Committee Chair Duclos called the meeting to order at 5:30 PM.

Surface Water Manager Will Appleton presented information on this item. There was no public
comment or discussion.

C. Pacific Highway South HOV Lanes Phase IV Bid Award
Street Systems Project Engineer Brian Roberts presented information on this item. There was
no public comment or discussion. Committee Member Ferrell asked if the 25% gap in the bid
from the engineer’s estimate was concerning as well as how the bidder was able to get the bid so
low. Did anything specific stand out? Mr. Roberts responded that all five bids were
considerably below the engineer’s estimate. Deputy PW Director Salloum stated that this past
year’s market trend has resulted in most bids coming in at 25% to 30% below the engineer’s
estimate. Contractors are reducing their profits in order to reduce their bid enough to be
awarded a contract. Mr. Roberts and Deputy Director Salloum discussed how bids were
compared and analyzed.
