I. CALL MEETING TO ORDER
Mayor McColgan called the Federal Way City Council Special Session/Public Hearing to order at the
7:02 p.m.
Council members present: Mayor Dean McColgan, Deputy Mayor Linda Kochmar, Councihnembers
Jeanne Burbidge, Jack Dovey, Eric Faison, Jim Ferrell, and Mike Park.
Staff Present: City Manager David Moseley, City Attorney Pat Richardson, and Deputy City Clerk
Stephanie Courtney.

II. PUBLIC HEARING
Christian Faith Center Application for Comprehensive Plan Amendment and Rezone
from Business Park (BP) to Multifamily Residential 3600 (RM3600) and Associated
Development Agreement and Development Plan
Mayor McColgan read into the record the procedures to be followed for the Public Hearing and
opened the hearing at 7:06 p.m.
• Staff Report
Community Development Senior Planner Lori Michaelson gave a brief report to Council outlining the
project and history of the project thus far.
Deputy City Attorney Karen Kirkpatrick spoke to highlight recent changes to the staff report including
updated information from the time the report was put together.
Public Works Traffic Engineer Rick Perez spoke to Council regarding traffic related issues with the
project.

Christian Faith Center Pastor Casey Treat briefly spoke to Council requesting Council move forward with
• this project.

0 Morgan Llwellyn, also spoke to Council on behalf of the Christian Faith Center. He stated the church is
eager to move forward with this new facility, which would bring many new amenities and resources to the
community.
Abbey Road Group Vice - President and Director of Land Development Services Giles Hulsman spoke
regarding this project, and distributed an Exhibit Packet for the Christian Faith Center Proposed
Comprehensive Plan Amendment, Rezone, Concomitant Agreement, Development Agreement and
Development Plan. The information described the project history and site development specifications.

Pearson, John Kanta, Jack Tylare, Gary Robertson, Ted Nelson, Jack Lawter, Cynthia Stokes, Mary Faye
Phillips, Kim Hoffmann, Kelly Wheeler, Louise Koetters spoke in opposition to the Christian Faith Center
project.
At 8:58 p.m. Mayor McColgan announced a brief recess. The meeting reconvened at 9:09 p.m.
Hearing no further citizen comment Mayor McColgan closed the portion of the hearing to accept
public comments at 9:49 p.m. He noted written comments would be accepted until Thursday, May
27, 2004 at 5:00 p.m. Written comments may be submitted to the Department of Conununity
Development.
III. ADJOURNMENT
Mayor McColgan adjourned the Federal Way City Council Special Session at 9:52 p.m., and announced
the Public Hearing has been continued to Tuesday, June 15, 2004 at the regular City Council Meeting at
7:00 p.m. for Council Deliberation and decision.
