MEETING SUMMARY
In attendance: Committee members Eric Faison, Chair, and Deputy Mayor Dean McColgan; Councilmember Linda
Kochmar; Councilmember Mike Park was excused; Director of Community Development Services Kathy McClung;
Director of Management Services Iwen Wang; Assistant City Attorney Karen Kirkpatrick; Deputy Director of
Community Development Services Patrick Doherty; Deputy Public Works Director Ken Miller; Traffic Engineer Rick
Perez; Surface Water Manager Paul Bucich; Administrative Assistant Sandy Lyle.
1. CALL TO ORDER
Chair Faison called the meeting to order at 5:31 pm.
2. APPROVAL OF MINUTES
The minutes of the November 18, 2002, meeting were approved as presented.
3. PUBLIC COMMENT
There was no public comment on any item not included in the agenda.
4. BUSINESS ITEMS
A. Comprehensive Plan Text Amendments – The Comprehensive Plan text amendments to
chapters 1-5 were reviewed and discussed. No action was taken. The Committee will take action on
the 2002 Comprehensive Plan Amendments to chapter text, maps and site specific requests after all
presentations are complete.
B. Status Reports on Christian Faith Center, Kitt’s Corner and the PAA Study – Staff
presented updates on Christian Faith Center (CFC), Kitt’s Corner and the PAA Study. CFC is currently
in EIS review which is expected to be complete in early April 2003. The Development Agreement is
complete as far as can be at this time. The Potential Annexation Area (PAA) Study is on hold. The
recent market analysis provided new information which is being studied and issues are being discussed
by staff. The Kitt’s Corner Project is similar to CFC. Multiple owners are working on a development
plan while doing their own market analysis. The development agreement is as complete as it can be
without further information.
5. FUTURE MEETINGS
The next scheduled meeting will be January 6, 2003.

The meeting adjourned at 7:05 p.m.
