Chair Dovey called the meeting to order at 8:02 a.m.

Mr. Church represents Northstar Recreation, Inc. Mr. Church and NRI are proposing a joint venture with the City
for the construction of an ice arena and golf driving range at the south portion of Celebration Park. The
construction of the two amenities would require 12 -13 acres of property, on parking. Lindell noted that
if the City Council contemplates this idea, a "Request for Proposals" should be advertised due to the potential
interest of other parties. A project summary was distributed.
BUSINESS ITEMS
ADELAIDE PARK /ACCEPTANCE AND RETAINAGE RELEASE
The improvements at Adelaide Park are complete, and the five percent retainage held on the original contract is
required to be released. A contract dispute does exist between Paul Brothers, Inc. and the City regarding the credit
for deletion of one tennis court. The City Attorney is negotiating with Paul Brothers, Inc. on a final resolution.
The disputed amount is separate from the retainage. MARY GATES MOVED, JACK DOVEY SECONDED A
MOTION TO RELEASE THE RETAINAGE AND CONTINUE THE MEDIATION. MOTION PASSED.
KLAHANEE LAKE COMMUNITY /SENIOR CENTER ELEVATOR COSTS
The Klahanee Lake Community /Senior Center elevator project, funded by 1994 and 1995 CDBG monies, has had
numerous issues come up during the construction, including the discovery of an unmarked sewer line and changing
code interpretations by the State elevator inspectors and the Fire District inspectors. The total amount of cost
overruns is $4,624.17. There is available funding in the CDBG Planning and Administration budget to cover the
overruns. MARY GATES MOVED, JACK DOVEY SECONDED A MOTION TO ALLOCATE $4,624.17 TO
THE CDBG CONTRACT. MOTION PASSED.

FISHER'S POND OPEN SPACE COST SUMMARY
On January 2, the City Council requested additional information regarding the costs to preserve the house located
at Fisher's Pond, and the additional repairs necessary for a caretaker to occupy the facility. Immediate repairs
include roof repairs, exterior building repairs and water pump repairs for a total of $550. All repairs with the
exception of the water pump will be performed by the caretaker. Repairs necessary to occupy the facility include
repair to ceiling, plumbing and window replacement for a total of $1,100. The funds are available in the general
operating Park Maintenance budget. The caretaker would be a staff person, who would live in the house, providing
security and improvements to the site in lieu of rent. The caretaker would pay all utilities. The staff person has
the expertise to perform the building and landscaping improvements. MARY GATES MOVED, JACK DOVEY
SECONDED A MOTION TO SUPPORT THE REPAIRS AS DESCRIBED IN THE JANUARY 9 MEMO AND
ENDORSE THE BUDGET FOR THOSE ITEMS. MOTION PASSED.
VISITATION RETREAT AND CULTURAL CENTER LANDSCAPE MAINTENANCE BIDS
Park Operations recently completed a "Request for Quotations" process for landscape maintenance services for three
sites: 13th Avenue S.W., Visitation Retreat and Cultural Center, and the Visitation rose garden maintenance.
Meyers Master Lawn Care was the low bid at $22,271.12. MARY GATES MOVED, JACK DOVEY SECONDED
A MOTION TO ACCEPT MEYERS MASTER LAWN CARE'S BID OF $22,271.12. MOTION PASSED.
PARKS AND RECREATION COMMISSION PRIORITIZED WORK PLAN
The Commission was requested by the Council Committee to prioritize their 1996 work plan, which was distributed.
The number one priority is a city -wide survey of parks and recreation services. The original survey done by
Draggoo and Associates could be used as the model. Volunteers, service groups and youth organizations could be
utilized to assist with the survey. This is not a budgeted 1996 item. This item will be discussed at the City •
Council's January 26 retreat.
