SUMMARY

Chair Dovey called the meeting to order at 8:00 a.m.
PUBLIC COMMENT
Laird Chambers, Chair of the Parks and Recreation Commission, read a recommendation from the Commission for the
• Council to consider during the upcoming budget adjustment discussion. The recommendation includes continuing to focus
on youth and adolescence programs and services; elimination of youth field usage fees; implement an expanded youth
recreation scholarship program; develop programs to address the teen alcohol, drug, violence and crime crisis; and
develop the skate park. Mr. Chambers asked that the Council Committee 1) accept the recommendation in concept and
direct staff to provide additional information about budget, recovery rate and youth programs, or 2) request the
Commission prioritize the recommendation for future consideration. Chair Dovey added this item to the agenda for
discussion.
BUSINESS ITEMS
SKYHAWKS SPORTS ACADEMY
Skyhawks Sports Academy has provided sports camps for youth for the past six years. Camps are offered in baseball,
soccer, basketball, roller hockey and mini -hawk, a basic skills camps for 4 -7 year olds. The contract states that the
Skyhawks shall retain 90% of the gross receipts, the City shall retain 10%. MARY GATES MOVED, HOPE ELDER
SECONDED A MOTION TO AUTHORIZE STAFF TO PREPARE AND EXECUTE THE AGREEMENT WITH
SKYHAWKS SPORTS ACADEMY. MOTION PASSED.
NATIONAI. MAINTENANCE CONTRACTORS
National Maintenance Contractors currently provides janitorial maintenance at City Hall and Klahanee Lake
Community/Senior Center. The Maintenance /Labor Agreement currently in place for one year has an option to extend
the agreement for additional periods of time upon the mutual written agreement of the City and the contractor. Staff
recommended extending the agreement for one year; total compensation for services is $23,700. The frequency of
janitorial maintenance at Kiabanee Lake has been increased to five days per week due to the consolidation of the
Recreation Division. HOPE ELDER MOVED, MARY GATES SECONDED A MOTION TO AUTHORIZE THE
CITY MANAGER TO ENTER INTO AN AMENDMENT WITH NATIONAL MAINTENANCE CONTRACTORS
IN THE AMOUNT OF $23,700. MOTION PASSED. -
• HISTORICAL SOCIETY
The Historical Society Board members inspected the Fisher's Pond residence as a potential site for their headquarters,
and have approved the use of the site. The existing caretaker is interested and willing to work with the Historical Society
to continue as the caretaker of the facility. MARY GATES MOVED, HOPE ELDER SECONDED A MOTION
DIRECTING STAFF TO NEGOTIATE A LEASE AGREEMENT WITH THE HISTORICAL SOCIETY TO
MANAGE THE FISHER'S POND RESIDENCE. MOTION PASSED.
STEEL LAKE MAINTENANCE OPERATIONS BUILDING ROOF BID AWARD
As part of the 1997 budget, Council approved $40,000 for roof repair at the Steel Lake Maintenance Operations building
(old fire station). Bids were opened on October 9 and the lowest, responsive bid was Meyer Bros. Roofing in the amount
of $29,073.31. MARY GATES MOVED, HOPE ELDER SECONDED A MOTION TO AWARD THE BID TO
MEYER BROS. ROOFING IN THE AMOUNT OF $29,073.31 FOR THE Sill 1:L LAKE MAINTENANCE
OPERATIONS BUILDING RE -ROOF PROJECT. MOTION PASSED.
SCHOLARSHIP/FEE REDUCTION PROGRAM
At last month's Council Committee meeting, committee members asked staff to change the scholarship/fee reduction
guidelines to make the program available to Federal Way residents only, versus Federal Way School District residents, -
for determining eligibility. The guidelines have been revised. HOPE ELDER MOVED, MARY GATES SECONDED
A MOTION TO APPROVE THE REVISED GUIDELINES AND FORWARD TO FULL COUNCIL. MOTION
PASSED.
WIRELESS TELECO MMUNICATIONS SYSTEM AT SACAJAWE PARK
Nextel Communications has requested approval to install a cellular antenna facility at Sacajawea Park. They have
proposed to mount two antennas on top of an existing ballfield light pole, with the ground equipment located in a vacant
concession building on site, for a starting fee of $6,000 per year. Ms. Gates noted that the Land Use Committee is
already in discussion regarding this matter for other providers. HOPE IDLER MOVED, MARY GATES SECONDED
A MOTION TO DIRECT STAFF TO BEGIN NEGOTIATION FOR A LEASE AGREEMENT WITH NEXTEL
COMMUNICATIONS FOR A TELECOMMUNICATIONS FACILITY AT SACAJAWEA PARK. MOTION
PASSED.

The Celebration Park Fund Raising Committee will begin contracting with the Rainier Audobon Society and Federal Way
Youth Soccer Association as 501(c)(3) organizations for the fund raising component of the project. Staff will work with •
the Legal Department on liability issues regarding volunteers. The finalized document will be presented at the November
meeting.
EPA TRAIL PHASE II DEDICATION
The dedication is scheduled for Saturday, October 18 at 11:00 a.m.
PARKS AND RECREATION COMMISSION MOTION
As a continuation of the public forum section of this meeting, there was some concern regarding the Commission's
involvement with programs for teen alcohol/drug abuse and crime as this is in the Police Department's purview. It was
suggested that the PRCS Department work with the Public Safety Department to address these types of programs. Mr.
Reuter noted that attendance at the Friday night teen "Jam Session" has dwindled to no more than ten youth due to lack
of interest. There were no resources to build on the program. Staff is researching cooperative activities for teens with
the Public Safety Department, and specifically with the two new Public Safety Recreation Coordinators.
Regarding the Commission's request to eliminate youth field user fees, Mr. Dovey felt it not equitable to look at just one
area versus the entire budget. Mr. Dovey requested the Commission bring back to the Council Committee the effect their
request will have on the recovery rate.
MIRROR LAKE PARK
The new playground has been built; it was designed by the neighborhood children.
LAKE GROVE/MARK TWAIN
Due to the wet weather, installation of the sod is on hold. The fencing will remain for another four weeks to keep people
off the sod. The stairs at the Lake Grove Elementary field have been renovated by a Scout group.
