HomeMy WebLinkAboutPRHSPSC MINS 03-17-1997 • mug SUMMARY In attendance: Council Committee members Jack Dovey, Mary Gates, Hope Elder Staff members Jenny Schroder, Director of Parks, Recreation and Cultural Services; David Wilbrecht, Deputy Director; Jon Jainga, Parks Development Planner; Londi Lindell, City Attorney; Sue Floyd, Administrative Assistant Guests: Parks and Recreation Commission members David Kaplan, Bob Kellogg, Jerry Bollen, Barbara Reid, Bobby Roach; Marion Bartholomew, Chris Lane Chair Dovey called the meeting to order at 8:00 a.m. PUBLIC COMMENT Marion Bartholomew: Voiced his support for an of leash dog park, preferably at French Lake Park, and viewed it as a project the City could do with minimal resources and money. Dave Kaplan: Mr. Kaplan requested that the City Council determine a philosophy on the disposing of park land. Mr. Kaplan was referring to a newspaper article he distributed at the February meeting on Seattle's initiative of the disposing of park land. Chris Lane: Requested a skateboard parkin Federal Way. The youth can no longer skate at schools, and are not allowed to skate near businesses. Mr. Lane would very much like to see a skateboard park in this city. Mr. Dovey noted that Air Walk is giving $15,000 grants to cities building skateboard parks, and he will forward the information to Ms. Schroder. Mr. Lane was encouraged to attend the upcoming Youth Commission meeting, as they have been discussing a skateboard park. BUSINESS ITEMS OFF -LEASH DOG PARK At the February meeting, the Council Committee requested that the Parks and Recreation Commission review their 1997/1998 work plan to eliminate one project so that the off -leash dog park project could be added. At their March 6 meeting, the Commission did not determine which work plan item could be moved. The Commission accepted the offer of interested citizens to do the research on this type of park and report back to the Commission at future meetings. This topic will be placed on their April agenda. Ms. Elder reminded the Commission of the interest in a skateboard park by youth at French Lake Park, and not to focus on one property only for an off -leash park; look at the entire park inventory. Ms. Elder world like to see the youth skateboard park issue resolved before the of leash park. Ms. Gates noted that it is important for citizens to know that it is currently illegal for dogs to be off -leash in the park system. According to Mr. Wilbrecht, there is no such park in South King County, and if one is designated in Federal Way, it will bring in dog owners from other local cities. The Commission will report back to the committee on April 14. SURPLUS SCHOOL DISTRICT PROPERTY • Certain properties to be surplused by the School District have been listed through a real estate company, some with the District's own contact. According to Ms. Schroder, no listing prices are available. Parks and Recreation Council Committee Page Two March 17, 1997 Summary Ms. Schroder was informed by the School District of a ten acre site available off of Dash Point, known as School Site • #9. Staff will look at the property to see if it would qualify as open space in the event funds through the Conservation Futures Funding program become available. 320TH STREET LIBRARY "STORYBOOK PARK" The Rotary Club has expressed interest in adopting the library's pocket park, also known as "Storybook Park." The King County Library System is agreeable to maintaining the park. The property converted for park use can be credited to the City of Federal Way's inventory. RECREATION UPDATE Ms. Schroder updated the committee on recreation activities. Spring class registration has begun, and the recreation staff have implemented the new registration software. At the February committee meeting, members requested options for no -cost recreation activities. They include the upcoming egg hunt; the Red, White and Blues Festival; Canine Frisbee Contest; Summer Concert Series; several senior citizen programs; and all park sites. Most programs listed in the brochure have fees attached to them, per Council policy for recreation recovery. PARK UPDATE The Lake Grove ballfield renovation project is out to bid, as well as the Visitation Retreat and Cultural Center restroom project. The architects for Lake Killarney are working on the plans and specifications so that it will also go out to bid this summer. Staff have been interviewing for seasonal park maintenance positions; additionally, staff is looking at the utilization of contract funds to supplement the work load. Staff reported that the ballfields are extremely muddy, due to three weeks of rain. The Celebration Park wetland permit is currently under review by the Army Corps of Engineers. A decision is expected by March 21. Due to new regulations beginning January of 1997, the 1994 application bad to be resubmitted.
