1. CALL TO ORDER
Committee Chair Kochmar called the meeting to order at 5:30 PM.
2. PUBLIC COMMENT
There was one no public comment:
Diana Noble-Gulliford, 2754 SW 314th St, Federal Way – Ms. Noble-Gulliford had questions in
response to Sam Pace’s recent letter regarding time extensions for short plats and plats: Will the
City adopt a local stimulus plan? Do the proposed code amendments address the concerns in Mr.
Pace’s letter?
Mr. Fewins commented that the City is making changes to the revised code to help stimulate the
City’s economy; however, there is no “stimulus plan.”

B/C. Amendments to the Federal Way Revised Doce (FWRC) Title 18
“Subdivisions” and Title 19 “Zoning and Development Code”
regarding plat and land use application time extensions and related

Deb BarkerCary Roe presented information on this item. presentation
addressed agenda items B and C. There were two public comments.
was no discussion or public comment.
John Parr, Developer, Federal Way Village – Mr. Parr commented that
as a developer, the proposed extension will be a huge benefit to
developers who have been hit hard during this recession. Mr. Parr
encouraged the committee to approve the recommendation.
Garrett Huffman, Master Builders Association – The Master Builders
Association fully endorses the proposed code and text amendments and
asks the committee approve staff’s recommendation.
Ms. Barker stated that a last minute text amendment was made to
Section 19.15.045 in order to clarity “completeness of applications.”
Ms. Barker also noted that extensions of plat and land use application
time, the code amendments are meant only for active and valid plat and
land use applications.

Will Appleton presented information on this item. There was no public
comment. Mr. Appleton stated that the multi-gas detector will be used in
locations that meet the confined space definition or in instances deemed
appropriate.

G. Sherwood Forest 2009 NTS Project (27th Ave SW; SW 344 to SW 351st)
Rick Perez presented information on this item. There were three public
comments:
Gary Grant, 2621 SW 348th Place, Federal Way – Mr. Grant expressed concern
that, in his opinion, speed humps may not be the solution to this problem. In
addition to the speeding issues, cars are parking along the street and on the
shoulder, forcing pedestrians to have to use the street. Mr. Grant thinks that
heightened police presence and quicker response to cars parking in the right of
way would be beneficial. 27th Ave SW is not signed with a stop or yield sign.
Mr. Grant feels this encourages speeding. If speed humps are truly warranted,
Mr. Grant requests that the lower, less restrictive speed tables be installed.
Chad McGill, 34502 27th Ave SW, Federal Way – Mr. McGill is advocating for
the largest speed humps available for this project in order to drop speeds along

27th Ave SW. Mr. McGill is frustrated at observing police only issue warnings
to speeders along this street and feels that tickets would be more effective.
Zach Thomas, 34400 27th Ave SW, Federal Way – Mr. Thomas agrees with an
aggressive approach to speed humps. He has personally experienced damage to
his personal property from speeders losing control of their vehicles.
Committee Member Ferrell asked for clarification on speed humps versus speed
tables. Mr. Perez explained that the recommended speed for a speed tables is 20
mph, whereas, the recommended speed for a speed hump is 15 mph. The reason
being is that a speed hump is slightly taller and narrower. Mr. Perez also stated
that reports have shown that once installed, the 85th percentile speed over a
speed hump is approximately 27 mph whereas the 85th percentile speed over a
speed table is approximately 27-29 mph. One could argue that both speed tables
and speed humps are equally effective. Mr. Perez went though the scoring
criteria and how this location qualified for the NTS program.
ICM Wilson will look into coordinating with law enforcement to make sure
there is a police presence in this area to deal with parking in the right of way and
vandalism to property.
Chair Kochmar asked why stop signs or yield signs have not been implemented.
Mr. Perez responded that at low volume intersections (27th Ave SW at SW 344th
St), signage has not proven to be as effective. At unsigned intersections, the
“rules of the road” still apply.

H. Lake Grove 2009 NTS Project (SW 304th St; 6th Ave SW to 1st Ave SW)
Rick Perez presented information on this item. There was no discussion or
public comment. Chair Kochmar recused herself.

I. Traffic Impact Fee (TIF)
Mr. Perez and Don Samdahl from Fehr & Peers presented information on this
item. There was one public comment:
Garrett Huffman, Master Builders Association, Bellevue – Mr. Huffman, on
behalf of the Master Builders Association, supports Option #3. The concern of
the Master Builders Association is with the point of collection of impact fees.
The goal being to resuscitate the housing market, it may be in a home buyer’s
best interest to have the option to pay any impact fees at the “point of sale”
rather than have their purchase price reflect the impact fee from the time of the
permit. Mr. Huffman also shared that the City of Sammamish has adopted a
similar ordinance and it appears to be working out well. Mr. Huffman urged
the Committee to recommend Option #3.

Committee Member Duclos also supports Option #3 and recommends
amending the option to replace “certificate of occupancy” with “point of sale”.

5. FUTURE MEETING
Given the cancellation of the August 17th meeting and September 7th being Labor Day, provided
enough interest/agenda items, a LUTC meeting may be added on Monday, September 14, 2009
at 5:30 PM in City Council Chambers. More information will follow.
The next regular LUTC meeting will be Monday, September 21, 2009, at 5:30 PM in City Council
Chambers.
