1. CALL TO ORDER
Chair Faison called the meeting to order at 5:31 pm.
2. APPROVAL OF MINUTES
The minutes of the November 18, 2002, meeting were approved as presented.
3. PUBLIC COMMENT
There was no public comment on any item not included in the agenda.
4. BUSINESS ITEMS
A. Comprehensive Plan Text Amendments - The Comprehensive Plan text amendments to
chapters 1-S were reviewed and discussed. No action was taken. The Committee will take action on
the 2002 Comprehensive Plan Amendments to chapter text, maps and site specific requests after ali
presentations are complete.
B. Status Reports on Christian Faith Center, Kitt's Corner and the PAA Study- Staff
presented updates on Christian Faith Center (CFC), Kitt's Corner and the PAA Study. CFC is currently
in EIS review which is expected to be complete in early Apri12003. The Development Agreement is
complete as far as can be at this time. The Potential Annexation Area (PAA) Study is on hold. The
recent market analysis provided new information which is being studied and issues are being discussed
by staff. The Kitt's Corner Project is similar to CFC. Multiple owners are working on a development
ptan while doing their own market analysis. The development agreement is as complete as it can be
witi~out further information.
5. FUTURE MEETINGS
The next scheduled meeting will be January 6, 2003.

Continuation of 2002 Comprehensive Plan Update- Proposed Amendments to
the Text and Maps of the Comprehensive Plan, Chapters 6 - 10
January 6, 2003
I. BACKGROUND
During the December 16, 2002, public meeting of the Land Use Transportation Committee (LUTC),
the LUTC heard the staff presentations on the proposed amendments to Chapters 1 - 5 of the
Comprehensive Plan. At the end of the meeting, the LUTC requested that staff follow up on specific
items and bring responses back to the LUTC at their January 6, 2003, meeting. Because of the
holidays and time needed to prepare responses, staff is requesting that all follow-up items and
questions, including any that might arise based on the review of Chapters 6 - 10, be discussed at the
end of the discussion of all chapters.
II.
SUMMARY
No action is being requested this evening. The LUTC will be asked to take action on the 2002
Comprehensive Plan Amendments (amendments to text and maps and the site-specific requests)
after the staff has completed all presentations.
In order to assist you in the discussion, please remember to bring the comprehensive plan,
previously provided, to the January 6, 2003, meeting.
