A.WeyerhaeuserWayandSouth336th StreetRoundaboutProjectBidAward –MarwanSalloumpresentedthe
staffreport.TheCommittee m/s/c thestaffrecommendationtoplacethefollowingitemsontheApril6,2004,Council
ConsentAgendaforapproval:1)awardtheWeyerhaeuserWayroundaboutProjecttoSandersGeneralConstruction
Co.,thelowestresponsive,responsiblebidder,intheamountof$643,487.00,andapprovea10%contingencyof
$64,349.00,foratotalof$707,836.00;and2)authorizetheCityManagertoexecutethecontract.
B.OrchidLaneFinalPlatandResolution –JimHarrispresentedthestaffreport.Thisapplicationrequestsfinalplat
approvalforOrchidlane,asubdivisionof50single-familylotsonapproximately15.9acres.TheFederalWayCouncil
grantedpreliminaryplatapprovalonDecember3,2002.OrchidLaneisgenerallylocatedatthenorthwestquadrantof
theintersectionof12th AvenueSWandSW344th Street.TheCommittee m/s/c thestaffrecommendationtoforwardto
theCityCouncil,andplaceontheApril6,2004,CityCouncilConsentAgenda,arecommendationapprovingtheOrchid
LaneFinalPlatResolution.
C.WestBranchandMainStemLakotaCreekRestorationProject –100%DesignApprovalandAuthorization
toBid –PaulBucichpresentedthestaffreport.Thisprojectrestoresapproximately4,630 linealfeetofthewestbranch
andmainstemofLakotaCreekfromSouth320th StreetdownstreamtotheupstreamendoftheLakotaWastewater
TreatmentPlant.TheCommitteeapprovedthe85percentdesignstageofthisprojectonOctober20,2003.Sincethen,
threepropertyownershaverefusedtogranteasementstotheCity.Theserefusalswillhaveaminorimpactonthe
projectandwillbringthecostdownalittle.TheCommittee m/s/c thestaffrecommendationtoplacethefollowingitems
ontheApril6,2004,CouncilConsentAgenda:1)approvethe100percentdesignplansandspecificationsfortheWest
BranchandMainStemLakotaCreekRestorationProject;2)authorizetheCityManagertoexecutethenegotiated
easementfromDavidDaileyforuseofhisland foraccesstothecreek,aswellasinstallationofin-streamstructures;
and3)authorizeSurfaceWaterManagementDivisionstafftobidtheprojectandreturntotheCityCouncilfor
permissiontoawardtheprojecttothelowestresponsive,responsible bidderbasedonavailablefunding.
D.South288th StreetatSR99ProjectAccessandPedestrianIssues –RickPerezdeliveredthestaffreport.Two
issueshaveraisedconcernsfromcitizens:accessrestrictionstoadjacentpropertiesandthecrosswalkclosuresacross
thesouthlegoftheSR99andSouth288th Streetintersection.TheCommitteeaskedforpubliccomment.
HarjinderAtwal,ownerofRedondoShell,commentedthatheisnotagainstaC-Curb,aslongasanopeningis
madetoallowleftturnsinto hisbusiness.Hebelievesanopeningcanbeprovidedwithsufficientsight
distance.Hefeelsnothavinganopeningforleftturnswouldbedetrimentaltohisbusiness.

BillBaldwin,ownerofCrestwoodAnimalHospital,commentedthatthemapshowstheaccidentratealongthe
street,whichisthereasonforthebarrier,butitdoesnotshowthespecificlocationsoftheaccidents.He
believesthespecificlocationsoftheaccidentswouldshowthereisnojustificationforthebarrier.Hefurther
commented thattheCitywouldallowu-turns,butwhatistheaccidentrateforu-turns?Hebelievesitishigh.
Finally,hecommentedthatthepropertyownersdidnotreceiveanoticeofthismeeting.
TheCommitteehelddiscussiononaccidentrates,u-turns,sight distances,notifications,theSR99PhaseIIIbudgetin
regardstothecrosswalk,andsight-distanceandroadalignmentinregardstothecrosswalk.TheCommittee m/s/c the
staffrecommendationtoplacethefollowingprojectontheApril6,2004,CityCouncilConsentAgenda:1)changesare
nottobemadeintheproposedC-curbdesignonSouth288th Street;and2)thecrosswalkonthesouthlegofthe
intersectionofSouth288th StreetandSR99istoremainclosed.Inaddition,theCommitteeinstructedstafftoresearch
increasingthescopeandbudgetoftheSR99PhaseIIIprojecttoprovideanadditionallaneonthewestlegofthe
intersectiontoeliminatesplitphasingattheintersectionandthereby,allowingthecrosswalktobeopened.
