ADJOURN 4111 • CITY OF FEDERAL WAY PARKS, RECREATION & CULTURAL SERVICES DEPARTMENT MEMORANDUM DATE: March 6, 1995 TO: Parks and Recreation Council Committee FROM: Jenny Schroder, Director of Parks, Recreation & Cultural Services SUBJECT: Parks & Recreation Commission Motions The following motions were made at the March 2 Parks and Recreation Commission meeting: Subiect Interagency Committee for Outdoor Recreation (IAC) Application. Margaret Nelson moved, Dave Kaplan seconded a motion to recommend Celebration Park Phase I, Lakota Park renovation and Panther Lake open space park developments projects for IAC grant application. Motion passed. Subject Transfer of Truman High School CDBG monies to new project. Jack Suchy moved, Dean McColgan seconded a motion to recommend that the CDBG monies be transferred to Mark Twain Elementary School. Motion passed. Subiect Evergreen Estates Retention Pond Utilization /Public Hearing Bob Kellogg moved, Dave Kaplan seconded a motion to not do anything with the site at this time based on citizen comment. Motion passed. Subiect Visitation Retreat Center Naming The motion was prefaced by the following quote by Cheri Harris - Smith: "As a way of providing closure to the naming of the Visitation issue, the Naming Committee of the Parks and Recreation Commission made the following motion." Bob Kellogg moved, Margaret Nelson seconded that the Parks and Recreation Commission recommend to the Parks and Recreation Council Committee that the name of Visitation, when dedicated, be given as "Visitation Park, Arts, Retreat and Conference Center." Motion Passed. Subject Bond Issue Informational Meeting Dave Kaplan moved, Margaret Nelson seconded a motion that the Parks and Recreation Commission host a public information meeting on bond issues in April. Motion passed. PAIS AND RECREATION COMMISSION • EVERGREEN ESTATES PUBLIC HEARING Wednesday, February 15, 1995, 7:00 p.m. Lake Grove Elementary School MEETING SUMMARY The public hearing was held to solicit input /comments from the community on the utilization of the Evergreen Estates retention pond /open area. Commission members present: Jim Baker, Dave Kaplan, Bob Kellogg, Dean McColgan, Margaret Nelson, Bobby Roach, Jack Suchy Staff present: Jennifer Schroder, Director of Parks, Recreation and Cultural Services; David Wilbrecht, Superintendent of Park Maintenance and Operations; Sue Floyd, Administrative Assistant Baker called the meeting to order at 7:00 p.m. Baker explained to the audience that this neighborhood retention pond currently has an existing basketball pad and asked if the audience would like the City to place a basketball hoop at this site, or make any other changes /improvements. Deborah Peters, 30906 5th Way South, Federal Way Comment: Consider the habitat living in the natural woods (red fox in the greenbelt, owls). Golfun and other parks are close to the neighbors to use. Greg Peters Comment: Eliminate the basketball court; the 312th courts are nearby for usage. Give the wildlife first priority; people second. Curt Peterson, 30902 5th Way South, Federal Way Comment: When the original court was built, it was not used. The terrain is steep; would ruin the site to develop it or cut trees. Because people are not aware that the retention area exists, afraid that if the site is made accessible with trails and benches, it gives people an opportunity to dump debris, appliances. No problem with developing the half court basketball hoop. The retention pond is a safety issue; kids love to play around water. Kelly Thayer, 507 South 309th Court, Federal Way Comments: Would like to see the court refurbished. Clean brush on the pathway; don't cut trees; keep natural, but usable. The stream should be kept as natural as possible. Does not want to see the site cultivated or mowed. The neighbors should take the site under their wing and take care of it. Put up a "tow away zone" sing on 308th Street to detract cars. People won't come over to this little site when there are nicer ones. Harry Swanson, 20 Western St. NE, Auburn Comments: Keep area well- groomed; occasional bench, tables. Do not tear out the cement on basketball pad; instead add four to six inches of grass on top of the cement. If you put up a basketball hoop and it looks good, word of mouth will attract others. Leave it alone. Darryl Genest, 30647 2nd Avenue South, Federal Way Comments: Would like area to remain natural with trails. Clear the site. Jerry Kurtz, 316 South 308th (PO Box 23189), Federal Way Comments: Leave site undisturbed. Does not want to see the site populated with people and kids. It does not need to be developed; leave as is. • • Evergreen Estates Public Hearing Page Two February 15, 1995 Glennis Golden, 30442 3rd Place South Federal Way Comments: Would like to see a basketball hoop put in; half -court only. Mrs. Golden has five grandchildren (boys) who would love to play there. The children need an area to go to within walking distance of their homes. Leave other portion natural. Jim Grayson, 436 South 308th, Federal Way Comments: Site could be a positive benefit to the neighbors to the east if City would maintain. A basketball hoop would help the young kids to develop their skills if they are not good enough to play on a team. Much of the wildlife has been misplaced. Barbara Peterson Comments: Asked if the fence around the retention pond would remain. Schroder responded that the fence would remain due to liability reasons. Feels strongly that no trees be removed, and she is against trails. Would like to see the wildlife maintained. No benches, no tables; leave undisturbed. Against fertilizers and pesticides on any grassy areas. The public hearing adjourned at 8:40 p.m.
