MEETING SUMMARY
In attendance: Committee members Eric Faison, Chair, and Council members Dean McColgan and Mike Park;
Council-member Linda Kochmar; City Manager David Moseley; Director of Community Development Services Kathy
McClung; Director of Public Works Cary Roe; Assistant City Attorney Karen Kirkpatrick; Deputy Public W orks
Director Ken Miller; Traffic Engineer Rick Perez; Senior Engineering Plans Reviewer Kim Scattarella; Administrative
Assistant Sandy Lyle.
1. CALL TO ORDER
Chair Faison called the meeting to order at 5:31 pm.
2. APPROVAL OF MINUTES
The minutes of the October 21, 2002, meeting were approved as presented.
3. PUBLIC COMMENT
There was no public comment on any item not included in the agenda.
4. BUSINESS ITEMS
A. Devonshire Preliminary Plat – Devonshire is a 29 lot single family cluster subdivision located
approximately between 8th and 12th Avenues SW and SW 360th Street in the South of the City. The Committee
moved and approved forwarding an approval recommendation to the City Council at its November 19, 2002,
meeting. The preliminary plat will be forwarded with conditions based upon the findings and conclusions in the
October 16, 2002, Corrected Report and Recommendation by the Federal Way Hearing Examiner and October
21, 2002 Hearing Examiner revision to the Report and Recommendation.
B. Revised Agreement for the continuation of SCATBd – The Committee m/s/c recommendation of
approval to the City Council at its November 19, 2002, meeting to approve a new revised agreement with
SCATBd. The revisions include the addition of the Muckleshoot Tribe as a voting member; clarification that the
King County Executive and a King County Council member representing South King County shall each have a
seat and a vote at SCATBd; and that dues in the amount of $250 per vote will be considered by June 30, 2003,
for the purpose of accomplishing SCATBd business.
5. FUTURE MEETINGS
The next meeting will be November 18, 2002.
