The School District desi to jointly master plan their adjoining property along with the City's property for community recreation purpo The School District has committed $25,000 towar the project. The dra ft interlocal agreement was previously distributed. PARK MOVED, DOVEY SECONDED A MOTION TO APPROVE THE INTERLOC AGREEMENT AND FORWARD TO CITY COUNCIL. MOTION PASSED. PARKS AND RECREATION COMMISSION APPOINTMENT On December 7, the Parks and Recreation Commission passed two motions: 1) requesting the City Council appoint a replacement for Jack Suchy due to four unexcused absences from meetings this year and his indication to resign, and 2) requesting the City Council appoint alternate member Jerry Bollen to complete Jack Suchy's term. PARK MOVED, DOVEY SECONDED A MOTION TO REMOVE JACK SUCHY FROM THE COMMISSION AND APPOINT ALTERNATE MEMBER JERRY BOLLEN TO COMPLETE SUCHY'S TE AND FORWARD TO THE CITY COUNCIL. MOTION PASSED. FISHER'S POND OPEN SPACE Fisher's Pond was acquired in 1994 through the 1993 Conservation Futures Program. Included in that acquisition was a three bedroom rambler -style house. The Conservation Futures Program has balan remaining for the demolition of buildings. Schroder explained that the house could be used as a fu ture interpretive center. The site is currently boarded up and vandalism has occurred both to the building as well as the site itself. To change the • use of the house from a residence to an interpretive center would involve Process III. Parks and Recreation Council Committee Page Two December 18, 1995 1110 The options for the site include: demolition of the house, leave the house as is until such time Process III is complete, or place a caretaker in the house until Process III is complete. Staff recommends that a caretaker reside in the house until Process III is completed, which is expected to take one year. Staff recommends a park employee who would agree to provide services for rent during the term of the lease. The services include performing repairs and maintenance to the building and grounds around the house and provide park security. A lease agreement would be drafted to identify the terms and conditions of the work. Included in the lease would be a list of repairs, a work schedule, an estimate of hours needed to perform the work and a monthly inspection form. The Committee reviewed various options to fill the caretaker position, including contracting with service groups and agencies. After a thorough discussion, the Committee agreed the public process needed to develop the request for proposals, advertise, and review proposals from interested parties, selection of the vendor, drafting and completing the lease agreement would postpone moving a caretaker into the house for several months. DOVEY MOVED, PARK SECONDED A MOTION TO KEEP THE RESIDENCE AS A PROGRAMMING COMPONENT AND SECURE A CARETAKER TO RESIDE TO PROVIDE INTERIM SECURITY UNTIL SUCH TIME PROCESS III IS COMPLETED AND PROGRAMMING OF THE FACILITY IS FUNDED. MOTION PASSED. DUMAS BAY OPEN SPACE The City was awarded a grant of $7,210 by King County Community Services Division Urban Resources Partnership for interpretive signage at Dumas Bay open space. On December 11, King County Community Services Division hand delivered the King County Miscellaneous Services Contract for approval and City Manager signature. King County received confirmation from federal agencies that the timeline for the project has been moved forward, and it must be completed by March 31, 1996. PARK MOVED, DOVEY SECONDED TO ADOPT THE AGREEMENT FOR FORWARD TO CITY COUNCIL FOR APPROVAL AUTHORIZING THE CITY • MANAGER TO SIGN THE CONTRACT. MOTION PASSED. PARKS AND RECREATION COMMISSION 1996 WORK PLAN The 1996 work plan was distributed and reviewed. Dovey requested the list be in priority order, and requested that "Public/Profit" be added under "Partnerships." SCHOOL FIELD IMPROVEMENT UPDATE Eighty percent of the 1995 projects are complete. The Celebration Park Action Committee (CPAC) has completed their list of projects for 1996, which will be distributed to the City Council in January. Wilbrecht gave a brief description of the Lake Grove Elementary and Federal Way High School west stadium projects.