E.SR99atSouth333rd StreetMedianBreak –RickPerezdeliveredthestaffreport.TheSR99HOVLanesPhase
IIprojectreconstructsSR99betweenSouth324th StreetandSouth340th StreettoaddHOVlanes,raisedmedians,
curbs,gutters,sidewalks,planterstrips,streetlights,streettrees,andundergoundedutilities.Inlate2003,Mr.Kim,a
businessownerlocatedatthesoutheastcornerofSR99andSouth333rd Street,requestedamedianbreaktopermit
southboundleft-turnsfromSR99toSouth333rd Street.TheCommitteehadsuggestedMr.Kimprovideastudyto
documenttheneedforthemedianbreakandtoalsorespondtotheconcernsofCityStaff.Thisstudywassubmittedin
January2004andrecommendedallowingtheinstallationofthesouthboundleft-turnlaneat South333rd Street.The
staffconcurswithmostoftheconclusionsofthestudy,butwithexceptions(thatareoutlinedinthestaffmemorandumto
the Committee) that have led the staff to recommend a denial of Mr. Kim’s request. The Committee asked for public
comment.
MerlePfeifer,AlternatePlanningCommissionerandownerofSparksCarCare,commentedthathisbusiness
isupthestreetfromthisareaandtheyusetheareafortest-drivingvehicles.Hestatedthathiscustomersare
notawarethattheCityisplanningtotaketheleft-turnaway.TheCitysaystheyareremovingtheleft-turnfor
safety reasons, but Mr. Kim’s study shows that most accidents in the area have been rear-endaccidents.The
Cityhasallowedthreeleft-turnsinPhaseI;weshould haveatleastoneinPhaseII.
JaeLee,commentedthattheresultofthestudyisthatitisabenefittobusinessownersandresidentstohave
theleft-turn.
VictorBishop,authorofthestudy,commentedthatthreecriteriawereidentifiedlastfallforwherealeft-turn
wouldbeallowed.Theylookedatthesecriteriawhenpreparingthestudyandineachcase,thecriteriawere
met.Thestudyshowedthataleft-turnwouldremovesometripsandimprovethe336th intersection.
TheCommitteediscussedthe possibilitythatnothavingaleft-turnwouldcausepeopletoreroutetheirtripsand
consequently,stoppatronizingthebusinessesinthearea.Mr.Perezcommentedthatpeoplearelikelytoreroutetheir
trips,butthisdoesnotmeantheywillstoppatronizingthebusinessesinthearea.Studiesshowthatpeoplenowfeel
saferpatronizingthebusinessesinPhaseI.TheCommitteediscussedtheimpactthefutureproposed332nd wouldhave
onthisleft-turn.TheCommittee m/s/c toforwardtotheApril6,2004,CityCouncilConsentAgendaanalternateplanto
provideanopeningat333rd (thatcouldbetemporarybasedonwhatwillhappenwith332nd)andrequestedstaffto
provideadditionalinformationonagridroadat333rd ratherthan332nd ascurrentlyplanned.

F.AgreementBetweenCentralPugetSoundRegionalTransitAuthorityandCityofFederalWayforFuture
DevelopmentofTransitOrientedDevelopmentattheFederalWayTransitCenter –LoriMichaelsondelivereda
shortpresentationonthetopicandKathyMcClungpresentedtheCommitteewithadraftlistofpotentialTODitemsin
response to the City Council’s request. There are six items on a list handed to the Committee, which may be found as
partoftheMarch15,2004,agendapacket;andaseventhwasaddedwherebySoundTransitisaskedtoprovidea
nightmanagementplan.TheCommitteecommentedthatnumbers3(complete21st AvenueSouthgridroad)and1
(makepublicparkingavailableat nocosttoanyparty)areimportant.TheCommitteediscussedhowthisdesigndiffers
fromtheoriginaldesign.TheCommitteediscussedthesizesofthewestandeastpropertiesinregardstoTODanda
pedestrianplaza.Wouldpatronsbeparkingonthesesitesorwithinthegarage?TheCommittee m/s/c todirectCitystaff
topursuenegotiationwithSoundTransitbasedonthesevenrecommendedchangestotheproposedTODagreement.
