer fields which can allow
for change in the direction of play and positioning of goals to preserve turf.
• Ted Enticknap suggested some alternatives consider entry and exit (at least for
pedestrians) off of 330th Street.
• Wendy Howe stated that it would be preferable if the sports fields were to be separated,
that a soccer field be separate from the rest of the soccer fields, and that a batting field
be separate from the remainder of the batting fields.
• The committee agreed that a minimum of six soccer fields is still a high priority
program item, however, they would consider reducing the number of batting sports
fields to three.
NEXT MEETING
• It was agreed that the next meeting of the Advisory Committee will be held on June 19, 1995
at the Klahanie Lake Community Center at 6:00 p.m. Committee members are to submit their
comments on the attached alternatives to Bruce Dees & Associates by June 12, so that these
comments can be considered as the alternatives are refined.

SUBJECT: Renaming of Steel Lake Park Field #5
The Parks and Recreation Commission hosted a public hearing on June 1 to solicit input on the
renaming of Steel Lake Park Field #5 after John Masengale. The City previously received a
generous $10,000 donation from the Masengale family in memory of John Masengale, who died
in the line of duty, to be used specifically for improvements to field #5. The only name
recommended was John Masengale Field
The Parks and Recreation Commission made a motion to name Steel Lake Park Field #5 "John
Masengale Field."
It is requested that the Parks and Recreation Council Committee forward this recommendation
to the City Council.

Dear Ms. Schroder,
I am a frequent user of French Lake Park in Federal Way. I find the park to be a "gem" for our
city.
I understand that the city has been approached by the water district wishing to purchase the
property for their needs. I am significantly opposed to any usage of the property other than its
current quite, serene setting.
The water district may need additional property for growth. But they should limit their expansion
onto some alder - infested, commercial property; not one of Federal Way's most beautiful settings.
French Lake Park is one of the most beautiful parks and settings in Federal Way. The park
includes four ponds and some of the most majestic second growth firs around. The city and its
residents were lucky to acquire the old golf course and we all need to be good stewards of quality
parks in our community for generations to come.
I am opposed to selling the property to the water district and wish to be notified of any public
hearing on this matter.
