MEETING MINUTES
In attendance: Committee Chair Jack Dovey, Committee Member Linda Kochmar, Committee Member Dean
McColgan; Assistant City Manager/Chief Operations Officer/Emergency Manager Cary Roe, Deputy Public Works

1. CALL TO ORDER
Committee Chair Dovey called the meeting to order at 5:30 p.m.
2. APPROVAL OF MINUTES
The November 5, 2007 LUTC meeting minutes were approved.

3. PUBLIC COMMENT
There was no public comment.
4. BUSINESS ITEMS
A. 2007 Asphalt Overlay Project – Final Acceptance
John Mulkey provided background information on the item. Committee Member Kochmar asked what
would happen to the amount of money saved on the project. Does it go back into the Public Work’s budget?
ADM Roe answered that it rolls over into the next year’s Asphalt Overlay Program. Savings this year will
go into the 2008 Asphalt Overlay budget.
Moved: Kochmar Seconded: McColgan Passed: Unanimously, 3-0

B. S 348th Street HOV Lanes (9th Ave S to SR 99) – 100% Design Status
Brian Roberts provided background information on the item. There was no discussion.
Moved: McColgan Seconded: Dovey Passed: Unanimously, 2-0
Committee Member Kochmar recused.
Committee PASSED Option 1 to the November 20, 2007, City Council Consent Agenda for approval.
C. Surface Water Infrastructure Maintenance & Service Contract – Authorization to Bid
Paul Bucich provided background information on the item. Committee Chair Dovey asked for the reason
staff is going out to bid. Does staff feel that we could get a better price or possibly more services? Mr.
Bucich responded by saying that the City has been very satisfied with the current provider, adding that even
with rising fuel prices, the current provider has agreed to extend the term of the original contract without
increasing the pricing several times since the contract was originally executed. On the other hand, since the

contract was executed in 2003, the City’s contract language has been updated and staff would like the
agreement for these services reflect the City’s current contract language. There may also be other providers
that could give the same or greater service at a competitive price. Staff realizes that a new contract may
mean increasing the overall expense to the City, but it is also time to update the contract and reevaluate
potential competitors to our current provider. Committee Member McColgan asked for Mr. Bucich to
define “vactoring” and “jet rodding”. Mr. Bucich s described the vactor and jet rodding truck as a glorified
vacuum cleaner. A long hose with different size adapters is run down the lines in a catch basin and flushes
them with water. The hose then sucks all of the residual material up, cleaning the catch basin of build-up,
corrosion, and potential contaminants to our stormwater system.

D. ILA – City of Federal Way and Lakehaven Utility District; Office Space Agreement
ACM Roe provided background information on the item. There was no discussion.

5. FUTURE MEETING
Committee Member Kochmar read press release for upcoming December 3, 2007 LUTC meeting, inviting
residents to hear a presentation from the Port of Seattle on their Noise Quality Program.
6. ADJOURN
The meeting adjourned at 5:45 PM.
