SUMMARY In attendance: Council Committee members Jack Dovey, Hope Elder Absent: Mary Gates Staff members Jenny Schroder, Director of Parks, Recreation and Cultural Services; David Wilbrecht, Deputy Director, Jon Jainga, Parks Development Planner; Bob Sterbank, Assistant City Attorney; Sue Floyd, Administrative Assistant Guests: Parks and Recreation Commission members Barbara Reid, Jerry Bollen, Bob Kellogg, Bobby Roach Chair Dovey called the meeting to order at 9:00 a.m. PUBLIC COMMENT • Staff distributed a letter delivered this morning from Cindy Bennight of the Wedgewood neighborhood regarding the community's continuing support of the development of the Wedgewood retention pond into a park. Schroder explained that this process began in 1994, a master plan was developed and several public meetings were held; however, due to budgetary constraints, the project was not pursued. Approximate cost of the desired master plan was $44,714. Dovey and Elder will visit the site. BUSINESS ITEMS SURPLUS PROPERTY RESOLUTION AMENDMENT This item was tabled due to unanswered questions. JIERITAGE WOODS MASTER PLAN Heritage Woods is a new residential development off of Military Road. The developer, Parklane Ventures, will construct a small neighborhood park, which will be deeded over to the City. The City would then be responsible for maintaining the site. The developer will expend $50,000 for construction and material in association with the park development. Additional park amenities will be constructed by the developer if any of the $50,000 budget remains after the lawn area and trees are installed. The PRCS Department has contracted with Marty Lyons Landscape Architects to develop the park plan and work directly with David Morrison of Parklane Ventures. The park will be constructed this summer. Dovey suggested a partnership between the PRCS Department and the residents for maintenance of the park. VISITATION RETREAT & CUI.TIIRAI. CENTER PARKING LOT Sixty new parking stalls will be added to the Visitation parking lot. The project will go out to bid in June, with construction beginning at the end of August. SKATE PARK Wilbrecht reported that a site visit of other area skate parks was conducted on April 21 by members. of the Parks and . Recreation and Youth Commissions, as well as staff. Sites visited, and - .video taped, include Seattle, Iqrkland, Bellevue, Mercer Island and Ken. The Parks and Recreation Commission hosted a public meeting on May 15, with 51 citizens in attendance in support of the park, including Yelm Police Chief Glen Dunnam, Pam McFall from the City of Kent and Rick Sill from the City of Des Moines. Wilbrecht noted that a petition in support was submitted to the City with 91 names on it. Wilbrecht estimated the cost of this type of park to be $150,000- 200,000 (includes inflation). Parks and Recreation Council Committee Page Two May 29, 1997 Summary • The City of Kent spent $ 140,000. Airwalk has grant opportunities; typically awarding $5,000 for skate park development. Airwalk will send a video that describes funding, development, etc. Wilbrecht supports a covered facility, as it is protected from the weather, but it is more expensive. During the wet season, if the facility is not covered, people don't use it. The committee watched the video tape of the sites visited. Reid suggested a three- tiered facility so that beginner, . intermediate and advanced skaters have their own areas. Elder felt it important that the park be visible, not isolated. For the June meeting, staff will provide the committee with estimated costs of development, a time line, and location options. TAKE GROVE SPORTS FIELD The Lake Grove sports fields are under constriction. Jainga reported that the contractor's equipment was vandalized. CELEBRATION PARK FUNDRAISING COMML'rrE At a special meeting on May 21, the Parks and Recreation Commission created subcommittees to work on the Celebration Park project. The committees are as follows: Operations, Facilities, Fees, Funding, and Scheduling. The Facilities Committee will research whether a skate park would fit on the Celebration Park site; it would be easily visible, and parking, restrooms and lighting would be available. The Commission also revised their 1997/1998 work plan, in which the prioritized plan includes Celebration Park, Skate Park and Adopt -a -Park. Sports Field Complex update: The SEPA application has been submitted to the Community Development Department; SEPA and design development will rim concurrently. Final SEPA approval is expected September 1. The configuration of the fields may have to change depending on wetland mitigation (City of Federal Way requirement). Staff will present preliminary plan at 60% design at the August committee meeting, with 95% design at the following City Council meeting. The project is expected to go out to bid on September 2, with contract award on October 7. Higher construction costs may occur due to the time of year for bidding. • • a idol . - . . : Or .PP kAlr ttl The Commission by-laws have been amended to reflect the alternate member's participation. The Parks and Recreation Commission will review the changes for approval at their June 5 meeting. CIP UPDATE The previously distributed CIP report of May 22 was reviewed.
