MEETING SUMMARY

1. CALL TO ORDER
Committee Chair Celski called the meeting to order at 5:30 PM.
2. PUBLIC COMMENT
There were two public comments:
Terry Thomas, Northlake Improvement Club — Mr. Thomas spoke on behalf of the Northlake Improvement Club.
Given the understanding that there has been a site - specific request to rezone the former Weyerhaeuser property,
Mr. Thomas wants to make sure that zoning will only be Single- Family (SF) around the lake and that as a condition
of approval of the request, Dr. Summers (applicant) must comply with the Shoreline Management Act.
Joseph Fagg, President, Westway Homeowner's Association — Mr. Fagg, representing his community, spoke in
favor of staffs recommendations for agenda items E and F. Mr. Fagg spoke in support of one -way streets,
reduction of speed limits through Westway and the proposed back -in angled parking.

B. S 356`" St Regional Detention Facility — 100% Design/Authorization to Bid April 16, 2013
Consent
Surface Water Manager Will Appleton presented information on this item. There was no
public comment. Committee member Burbidge asked about the existing impervious surface.
Where will it be removed? Mr. Appleton pointed out the asphalt surfaces that will be removed.
Committee Member Noble - Gulliford inquired what area is served by the S 356 Regional
Detention Facility and if the S 356 RDF will affect the West Hylebos or Brooklake. Mr.
Appleton noted the S 356th RDF collects stormwater from SR 99 to the west to I -5 to the east
and from S 336th St to the north and S 356t to the south. The grant was written so that any new
development within this area will still need to provide its own water quality structure and flow
control.

Chair Celski asked if there will be any traffic implications during construction. Mr. Appleton
stated that most of the construction work that may affect traffic will be done outside of peak
traffic time. Any areas where flagging may be required will be handled on a individual basis.

C. Authorization to Submit a Grant Funding Application to WSTSC
City Traffic Engineer Rick Perez presented information on this item. There was no public
comment. Committee member Burbidge asked what type of beacon will be installed. Mr.
Perez said that the regular flashing yellow beacons will be installed to alert drivers to when the
20 mph is in effect. Committee member Burbidge spoke highly of the Rectangular Rapid
Flashing Beacon (RRFB) and asked if this application could be used on the school zone
flashers. Mr. Perez noted that the RRFB is solely used as a crosswalk treatment and not to
draw attention to other signs.

D. Nautilus '12 Neighborhood Traffic Safety Project — S 305th Street April 16, 2013
Consent
City Traffic Engineer Rick Perez presented information on this item. There was no public
comment. Mr. Perez clarified why the request was named Nautilus, when the request is
actually in closer proximity to Lake Grove Elementary School.

E. Olympic View '12 Neighborhood Traffic Safety Project - Westway
City Traffic Engineer Rick Perez presented information on this item. Public comment was
received during the open public comment portion of the meeting. Joseph Fagg, President,
Westway Homeowner's Association spoke in support of the Mayor's recommendation.
Committee member Burbidge thanked staff for their work on this project and presentation and
asked for clarification on the proposed changes, including the direction and flow of the one-
way traffic. Mr. Perez used the map from the PowerPoint to illustrate the proposed changes.
Committee member Noble - Gulliford inquired about adding pedestrian walkways or signage.
Mr. Perez pointed out that pedestrian walkways will be created behind the back in angled
parking. The parking will act as a buffer. Committee member Noble - Gulliford also noted that
there appears to be no pedestrian walkway continuing from the neighborhood out to 21st Ave
SW. Mr. Perez commented that during the design of this project, this had not been proposed.
Committee member Noble - Gulliford noted concern for the entrance of the Westway
neighborhood, concerned for the safety of the pedestrians crossing from the park/field over to
the playground. Conversation continued around pedestrian safety. Would flashers at a
pedestrian crosswalk be a possible solution to traffic calming. Mr. Perez suggested that speed
enforcement via the one -way travel will help before considering flashers further. As well, the
narrow width of the street will also aid in slowing traffic down.

20 Ave SW. Will sidewalks for pedestrian traffic within the school zone be accessible during
construction? Mr. Salloum responded that the sidewalks will always be available.

K. Selection Process — 2013 Amendments to the Federal Way Comprehensive Plan April 16, 2013
Public Hearing
Principal Planner Margaret Clark presented information on this item. Public comment was
received by Terry Thomas of the North Lake Improvement Club during the open public
comment portion of the meeting.
There was brief discussion on all of the requests. The committee expressed concern regarding
site specific request #2 — Alhadeff. The committee didn't agree with staffs recommendation
and felt that Mr. Alhadeff shouldn't have to have the added burden of facilitating the owner to
the south in order to have his request approved.
(Note to Committee: In the notes taken at the 4/1/13 LUTC meeting, it was written "check
recording" during the discussion that followed after the staff presentation. After experiencing
technical problems and checking with IT, it was discovered an error had been made. The
recording system had been running, but with no volume. Therefore, it is impossible to check
the recording for clarification on this item.)

citizen initiated site - specific requests on for further consideration.

L. 2013 Planning Commission Work Program April 16, 2013
Business
Principal Planner Margaret Clark presented information on this item. There was no public
comment. Committee member Noble - Gulliford suggested adding "structures allowed in the
setback" (FWRC 19.125.160) to the medium priority list and asked Ms. Clark what on the list
can realistically be accomplished in 2013. Planning Manager Conlen addressed the Committee
and stated the high priority list is very achievable in 2013. Mr. Conlen also added that if
development continues to increase, staff anticipates adding a 0.5 FTE in order to complete the
2015 Comprehensive Plan Update by its deadline.
Committee forwarded the Mayor's recommendation as amended to add "structures
allowed in the setback" (FWRC 19.125.160) to the Medium Priority List of the 2013
Planning Commission Work Program to the April 16, 2013 City Council Business
Agenda.
